About this file

This is a Vendor Questions and Answers document for Solicitation Number 12445526Q0007, an RFQ for Allegheny National Forest Portal sign repair and installation issued by the Department of Agriculture Forest Service. The document addresses bidder inquiries regarding project scope, timeline, materials, and logistics. Key clarifications include: option items will be awarded within 30 days of the base contract award; the 180-day project completion schedule applies to both base bid and any awarded options, though the performance period is negotiable; the Government will not provide water sourcing locations for estimating purposes; and Government-furnished signs and hardware may be picked up by contractors at the Bradford Ranger District Office located at 29 Forest Service Drive, Bradford, PA 16701. The document also provides corrected geographic coordinates (41.998356, -78.984372 in decimal degrees) for a sign location near the PA/NY border that had been incorrectly positioned in the lake, with additional directional guidance referencing SR 1013 and nearby landmarks.

The Q&A clarifies that the U.S. Department of Agriculture Line of Credit referenced in the Statement of Work's Government Furnished Materials section pertains to a USDA credit line indicated on project plans for each sign type. This document serves as supplementary guidance to assist small business contractors in preparing accurate quotations for this total small business set-aside acquisition, with the Contracting Officer Representative identified as Amy Lesher (amy.lesher@usda.gov) for additional technical and site-specific questions.

Text version

For bidding purposes, will the Option Items be determined at the time of award or added at a later date?

Any option items will be awarded within 30 days of the award.

The Statement of Work provides a project completion schedule of 180 days. Is this for the base bid only or does this account for all the added options?

180 days would be for the base bid as well as any option items awarded. Note, however, that the performance period is negotiable.

For estimating purposes, will the Government provide a location around each site that the contractor can source water for the project?

No In the Statement of Work, under Government Furnished Materials, can you please explain and describe what U.S. Department of Agriculture Line of Credit is?

It is the U.S. Department of Agriculture Credit Line. It is indicated on the plans for each type of sign or as circled on the photo below:

For estimating purposes, will the Government issued signs and hardware be delivered to each site or is it the responsibility of the Contractor to pick up these items. And if responsibility of the Contractor, what is the location of these items to be picked up?

The Contractor may pick up the signs at the Bradford Ranger District Office located at 29 Forest Service Drive, Bradford PA 16701.

The coordinates for the new sign going near the PA/NY Border put it in the lake, is there a better location you know of?

I suspect a rounding error when converting from degrees, minutes, seconds to decimal degrees.

Try this in decimal degrees:

41.998356, -78.984372 Or follow SR 1013 south from the New York state line. The location will be on the right side of the road before you get to the guiderail as indicated on the photo in the SOW.
