About this file

This is a Questions and Answers document for RFQ 12445527Q0003, a Total Small Business Set-Aside solicitation issued by the Department of Agriculture Forest Service for drop ceiling installation at two locations: the Salem Ranger District office (main floor and basement) and the Eleven Point Ranger District office in Doniphan. The solicitation was last updated October 14, 2026, and addresses 38 clarifying questions received from prospective bidders between October 6 and October 11, 2026.

The scope of work includes removal and replacement of existing ceiling tiles and installation of new ceiling systems with specified acoustic performance characteristics. At Salem, contractors must quote a metal direct-mounted system where feasible with a maximum 3-inch drop, or a short-drop metal T-bar suspension system if space constraints apply. At Doniphan, a suspension system matching light fixture heights is required, with provision for modified fixture wiring to conceal ductwork. All existing light fixtures must be disconnected, relocated as needed, and reconnected with independent structural support not relying on ceiling tiles. Contractors bear full responsibility for electrical modifications, fixture relocation, ductwork modifications, removal and disposal of existing materials, and reinstallation of wall cabinets. The performance period was extended to 60 calendar days via Amendment 0001, with sequential construction at both sites preferred to reduce coordination complexity. Quotations were originally due October 21, 2026, but Amendment 0001 extended the deadline to October 30, 2026, at 2:00 p.m. Central Daylight Time. Awards exceeding $35,000 but not exceeding $150,000 require only alternative payment protection under FAR 52.228-13 (payment bond on SF-25A or irrevocable letter of credit covering 100 percent of award price), with no separate performance bond required. No minimum self-performance percentage applies; prime contractors may subcontract all ceiling work while retaining full responsibility for management, supervision, compliance, quality, and performance. A designated prime contractor superintendent or approved representative (including a subcontractor foreman authorized in writing) must be present on-site during all construction; separate superintendents are required at each location if work occurs simultaneously. At Salem, acoustic tiles must comply with Class A flame-spread rating per ASTM E84, and Salem fixtures include approximately 53 1'x4' lights upstairs and 8 1'x4' lights plus 4 circular vents downstairs. At Doniphan, all areas including Keith Holland's office require Class A surface-burning characteristics (not hourly fire-resistance ratings per Amendment 0002), with acoustic tiles meeting minimum NRC of 0.55 and CAC of not less than 30; Doniphan fixtures include two 2x4 suspended lights and an attic access in Keith Holland's office, two 1x4 suspended lights in the hallway, and two 1x4 suspended lights in the small conference room. Existing Salem ceiling tiles were tested in 1994 and contain no asbestos or other hazardous materials. A two-week advance notice for furniture relocation may be provided before Notice to Proceed, and material submittals and ordering may occur before NTP. The applicability North American Industry Classification Standard Code is 238390 (Other Building Finishing Contractors) with a small business size standard of $19,000,000.

12026-10-06Is there a set of drawings that accompanies this solicitation?Site plans, and pictures are included in attachment 02 Specifications.

Additionally contractors may schedule a site visit to inspect the conditions at both locations.

Exhibits A-C are provided for reference, but will not be official contract documents in any resulting award.

22026-10-06How do we schedule a site survey?Refer to "Site Visits" on Pg 19 of the document Sol_12445527Q0003."
32026-10-06SF-1442 Item 12 indicates “YES” concerning performance and payment bonds and identifies a 10-calendar-day furnishing period. However: FAR 52.228-15, Performance and Payment Bonds – Construction, does not appear to be selected; FAR 52.228-13, Alternative Payment Protections, is included; and the Schedule of Items states that when the awarded price exceeds $35,000, alternative payment protection applies. Please confirm whether an award exceeding $35,000 but not exceeding $150,000 requires:

1. Alternative payment protection only under FAR 52.228-13; or

2. Both a performance bond and payment protection.

Please also confirm whether any bonding/payment-protection requirement is intended solely for the prime contractor or whether the Government expects corresponding bonding from lower-tier subcontractors. Awards exceeding $35,000 and less than $150,000 will only require payment protections IAW 52.228-13.

Alternative Payment Protections are required from the prime contractor.

