About this file

This is a Request for Information (RFI) Q&A Amendment addressing sourcing requirements for the Allegheny National Forest Portal Sign Repair and Installation project (Solicitation 12445526Q0007). The document clarifies that contractors may locally source stone from the forest area surrounding sign locations to replace occasional missing stones from bases, provided the replacement stone matches both the color and stone type of the original. The RFI notes that loose stones are frequently located near sign bases, though some may be temporarily covered by snow. However, the clarification specifies that signs utilizing cultured stone cannot source materials from the forest and must obtain cultured stone through other means.

This solicitation is a Total Small Business Set-Aside issued by the Department of Agriculture Forest Service under FAR Part 12 for commercial items. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million. Questions regarding technical or site-specific matters should be directed to Contracting Officer Representative Amy Lesher at amy.lesher@usda.gov with copies to Kevin.Brown2@usda.gov. The solicitation encouraged vendors to conduct independent site visits, as no official site visit was scheduled. Questions were due by February 16, 2026 at 1700 PM Eastern time, with Amendment 0002 posted on February 17, 2026.

12445526Q0007 ALF Portal Sign Repair and Installation RFI Q&A Amendment 0002

1. I personally visited all of the locations of the Allegheny National Forests Sign this past weekend, some stones are missing and I see that one of the requirements is to locally source stone. Does that mean I can get one from the area nearby the sign (basically grab one from the forest) and cut and reshape as necessary?

The answer to that question is yes for the occasional missing stone from a base as long as it matches both color and stone type. Many of the loose stones are in the vicinity of the base – and currently covered by snow.

However, some of the signs, both new and old, use cultured stone. That would not be from the forest.
