Pre-Bid Notes 25 June 2020
See separate attendees list.
At each location we viewed all structures described in the solicitation. Examples of small items were also viewed, these include picnic tables, hydrants, fountains, and an electrical pedestal.
Location 1: Lick Fork Lake; arrived ~9:45 AM for 10:00 meeting.
1. Contractor asked about restricting access to the work area
a. The contractor can close the interior gate to restrict access and will have control of their work area.
2. Question on sidewalks near building: Multiple segments of sidewalk will need to be removed as well. (all those adjacent to the building and up to an additional 40 linear ft per building).
3. Broken picnic tables and Fountains are options on the contract. We viewed multiple examples. Specific items will be designated and flagged first day of field work at each site.
4. Contractor asked about a mini crusher to break up the cinder block walls and foundations into aggregate for use with another project in lieu of hauling it out.
a. Concrete slabs can be used as aggregate for parking lots. Could also be used to spread on the campground road.
b. This is acceptable to the engineer/contracting officer’s representative (COR), but the project should be bid as described in SOW. Contractor can offer this option for contracting officer (CO) approval at contract award. Price adjustments will be considered by CO.
c. The gravel material must be clean of other materials. No metal, wood, plastics, etc.
5. We gave reference to our local well driller for well abandonment: Rodgers well drillers is near Long Cane District and available. Rodgers Well Drillers: Jimmy Rodgers; office: 864-227-9180, or 864-226-5489, rodgersdrilling@gmail.com.
6. Question on what to do with gravel under concrete slabs. This was not specifically addressed in the SOW. This material may remain on site as coordinated and approved by the COR. Stipulation is that this material must be clean of all other debris if it is to be spread on roads or remain in-place. Some demo sites have new vault toilets planned, so this gravel may be left at the demolition site for those; spread and recontoured to match surrounding terrain. No seeding and mulch would be needed in the area with gravel coverage.
Location 2: Parson’s Mountain 11:30
1. Contractor asked about crushing foundation with mini crusher (same as previous location).
2. This location has picnic tables to be removed as well.
3. Pulling up grill posts could be an option item. If not specified in schedule of items, we would work out costs after award.
4. We talked about capping waterlines. Waterlines should be capped about 5’ from building foundations and back at last line junction to remove any dead-end lines from system.
5. Camping at each site is available: $7 per night stay at the campground, should the contractor want to camp on site.
Location 3: Woods Ferry 14:30
1. Concrete tank question: All material must be removed except the floor, which can be crushed in-place. Concrete could be crushed for aggregate use onsite as discussed above.
2. Asbestos-containing cinder blocks cannot be crushed; they must be disposed of in an asbestos accepting landfill.
3. Contractors wondered if the size of the 10,000 gallon tank is correct, as specified for demolition. External dimensions of the tank were roughly 21’x21’x8’. Calculating nominal internal fill volume does approximate 20,000-gallons for this tank size. With this information, we add a correction note to the SOW to indicate the approximate volume of this take to be 20,000.
4. Dump pile to be hauled off contains old picnic tables, grills, and hydrants. The pile has grown since the contract was developed, but the solicitations asks for a price per 10 tons. Current estimate is about 50 tons. Some of the concrete tables are intact, and it would best if they were crushed for transport.
June 26, 2020, Chattooga River Cabin pre-bid showing.
· The cabin was opened up for showing at 10:00.
· One contractor showed up: All Phase.
· One other contractor was going to view the cabin on Thursday evening.
· No questions were brought to the COR for this showing.