4 2026-10-06 The specifications state: "Superintendent for prime contractor shall be on site at all times as work is completed if subcontracted." Please clarify:

1. Whether the superintendent must be a direct employee of the prime contractor;

2. Whether a prime-contractor representative must be physically present during every hour subcontractor personnel are performing work;

3. Whether an approved superintendent or representative arrangement may satisfy this requirement; and

4. Whether one superintendent may coordinate both Salem and Doniphan if work occurs concurrently. 1. No, the superintendent is not required to be a direct employee of the prime contractor.

2. The person delegated as the superintendent must be physically on site and present during construction to supervise work. Superintendent will be the COR's onsite POC and will keep the COR informed of work and stages of work. The superintendent must be available to make onsite decisions for the prime contractor. It is at the discretion of the prime contractor if the superintendent delegated by the prime will be sending the COR daily reports w/pictures or if this will be done directly by the prime.

3. Yes, an approved superintendent or representative for the prime contractor will satisfy the superintendent requirement; as long as the delegation authorizes the decision-making, and authorities described for point 2.

4. No, each site must have its own on-site superintendent, for the reasons stated above. If work is to occur at both sites at the same time, each site will require a different superintendent.

5 2026-10-06 The specifications require light fixtures to be independently supported from joists, furring strips, structural framing, or other suitable structural supports and not from ceiling tile. Please confirm whether the ceiling contractor is responsible for:

1. Disconnecting existing light fixtures;

2. Reconnecting fixtures;

3. Relocating fixtures;

4. Modifying wiring;

5. Performing electrical trade work;

or whether the ceiling contractor’s responsibility is limited to required structural support/bracing and ceiling-system coordination. Per the project specifications, light fixtures must be independently supported from joists, furring strips, structural framing, or other suitable structural supports, and shall not rely on the ceiling tile or ceiling grid for support. Please note that it is the awarded contractor’s responsibility to perform and/or coordinate all work necessary to ensure the new ceiling system is installed correctly and that existing fixtures are properly reinstalled and supported. This scope includes, but is not limited to:

1. Disconnecting existing light fixtures as required;

2. Reconnecting and securing the fixtures once the new ceiling grid and tiles are installed;

3. Adjusting or relocating fixture locations within the ceiling layout;

4. Extending, modifying, or adjusting wiring as needed to accommodate fixture placement uniformly;

Performing or coordinating all electrical trade work required to ensure fixtures are safely supported, code‑compliant, and fully functional after installation. The contractor is are expected to manage and schedule any necessary trade work to complete this scope in accordance with the project specifications.

At Salem office fixtures will have to be adjusted.

At the Doniphan office ceiling tile grid system drop can meet the same height as the existing light fixtures if accepted by industry standard. However, light fixture wiring may have to be extended and fixtured lowered to accommodate for covering of the duct work in the Doniphan office areas. Contractors responsibility.

6 2026-10-06 The specifications state that Keith Holland’s office requires fire-rated acoustic ceiling tile because of the mechanical-room features. Please identify:

1. The required fire-resistance/fire-rating classification;

2. The applicable testing standard;

3. Whether a specific UL-listed or other rated ceiling assembly is required; and

4. Whether the requirement refers only to a Class A surface-burning characteristic or to a complete fire-resistance-rated ceiling assembly.An amendment [0002] is in-process to redact any needs for a hourly fire-resistance-rated ceiling system. All areas of the Doniphan office, Keith Holland's office, Hallway, and small conference room will only require standard Class A surface-furring characteristics rating assembly. ASTM E84.
72026-10-06The specifications identify a metal direct-mount system as the preferred approach and also reference CeilingMAX PVC or approved equal.

Please confirm whether bidders should price the metal direct-mount system as the required base installation, with CeilingMAX PVC or the shortest-practicable suspended/drop-ceiling system considered only when field conditions prevent satisfactory use of the metal direct-mount system.

