About this file

This is a Statement of Work (SOW) for the re-establishment of a Mexfly Citrus Research Grove at the Insect Management and Molecular Diagnostics Lab (IMMDL) in Edinburg, Texas, supporting fruit fly eradication and detection efforts by the Plant Protection and Quarantine (PPQ) division of the Department of Agriculture's Animal and Plant Health Inspection Service (APHIS).

The contractor must execute six primary tasks between January 30 and April 30, 2026. Task 1 requires procurement of materials including a sand filtration tank, approximately 6,000 linear feet of irrigation lines, valves and fittings, ground cover, soil and compost, 650 linear feet of 50% windbreak panels (3 meters high) with posts and installation components, and a remote weather station (Onset RX300) with specific sensors (solar-powered 15-watt panel, temperature/relative humidity, barometric pressure, solar radiation, rainfall, and wind speed/direction capabilities). Task 2 involves clearing weeds, tree stumps, debris, and old irrigation lines from the 2.5-acre site. Task 3 requires installation of a sand filtration tank and irrigation lines fed from the Moore Air Base Water Treatment Plant, with new lines trenched, valved, and buried on-site. Task 4 demands construction of raised beds spaced 20 feet apart with dual drip lines, measuring 8 feet wide at base, 6 feet wide at top, 1.5 feet deep, filled with soil topped with 6 inches of compost and covered with secured ground cover material. Task 5 requires installation of windbreak panel fencing along the southeast and southwest perimeters with posts installed 16 feet apart at 10 feet high, set in concrete footings, with 50% mesh netting pulled taut and an exterior irrigation water line. Task 6 involves installation of the weather station per manufacturer guidelines. The project location is Animal and Plant Health Inspection Service, 22675 North Moorefield Road, Edinburg, Texas 78541. On-site contractors must complete background screening and daily security check-ins at the facility gate. No government-furnished property, materials, equipment, or information is provided, and no travel is required.

Attachment 2: STATEMENT OF WORK Re-Establish a Mexfly Citrus Research Grove at S&T Insect Management and Molecular Diagnostics Lab (IMMDL)

GENERAL INFORMATION

1.0 Scope of work:

This project aims to re-establish the research citrus grove at the Insect Management and Molecular Diagnostics Lab in Edinburg, TX during FY26 in support of fruit fly eradication and detection efforts by PPQ.

2.0 Background:

The new grove construction site is located in a previously unused part of Moore Air Base along the main road and between the IMMDL facilities and the air craft hangar (26°23’36”N, 98°20’02”W). the Moorefield road and indicated on the below image in a yellow box (26°22’42”N, 98°19’49”W). To install a new planting, we will need to contract for ground debris removal and soil prep, running new drip irrigation lines, installing a new sand filtration tank, and building raised beds for the trees. The total grove size is approximately 2.5 4.3 acres.

CONTRACTOR REQUIREMENTS

3.0 Technical requirements/tasks

3.1 Task 1 – Purchase required materials

The contractor shall provide the materials needed for the project including:

1) a sufficiently sized sand filtration tank,

2) irrigation lines (estimated 6000 linear feet required),

3) valves and fittings sufficient for dual drip line irrigation along each raised bed,

4) ground cover for the raised beds,

5) soil and compost for the raised beds,

6) 650 linear feet of 50% wind break panels (3 m high), posts, and installation components,

7) and a remote weather station (Onset RX300).

a. Solar powered with 15 Watt panel

b. Hobonet Temp/RH sensor

c. Smart Barometric pressure sensor

d. Hobonet Solar Radiation sensor

e. Hobonet Rainfall sensor

f. Hobonet Windspeed and director sensor

3.2 Task 2 – Clear land and prepare soil

The contractor shall remove weeds, tree stumps, and all other debris including old irrigation lines from the construction site. The ground shall be cleared completely to make the 2.5 acre area suitable for grove installation.

3.3 Task 3 – Install sand filtration tank and irrigation lines Raw water lines that feed the MAB Water Treatment Plant will be tapped into as a water source to supply the citrus research grove. The contractor shall install the sand filtration tank and irrigation lines. New water lines of sufficient size/volume will be trenched in, valved, and buried on site.

3.4 Task 4 – Construct raised beds

The contractor shall construct raised beds for the grove (Figure 1). Each row should be spaced 20 ft apart with a dual drip line inside each bed. The beds should be 8 ft wide at the base, 6 ft wide at the top, and 1.5 ft deep with ground soil topped with 6” of compost. The beds will be covered with a ground cover material and secured. Rows should be constructed in parallel continuously to allow a vehicle or tractor to pass between rows for pruning and spraying.

3.5 Task 5 – Install wind break panel fencing

Wind break panels shall be installed along the South East and South West perimeter of the new grove. Posts for the fencing shall be installed 16 ft apart (4 m), each measuring 10 ft high. Each post must be secured in concrete footing at the base to prevent movement. The artificial wind break netting shall be 50 % windbreak mesh netting measuring 3 m tall along the posts (https://eyouagro.com/product/50-windscreen/). The netting shall be pulled taut and tightly affixed to the posts. Run an additional irrigation water line along the exterior of the block so it can later provide a water source to a natural windbreak.

3.6 Task 6 – Install weather station

The contractor shall follow weather installation guidelines provided by the manufacturer. Sensors for temperature, relative humidity, barometric pressure, wind speed and direction, rainfall, and light (solar radiation) shall be installed.
