About this file
This document contains Request for Information (RFI) responses for Solicitation 12639525R0007, a high-game fencing project in Cameron County, Texas for the U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS). The project involves installing approximately 20 miles of 8-foot high-game fencing on private and U.S. Fish and Wildlife Service refuge property to prevent cattle fever tick transmission by controlling wildlife movement. The solicitation is set aside exclusively for service-disabled veteran-owned small business firms, with an estimated project value between $1,000,000 and $5,000,000.
The RFIs address critical project details including gate quantities, security requirements, landowner fence removal, underground utility verification, fencing installation specifications, bonding requirements, and personnel qualifications. Key clarifications include: contractors are responsible for utility location verification, fencing must be installed to the ground, payment and performance bonds are required, and one individual can serve multiple roles including Quality Control Manager, Site Safety and Health Officer, and Superintendent. The project aims to decrease white-tailed deer and nilgai antelope movement in targeted areas and contains cattle within systematic treatment zones outside the Permanent Quarantine Zone.