Please also confirm whether an alternate ceiling system requires Government approval before inclusion in the contractor’s final installation plan.An amendment [0002] is in-process to redact the mention of CeilingMAX PVC; and will correct any refernces of 2" maximum, to 3" maximum. . For Salem: quote for metal direct-mounted if applicable to space and acoustic tiles specified. If space does not allow for metal direct mount, contractor is to quote for a max 3" short drop metal T-bar suspension system with specified acoustical tiles. For Doniphan: quote for suspension system with acoustic tiles to match light fixture height, or lower drop w/ modified light fixture wiring to accommodate for concealing ductwork.
82026-10-06The SF-1442 identifies October 21, 2026 at 1400 local time. Please confirm the exact controlling: Date; Time; and Time zone for final quotation submission.Local time for this acquisition is Central Daylight Time (CDT). Amendment 0001 extends the due date for quotations until 10/30/2026 2:00 P.M. Central.
92026-10-07Salem grid system: Specification page 7 identifies metal direct-mount grid with a maximum 2-inch drop where feasible, with CeilingMAX PVC considered if the metal option is insufficient. The repeated section on page 13 identifies CeilingMAX PVC without that preference. Which requirement controls, and which system should bidders include in the base price?Refer to response for question 7.
102026-10-07Doniphan ceiling tile acoustics: The specifications name Armstrong Tundra and require NRC of at least 0.55. Armstrong Tundra item 303 matches the specified size, thickness, and 15/16-inch beveled tegular edge, but the manufacturer lists NRC of 0.50. Is this product acceptable, or must bidders provide an approved equal meeting NRC of at least 0.55?Quoters shall provide an approved equal meeting NRC of at least 0.55. And a CAC of not less than 30. If convenient, quoters can use same tile for both Salem and Doniphan.
112026-10-07Fire rating: For Keith Holland’s office, does “fire-rated acoustic ceiling tiles” mean Class A surface-burning performance, or is an hourly fire-resistance-rated ceiling assembly required? If an assembly is required, please provide the required rating and assembly details.See response to question 6.
122026-10-07Fixtures and overhead services: Does the scope include disconnecting, reconnecting, relocating, or replacing light fixtures, or only providing independent supports for existing fixtures? Are fixture counts or additional details available? Please also clarify any required modifications to ductwork or other overhead services and requirements for maintenance access above the new ceilings.See response to question 5.

Additional information:

Salem basement may require modification to duct work as there is four circular ceiling vents. Remove those existing vents and modify duct work if needed to a new square ceiling tile size vent in those locations.

13 2026-10-07 Occupied-space phasing and schedule: How will rooms and work areas be released to the contractor? May field verification, product approvals, material procurement, and the required two-week furniture-move notice occur before the Notice to Proceed? Please confirm whether all three bid items must be completed within the same 30-calendar-day period. During a pre-work meeting discussion to determine the flow at which the rooms are released and/or cleaned out and ready for work to begin will be talked about and finalized. As there is not a lot of space within the building desks may have to be moved from one side of the room to the other during the construction process and can be discussed further once awarded.

Amendment 0001 increases the period of performance to 60 days.

14 2026-10-07 Existing conditions and trim: Are hazardous-material surveys or known substrate-condition reports available for the Salem ceilings? Should existing wood trim be salvaged and reinstalled wherever possible, with new trim supplied where missing or damaged? Is painting or staining that trim included? Ceiling tiles were tested around 1994. The ceiling tiles contain no asbestos. Exhibit D is provided for reference, but will not become an official contract document in any resulting award.

Trim is to be removed and disposed of. Anything that needs to be disconnected or removed for proper installation of the ceiling tiles, must be reconnected/reinstalled. If anything is damaged that should be reinstalled it is the contractors responsibility to fix/replace. This includes wall cabinets in Salem breakroom. Contractor shall remove cabinets, salvage and reinstall after new ceiling tiles are installed.

15 2026-10-07 Prime superintendent: Would a designated local superintendent retained by us satisfy the requirement for the prime contractor’s superintendent to be on site whenever subcontracted work is performed? Could the ceiling subcontractor’s foreman also serve as the prime’s designated superintendent, subject to approval? Please identify any qualifications or approval requirements and the required coverage if both locations are active simultaneously. Refer to response for question #4.

