This document is an Amendment (0001) to Solicitation 12445525B0010 for the ACP LTR Bridge Trail Crossing Fence Replacement project, issued by the USDA Forest Service. The amendment extends the bid deadline by 7 days to Wednesday, 6/25/2025 at 3:00 PM ET and provides detailed responses to contractor requests for information (RFIs) regarding the project.

Key project details include removing and replacing 11,000 linear feet of fence line at the SRS Tail Bridge Crossing area, with a 90-day performance period. The project requires replacing various fence components, including 35 intermediate brace panels, 35 corner braces, 9 gate posts, and 9 end braces, across multiple gate configurations. Contractors must provide their own traffic control plan, bathroom facilities, and obtain necessary SCDOT permits. An additional site visit is scheduled for June 23rd, 2025, at 9 AM, with strict requirements for obtaining visitor badges. The project is valued between $100,000 and $250,000, with award to be made to the lowest-priced, responsible offeror.

Project Name: ACP LTR Bridge Trail Crossing Fence Replacement Solicitation #: 12445225B0010

Government responses are in red:

1. Can the wooden posts be disposed of with the barbed wire at the C&D Landfill on site or will they have to be separated?

Do not have to be separated however, Fence posts may need to be cut to 3’ or less in order to dispose of in the C&D Landfill on site. C&D Landfill is approx. 45 min drive from work sites.

2. What is the number of fence corner, intermediate, end and gate braces that will need to be replaced?

Total Intermediate Brace Panel

Corner Brace Gate Posts End Brace # of Gates*

35 35 9 9 7 x 12’ Gates 1 x 8’ Gate

1 x Bifold Gate (two 8’ gates)

*All Gates will be reused, only hardware to mount/attach to posts will be replaced. “Gate posts” above are simply a single 8” post, in some instances Gates are also mounted to other brace panel posts.

3. Will SRS/USDA provide a drop yard / staging site in proximity to job sites?

Equipment / Supplies may be staged off Road 9 and Hwy 125 (Approx 15 min or less from all job sites) It will be behind a locked cattle gate on SRS property that the U.S.

Forest Service will provide access to. Road 9 must not be blocked.

Location: https://maps.app.goo.gl/Fwv7DTs6fx1RtH7W7

4. Please supply GPS co-ordinates for the fence start and end: the map is completely unclear about the location.

GPS Coordinates in SC State Plane are on the drawings added to the solicitation. See attachments.

5. The bid schedule shows a quantity of Zero for “Corner, End, Intersection, intermediate line brace, and Gate Brace Panel…” Please supply the specs & quantity for the fence wire, intermediate posts, etc.

Original SOW was not clear on the quantity to be replaced. Amendment now includes revised SOW stating all fence bracing will be replaced. See the Fence Detail attachment for specifications and RFI Question# 2 above for quantities. Schedule has quantities updated.

6. Is there a separate specification for the wetland areas? An 8' pole might not be long enough to reach stable ground.

Any posts in unstable ground may be set with concrete in a gravel bed. Any brace panels, corner posts, gate posts and end braces to be replaced that are currently in standing water shall be deferred and bypassed. Unused materials purchased by the gov from the contractor will become government property and be transferred to the government upon project completion.

7. Is a traffic plan required for all three locations?

Yes. Contractor will be responsible for Traffic control planning and implementation including obtaining any/all necessary permitting and documentation with SCDOT as required. Plan does not need to be submitted to bid on the project. Awardee may generate Traffic Control plan and obtain permitting after receiving the contract award.

See SCDOT’s Traffic Control Devices and Work zone Traffic Control information on their website. https://www.scdot.org/business/access-management.html.

8. Our subcontracting partner was present for the site visit but was not permitted to enter due to not obtaining approval prior. Will another site visit be available?

Another site visit can be scheduled for June 23rd, 2025 at 9AM but you will need to request another visitor badge for anyone interested. Please fill out the badge request form and return it to Jeremy.prince@usda.gov NO LATER THAN JUNE 18, 2025 3PM EST. If you need the form please email Jeremy to obtain the form. Any badge requests submitted after this time will not be processed in time for a site visit.

9. Do we need to supply our own bathroom facilities for our crew?

Portable toilets will not be provided by the gov.

10. Can USG identify specific permits required to perform the project?

Site Use, Site Clearance, Environmental Evaluation Checklist, and GPR / Cable location services will be/have been done by the government. Contractor will need to apply for necessary traffic control permits as required by SCDOT in order to perform the work.

11. What are the points of egress to the job site?

Via public roads, primarily SC HWY 125 (Augusta HWY) and/or US HWY 278. (All workers still need to have an SRS site Badge to work on the project.)

https://www.scdot.org/business/access-management.html mailto:Jeremy.prince@usda.gov

12. Will the site visit sign in sheet be provided?

There was not a sign in sheet for the site visit on June 9, 2025.
