About this file
This document contains Request for Information (RFI) responses for Solicitation Number 12639525R0007, a high-game fencing project in Cameron County, Texas. The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) seeks to install approximately 20 miles of 8-foot high-game fencing to control Cattle Fever Tick spread by restricting wildlife movement. The project is exclusively set aside for service-disabled veteran-owned small businesses, with an estimated contract value between $1,000,000 and $5,000,000.
The RFI addresses critical technical details including fence specifications, utility considerations, and project logistics. Key clarifications include: line posts will be treated wood, T-posts will be galvanized, contractors should plan for 12 gates with 8-foot heights and varying widths (10-16 feet), and any fence angle over 20 degrees requires a corner post. USDA will serve as the primary liaison between contractors and landowners, and the International Consulting Engineers will conduct project surveying. Contractors are responsible for identifying overhead and underground utilities before commencing work.

RFIs, 12639525R0007, High Game Fence
1. Who will be the USDA surveyor for this project?
International Consulting Engineers
1. The Palmito Substation is on the proposed fence line, will we need to work around any overhead or underground wires for utility crossings?
Yes, contractor is responsible for identifying any overhead or underground utilities prior to commencement of work.
1. There is mention of treated wood posts for the materials in the Statement of Work, however on the site visit we were told everything must be galvanized. Was this statement in reference to just galvanized post caps or do you not want treated wood being utilized at all?
Line posts, corners and double H braces are all treated wood posts as per the specs in SOW. T posts are to be all galvanized.
1. During the site visit, it was mentioned that there are going to be at least 6 gates but probably more like 10. Is there a definitive number we can refer to for our proposal?
It was also mentioned that the gates will be 16 feet high, but some owners may want gates 10 feet high to keep what they already have. Is there a definitive height requirement we can refer to for our proposal?
Contractors can plan for 12 gates. If we get different requests from landowners after the work begins, we can address at that point. ALL gates will be 8’ tall high game gates. The widths will vary from 16’ to 10’ based on what landowner has in place currently.
1. It was mentioned that any angle in the fence line over 30-degrees will require a corner, however typically it is required that any angle over 20-degrees would constitute a corner. Can you please clarify?
20 degrees will constitute a corner.
1. Can we get the names and contact information for all ranchers whose land this project will be performed on?
No. USDA will act as liaison between landowners and contractors. Any communication with the landowners will be by USDA and communicated to contractors.