Prime contractor can delegate superintendent. Superintendent must be able to make decisions on behalf of the prime. Preferable to have one location going at a time. If both locations do take place simultaneously, each site shall require a superintendent to be present while work is going on.

16 2026-10-07 Payment protection and bonds: For an award above $35,000 within the stated estimated range, please confirm the required payment-protection amount and whether a payment bond on SF-25A or an irrevocable letter of credit must be furnished within 10 days after award. SF-1442 marks required performance/payment bonds “Yes,” while the detailed clauses identify alternative payment protection and leave 52.228-15 unchecked. Is a separate performance bond required? Performance bonds will not be required for awards below $150,000.

Payment protections must cover 100% of the award price IAW 52.228-13.

172026-10-07Site-visit availability: Please provide available inspection dates and access requirements for both locations so we can coordinate attendance with a prospective local subcontractor. Does the contact listed in the RFQ coordinate access to both offices, and should scheduling requests be directed to her separately?Yes, the contact listed in the RFQ for site visits will coordinate both locations, and should be contacted directly to schedule a date/time.
182026-10-07Please confirm that quotations are due October 21, 2026, at 2:00 p.m. Central Time, as SF-1442 states 1400 local time.Refer to response for question 8 and amendment 0001.
192026-10-07May the Salem and Doniphan locations be completed sequentially, with one location completed before work begins at the other, provided all work is completed within the 30-calendar-day performance period?Yes, can be completed sequentially and is preferred as there is only one COR to inspect both locations.

Amendment 0001 increases the performance period to 60 days.

202026-10-07Have the existing Salem ceiling materials been tested for asbestos or other hazardous materials, and are any hazardous materials currently known to be present?Yes, the Salem tiles have been tested for asbestos and other hazardous materials. No asbestos or other hazardous materials were detected.
212026-10-07Please confirm whether a separate technical approach is a mandatory quotation submission. If so, please identify the required content and whether an alternate ceiling system must be separately priced.An amendment [0002] is in-process that will remove the menntion of providing a technical approach.
222026-10-07The specifications state that the prime contractor's superintendent shall be onsite at all times while subcontracted work is being performed. Does the superintendent have to be a direct employee of the prime contractor, or may an authorized representative of the prime contractor serve in this role? Additionally, if work is performed at Salem and Doniphan at different times, may the same superintendent cover both locations?Superintendent may be delegated.

Does not have to be a direct employee.

Subcontractor foreman may satisfy the requirement if designated by the prime.

Separate superintendent required at each location if work occurs simultaneously.

23 2026-10-07 The specifications require light fixtures to be secured to joists or furring strips and not supported by the ceiling tile. Please confirm whether the ceiling contractor is responsible only for providing the required structural support/bracing around existing fixtures, or whether the contractor is also responsible for disconnecting, relocating, rewiring, or reconnecting electrical fixtures as necessary for the new ceiling installation. Yes, contractor is responsible for all of those things:

Disconnecting fixtures,Reconnecting fixtures, Relocating fixtures, Modifying wiring,Required electrical work, and providing support/bracing for fixtures and all ancillary work required for a finish and complete installation of the new ceiling installation.

242026-10-07The specifications identify the Keith Holland Office at Doniphan as requiring fire-rated acoustic ceiling tiles due to the mechanical room features. Please clarify whether this requirement is for Class A flame-spread-rated acoustical ceiling tile, or whether a complete tested fire-resistance-rated ceiling assembly is required. If a specific UL or other tested assembly is required, please provide the required rating and assembly designation.Refer to responses for Questions 6, and 11.
252026-10-07The specifications appear to reference both a metal direct-mount grid system with a maximum approximately 2-inch total drop and a CeilingMAX PVC Grid System or approved equal. Please confirm the required basis of design for the Salem main floor and basement. Is CeilingMAX PVC acceptable as the intended system, or is a metal direct-mount grid system preferred/required?An amendment [0002] is in-process to remove mention of CeilingMAX PVC; and will correct any reference of 2 inch drop maximum, to 3 inch maximum.

Metal system required.

Direct mount preferred in Salem where feasible.

Maximum 3-inch drop if needed.
