About this file
This is a Questions and Answers document for RFQ 12505B25Q0041, a Hay Round Bale IDIQ Contract. The document addresses three key clarifications from industry: (1) The pricing basis has been changed from per bale to per ton, with revised contract limits of 15 tons minimum and 200 tons maximum; (2) Acceptable grass varieties are specifically limited to Orchard Grass, Brome, Timothy, Kentucky Bluegrass, Limestone Little Bluestem, Western Wheatgrass, Big Bluestem, Switchgrass, Prairie Cordgrass, and Indian Grass, with no substitutions or Buffalo Grass permitted; and (3) The government confirms that round bales are required, not small square bales, with an accompanying revision to the Statement of Work.
The associated opportunity is a small business set-aside under NAICS 111940 (Hay Farming) with a size standard of $2.5M. Deliveries must be made within 5 working days to USDA NADC in Ames, Iowa, using clean vehicles not used for livestock transport. Industry Questions and Government Responses
RFQ 12505B25Q0041
Hay Round Bale IDIQ Contract
1. We noticed that the large round grass bid is based on the bale price and not the ton price like the other bids. The round bales we have are large and if we price by the bale, it could appear expensive. But, very reasonable by a ton price. What can we do to provide fair and accurate information? Response:
The price will be changed to ton. This contract limits have been revised accordingly - Minimum required: 15 tons, Maximum required:
200 tons.
2. Notice ID: 12505B25Q0041 on the SAM website. It states that: Acceptable grass varieties are Orchard Grass, Brome (Smooth or Meadow), Timothy, Kentucky Bluegrass, Limestone Little Bluestem, Western Wheatgrass, Big Bluestem, Switchgrass, Prairie Cordgrass, Indian Grass.
Is there any wiggle room on that? Response: No Buffalo Grass. Contractor shall quote on the specifications in the Statement of Work
3. The solicitation refers to round bales but the statement of work are small squares. Can you please confirm is the government requesting small squares or round bales. Response: Round Bales. The Statement of work has been revised. (See Attachment 1 SOW Revision 1)
