SECTION 01010
SUMMARY OF WORK
PART 1 - GENERAL
A. The Contractor shall provide all supervision, labor, equipment and supplies for the floor renovation for the Hotshots’ Crew Quarters Building 124, 124, and 128, including removing existing floor finish, staining concrete floor, sealing concrete floor and all other items listed on the SCHEDULE. Located on the Unaka Ranger District, Unicoi County, Tennessee.
1. Remove current flooring finish on three separate building floors (vinyl or carpet) to expose concrete slab.
2. Remove residue of glue and debris and prepare finished concrete surface for stain application.
3. Move Furniture. Manage logistics and operation of moving furniture. Protect current furniture from damage.
4. Apply two coats of S-9500 Color Stain (Super-Krete Product) Color TBD on quarter’s concrete floors (1244 SF) for each building.
5. Apply two coats of clear sealer:
a. First coat of solvent based sealer S-8350 SUPRA-SEAL (Super-Krete Product)
b. Top coat of water based sealer CEM-SEAL (Super-Krete Product)
B. Storage of Materials
1.
The Contractor may store materials and equipment at the work site at their own risk. All materials must be kept in an area designated by the COR and be neat and orderly.
C. Construction Schedule
1. A proposed schedule of work for the project shall be submitted to the C.O. for approval within 5 days of issuance of the Notice to Proceed. The schedule shall minimize conflict between construction activities and planned use of the area by the Forest Service.
2. Plan all work onsite to occur within the following dates:
a. Summer: May 14th – June 30th 2018
b. Winter: Oct 28th – Jan 7th 2019 D. Existing Facilities
Government provided sanitary facilities are available.

Secondary electrical service is available.
3.
Potable water is available.
E. Safety
Contractor shall provide, install, and maintain the necessary hazard markers, barricades, signs, or lights that will adequately delineate the construction area and keep public traffic out of the construction area.
2.
Electrical switches shall be locked in the “OFF” position.
F. Project Closeout
1. Instruction of Government Personnel in use of facilities
a. It is the responsibility of the Contractor to see that the proper manufacturer's representative, Sub-Contractors, Contractor's Superintendents, etc., are available at completion of the job and before occupancy to provide instructions in the use of all facilities and equipment and to train personnel in the proper use and maintenance of the building, equipment controls, switches, valves, etc.
2. Operating and Maintenance Manuals
a. The Contractor shall furnish the following:
1. Instructions for maintenance of floors
2. Three copies of the complete operating and maintenance manual for mechanical and electrical equipment. The bound manual shall contain the following:
(1) Word description of the products.
(2) Maintenance instructions, followed by tabulated manufacturer's descriptive literature, shop drawings, performance curves and rating data, spare parts lists, and maintenance manuals.
(3) Warranties.
G. Workmanship
The Contractor shall install all work in a “workman like” manner. If the installation method for any items of work is not covered under the related specification the Contractor must follow the recommendations of the manufacturer.
SECTION 01050
FIELD ENGINEERING
PART 1 - GENERAL
1.01 WORK INCLUDED
A. The locations of all proposed new work relative to existing features are indicated on the construction drawings.
B. Bench marks for vertical control and centerline station stakes for some utilities will be provided by the C.O.R.
C. Construction staking shall be the responsibility of the Contractor. Staking for any part of the work shall be approved by the COR prior to commencing construction on that part.
D. The Contractor shall be responsible for maintaining all survey control points during the construction period.
SECTION 01300
SUBMITTALS
PART 1 - GENERAL
A. The Contractor shall be required to furnish submittals on items he proposes to use other than the brand names listed in the specifications or noted on the drawings. Submittals shall be made within fifteen (15) days prior to commencing any work that relates to a respective submittal.
B. The Contractor shall submit one set of the manufacturer's description of all proposed "or equals" proposed in lieu of name brands specified. This description shall include:

In accordance with the cited references of the Federal Acquisition Regulations (FAR) Clause 52.236-21, the Contractor shall be required to furnish the following to the COR prior to commencing any work that relates to a respective submittal. (3 copies of all submittals required).

C. Other submittals (in quantities indicated) are required as identified in these specifications.
D. Submittals shall not be considered approved until the Contractor has received approval in writing from the COR.
SECTION 01450
QUALITY CONTROL
PART 1 GENERAL
1.01 WORK INCLUDED
A. The work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract. The Contractor shall provide all personnel, equipment, tests, and reports to meet the requirements of this specification.

