Pre-bid meeting notes:

AST Removal, August 18, 2020 Attendees list attached separately Long Cane Edgefield Work Center- 0930

1. Vehicle protection barrier may be in the way of removing the ASTs; contractor may cut it off flush with ground to get access. Remaining pipe must be made smooth with the ground to avoid tripping or tire hazards. Contractor must remove and dispose of the pipe if they cut it off. Access to remove tanks may also be gained from behind tanks/building.

2. Questions were raised about whether the fuel pumps have underground sumps. We confirmed no sumps are present. See photos.

3. Question about need for soil sampling related to the fuel lines: We do not believe soil samples are required and are not including them in the scope of this contract. We have reviewed SC DHEC requirements at: https://www.scdhec.gov/environment/land-management/aboveground-petroleum-storage-tanks These tanks are unregulated “AST Systems.” The pipes are part of the AST System. We know of no releases at the work sites related to the fuel tank systems.

4. Questions were raised about terminating the water line in the fuel island area. The waterline needs to be permanently capped below ground.

5. In accordance with statement of work (SOW), the hydraulic lift tank (pole barn floor hoist) does not need to be removed, only the oil and oil-containing components, such as an oil filter. No soil sampling is required. We would like the hydraulic lift components above ground removed and disposed as metal scrap. This is not stated in the SOW, but is here-by added to the scope. The concrete slab shall be patched to match surround level.

6. We found two pickup truck bed fuel tanks in the scrap metal area that are to be disposed. Bid these as scrap metal in line item 4, which requests a lump sum quantity per 2000 pounds. We believe they are pumped empty and estimate they are approximately 60-gallon capacity. Their former contents are believed to have been diesel and possibly a 50/50 mix of gasoline/diesel. A contractor stated that they may need to be rendered inert before disposal. Include this cost with the cost to dispose of the 2000 pounds of scrap metal for the bid. If the conditions vary from this description, they can be addressed with a modification to the contract.

Enoree Work Center - 1200

1. There is no need to pull the electrical lines completely. Just cap the conduits off below ground and disconnect wires from the electrical panel.

2. The wood access platforms in-between the ASTs should be removed as well. The buildings should be left standing.

3. The vent pipes penetrating the roof should be removed and the holes should be patched on the roof.
