About this file
This is a Basis of Design clarification document for RFQ 12445527Q0003 establishing controlling specifications for drop ceiling installation projects at two Forest Service locations. The document supersedes all prior specifications and PVC system references, mandating metal ceiling systems only at both sites. At Salem (main floor and basement), contractors must use metal direct-mount systems wherever feasible to maximize headroom, with short-drop metal T-bar suspension systems limited to a maximum 3-inch total drop where direct-mount is not feasible. At Doniphan, a metal suspension system is required with coordinated fixture elevation and duct concealment.
Acoustic ceiling tiles must meet minimum performance ratings of NRC 0.55 and CAC 30 at both locations, with these design ratings taking precedence over product specifications or prior values; products failing to meet both minimums are unacceptable. At Doniphan, Class A surface-burning characteristics per ASTM E84 are required for Keith Holland's office and adjacent areas, with no hourly fire-resistance ceiling assembly required. The contractor bears full responsibility for disconnecting, relocating, and modifying electrical wiring for existing fixtures; providing independent structural support for fixtures independent of tiles or grid; and coordinating all electrical and HVAC work. At Salem basement, four circular ceiling vents must be removed and replaced with square diffusers coordinated to the new grid layout. Fixture quantities are provided for guidance only (Salem upstairs: ~53 lights; Salem downstairs: 8 lights and 4 vents; Doniphan: Keith Holland's office with two 2×4 fixtures, hallway and small conference with two 1×4 fixtures each). Demolition includes removal of all existing ceiling tiles, attachment systems, and wood trim; salvage and reinstall of Salem breakroom wall cabinets; and verification that attic access remains accessible. A designated superintendent must be physically present whenever subcontracted work is performed at each site, with separate superintendents required if both sites are active simultaneously. Bathrooms have been excluded from the scope. This clarification establishes the controlling basis for lump-sum quotations and supersedes all conflicting prior specification language.

RFQ 12445527Q0003 — Basis of Design - UPDATE Project: Doniphan & Salem Drop Ceilings Installation Effective Date: October 14, 2026 Purpose: Establish a clear, controlling Basis of Design (BOD) for ceiling systems, drop limits, tile performance, and fixture handling—superseding all PVC references and any conflicting prior language.
1) Ceiling System — Metal Only; PVC Deleted
· CeilingMAX/PVC systems are deleted and shall not be proposed. Provide metal systems only.
· Salem (main floor & basement): Use metal direct‑mount wherever feasible to maximize headroom; where direct‑mount is not feasible, provide a short‑drop metal T‑bar suspension system with a maximum 3-inch total drop (this 3″ limit controls and supersedes any 2″ references).
· Doniphan: Provide a metal suspension system; coordinate fixture elevation and duct concealment per Section 4 below.
2) Acoustic Ceiling Tile Performance
· Doniphan & Salem : Tile shall meet the specified design ratings of NRC ≥ 0.55 and CAC ≥ 30. These design ratings take precedence over any product examples or previously stated values; products that do not meet both minimum ratings, such as Armstrong Tundra 303 with an NRC of 0.50, are not acceptable.
· Both sites (option): A single product may be used at both Salem and Doniphan if it meets the Doniphan minimums.
3) Fire Rating (Doniphan)
· No hourly fire‑resistance ceiling assembly is required. Provide Class A surface‑burning characteristics per ASTM E84 for Keith Holland’s office and adjacent areas.
4) Fixtures, Electrical, and Overhead Services — Contractor’s Full Scope
· Contractor shall disconnect, reconnect, relocate, and modify/extend wiring for existing fixtures as needed; provide independent structural support for fixtures (not relying on tiles or grid); and perform/coordinate all electrical/HVAC trade work to deliver a safe, code‑compliant, fully functional installation.
· Salem basement: Remove four circular ceiling vents and modify ductwork as needed to install square diffusers coordinated with the new grid and tile layout.
· Fixture quantities (guidance only; contractor to verify in the field):
· Salem upstairs: ~53 1′×4′ lights.
· Salem downstairs: 8 1′×4′ lights; 4 circular vents (to be replaced per above).
· Doniphan: Keith Holland’s office (two 2′×4′), hallway (two 1′×4′), small conference (two 1′×4′).
5) Demolition & Existing Conditions (Salem)
· Remove and dispose of all existing ceiling tiles and the attachment system (observed direct attachment to joists/floor boards via furring strips). Start from a clean substrate and install new supports as required for the new system.
· Trim & casework: Wood trim—remove and dispose.
· Salem breakroom wall cabinets—remove, salvage, and reinstall after ceiling work; repair/replace any items damaged and requiring reinstallation.
· Hazardous materials (Salem): Existing tiles were tested; no asbestos or other hazardous materials were detected. Follow FAR 52.236‑2/‑3 for differing site conditions (written notice to the CO).
· Remove and reinstall ceiling EXIT signs.
· Ensure Salem attic access ceiling holes are still accessible once new ceiling is installed.
· Salem: typical ceiling height is 8 feet.
6) Bathrooms
· Salem bathrooms are no longer included in the scope of work.
7) Superintendent (Coordination Note)
· A designated superintendent must be physically onsite whenever subcontracted work is performed; may be a subcontractor foreman if authorized by the prime and empowered to make onsite decisions for the prime. If both sites are active simultaneously, provide a separate superintendent at each site.
8) Controlling Statement This Basis of Design supersedes and replaces all prior references to PVC systems and any conflicting specification language on system type, drop limits, tile performance, and fixture/electrical handling for RFQ 12445527Q0003. Bidders shall incorporate these requirements into their lump‑sum quotations.