PART 3 EXECUTION
3.01 QUALITY CONTROL SYSTEM
A. The Contractor shall provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements.
B. The contractor shall perform, or cause to be performed the sampling, inspection, and testing required substantiating that all supplies, services, and construction conform to the contract requirements.
3.02 QUALITY CONTROL PLAN
A. The contractor shall submit in writing the following:
1. Authorities and responsibilities of inspection and testing personnel.
2. Experience and qualifications of inspection and testing personnel to be assigned and location of any (for hire) testing facility to be used.
B. The contractors proposed quality control plan shall be submitted to the C.O.R for review prior to the contractor commencing work. The C.O.R shall approve or disapprove the plan within 5 working days. Construction work shall not begin prior to the contractor's receipt of written approval of the quality control plan.
C. The contractor shall submit to the C.O.R in writing any proposed changes to the approved plan. Proposed changes shall not be put into effect until approved in writing by the C.O.R.
3.02 SAMPLING & TESTING
A. The contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing and inspection in a timely manner. The contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract. Sampling and testing frequency for specific items shall be as defined in the specifications.
3.03 RECORDS
A. The contractor shall maintain current records of all inspections and tests performed.
B. The contractor shall certify in writing that all inspections were performed in accordance with specifications. All testing and inspection records shall be submitted to the C.O.R upon completion of the project
3.04 CERTIFICATIONS & MEASUREMENTS
A. Offsite Produced Materials. The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements as shown on the drawings or specifications.
B. Quantity Measurement. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the C.O.R will compute the quantities for final payment based on measurements taken by the Contractor. All measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.
3.05 AS BUILT DRAWINGS
A. The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted to the COR
SECTION 02050
SELECTIVE DEMOLITION
PART 1 GENERAL
1.01 WORK INCLUDED
A. This work includes the complete removal and disposal of the existing flooring finish (carpet and vinyl), including glue material.
PART 2 PRODUCTS
Not Used
PART 3 EXECUTION
3.01 DEMOLITION
A. The Contractor must remove and/or protect existing furniture and protect building.
B. All demolition debris shall be removed from the site and legally disposed of off Government land. The Contractor shall pay any required disposal fees.
SECTION 09900
PAINTING
PART 1 - GENERAL
1.01 WORK INCLUDED
A. This section includes all paint and related items.
1.02 QUALITY ASSURANCE
B. All paints, enamels, varnishes, and stains shall be furnished in original, unopened containers bearing a label to include the manufacturer's name, type of paint or stain, manufacturer's stock number, color, and instructions for application.
1.03 DELIVERY & STORAGE
A. All materials required for painting, varnishing, and staining shall be delivered to the job site in original containers with labels intact and seals unbroken.
B. Store in a suitable location and comply with health and safety regulations.
C. All oily rags, waste, etc., and all flammable cleaning compounds shall be removed from the building every night to avoid fires.
D. Upon completion of work, all surplus material and debris from the paint work shall be removed from the job site.
1.04 ENVIRONMENTAL REQUIREMENTS
A. Comply with the manufacturer's recommendations as to environmental conditions under which coating and coating system can be applied.
B. Do not apply paint in areas where dust is being generated.
1.05 PROTECTION
A. Cover or otherwise protect finished work of other trades and surfaces not being painted.
B. Copper, bronze, chromium plate, nickel, stainless steel, aluminum, and metal shall not be painted or finished unless otherwise specified.
PART 2 - PRODUCTS
A. The listed product identification numbers and colors are based on Super-Krete Products. Use of other manufacturers’ product lines will require prior written approval from the COR to insure color matches.
B. Building Interior Paint Schedule:

PART 3 - EXECUTION
3.01 PREPARATION
A. Thoroughly remove previous treatments, laitance, oil and other contaminants.
B. Fill and sand as necessary to provide a suitable surface for painting.
C. Clean surfaces to be painted. Spaces in which painting will be done shall be broom-cleaned and dust-free.
D. Remove soil, prints, stains, and adhered materials prior to beginning of work.
E. Meet requirements of other portions of Specifications for preparation of specific items.
3.02 APPLICATION
A. No exterior painting shall be done in rainy, damp, or frosty weather or until the surface is thoroughly dry.
B. No interior painting or finishing shall be permitted until the building is thoroughly dried out by natural or artificial heat. Do not apply initial coating until the moisture content of the surface is within limitations recommended by the manufacturer.
C. No paint shall be applied when the temperature is below 40 degrees or when that temperature is likely to be reached within 48 hours.
D. All paint shall be applied in accordance with the manufacturer's recommendations unless otherwise directed.
E. All coats shall be thoroughly dried before applying succeeding coats with sanding between coats where necessary. Comply with manufacturer's recommendation for drying time between succeeding coats.
F. Finish coats shall be smooth, free of brush marks, streaks, laps, or pole of paints, and skipped or missed areas. Finished metal surfaces shall be free of skips, voids or pinholes in any coat.
G. Leave all parts of moldings clean and true to details with no undue amount of paint in corners and depressions.
H. Apply paint, enamel, and varnish with suitable brushes, rollers, or spraying equipment. Apply the stain by brush. The rate of applications shall not exceed that as recommended by the paint manufacturers for the surface involved.
I. Keep brushes, rollers, and spraying equipment clean, dry, free from contaminates, and suitable for the finish required.
J. Make edges of paint adjoining other materials or colors stain and sharp with no overlapping.
3.03 CLEANING
A. Touch up and restore finish where damaged.
B. Remove spilled, splashed, or splattered paint from all surfaces.
C. Do not mar surface finish of item being cleaned.
