Midewin National Tallgrass Prairie Bunker Demolition 1256A119Q0013 Pre-Quote Meeting date: August 15, 2019 Attendees: (See Attached) Hosted By:
Robert Hommes, USDA Forest Service Midewin
The meeting started in the office with a general review of the documents in the solicitation package and a review of the site specific Midewin access policies. I explained that Midewin is a non-motorized recreational area with locked gates across all access points. Keys and placards will be issued to the successful contractor but only approved access routes are to be followed. Key holders are not allowed access outside of the contract area. I explained the roles of the Contracting Officer, Melissa Johnson, and Contracting Officer’s Representative, myself, as the on-site contact and technical resource on this project.
I reviewed the importance of completing the past experience and technical approach items that are part of the evaluation criteria. Failure to fully complete these items could result in a proposal that would be reviewed as “Technically Unacceptable”.
The group then travelled to the site for the remainder of the meeting where they were free to investigate the project area.
Following are the topics discussed and resolutions reached during both the office and field portions of the visit:
Availability of power/water/other utilities:
There are no functioning utilities in any of the project buildings or the immediate surrounding area. The contractors must supply their own potable water and toilet facilities. Non-potable Water is available at the Midewin Headquarters Office where tanks may be filled for use at the jobsite.
Removal of misc. debris:
If the contractor encounters any debris that must be moved in order to complete any in-scope work item, that debris must also be removed from the site and properly disposed. Cost for this type of removal is to be included in the contractor’s proposal. Misc. debris should be separated and recycled whenever possible. During roof removal, any vents or other fixtures attached to the roof that are removed will also become misc. debris and must be removed from the site. Do not include removal of all misc. debris in and around the buildings, only the amount required to provide access to or otherwise complete an in-scope task.
How far out from the buildings is the contractor expected to look for transite already on the ground?
For the scope of this contract any ACM located within 20 feet around the perimeter of the buildings shall be removed and properly disposed.
How much transite or other ACM will the Prairie View Landfill accept daily?
Because this is dependent on the conditions within the landfill, contractors must contact the landfill directly to obtain the current information about how they are accepting ACM.
Buildings with basements:
The scope of this contract does not include any work in the basements of the few buildings with basements.
Flooring in Change House No. 9-33:
The cracked flooring that looks to be rubber or another type of synthetic material in this building has not been tested for asbestos and must be sampled and tested under Item No. 1. For the purpose of this contract, treat this material as NON-ACM and therefore does not require removal. If testing reveals the material does contain asbestos, then the government will enter negotiations to add this to the scope of work.
Switch gear components in Building No. 9-17:
This building contains 3 electrical panels that have been stripped of their copper. Based on the age of the panels and on past experience, the remaining black backboards and any white partitions used in the panels shall be considered to be ACM. Some of this material is on the floor and some remains in the panels. This contract shall include removal and proper disposal of these items as ACM.
Can the contractor make larger openings in the buildings to allow access for equipment?
Since the buildings are slated for demolition this is acceptable. However it must be noted that the contractor, under his safety plan, is responsible for providing a safe workplace for their employees. The contractor bears all responsibility for assuring that the buildings remain structurally sound once new openings are created.
How can the elevated floors of Group 64 be reached for equipment access?
It is the contractor’s responsibility to locate his equipment where it is needed. Midewin will allow construction of ramps using soil within 30 feet of the perimeter of the building if the contractor chooses.
Will grass and shrubs be removed around the buildings?
No, but the contractor may mow and cut vegetation since it will be occurring after August 15th in accordance with standard Midewin practice.
Will this contract include removal of the floor tile mastic?
I. Concrete floors: Yes II. Wood floors: No ( Bldg. 9-36 has a partial wood floor)
Special notes for building 8-11:
This building has an interior ceiling below the transite roof. This ceiling is also ACM and must be removed and properly disposed as part of this contract. Also, along the northwest side of this building a portion of the space below the roof overhang has been enclosed as a walkway with an additional wall of transite running approximately 90 feet. Please include removal of this wall as part of building 8-11 costs since this was not included with the other walkway quantities in the RFQ.
Is the black filler material used to close off the corrugations beneath the transite roof ACM?
Since this material is being held in place by the roofing, once the roofing is removed the black filler must also be removed and disposed. Please sample and test this filler material for ACM under Item No. 1. Based on the results of the testing, this material shall either be disposed as ACM with the transite or as Misc. debris. In either case the material is to be removed and disposed off-site.
Other “incidental ACM”:
ACM testing may reveal additional sources of asbestos other than the items identified in the RFQ. Unless otherwise determined and presented by the contractor, it shall be assumed that the quantity of this incidental ACM will not surpass the thresholds established by the state and therefore can be included with the construction debris when the buildings are completely demolished at a future date.
Any additional questions shall be addressed to Melissa Johnson, Contracting Officer for this project and shall be received no later than 8/21/19.
