About this file

This is Amendment 001 to Solicitation 12445226Q0042 issued by the USDA Forest Service (CSA East 12) based in Atlanta, Georgia, effective July 24, 2026. The amendment serves three primary purposes: (1) providing answers to questions submitted by the deadline; (2) uploading Culvert Plans as Attachment 5 to the sam.gov posting; and (3) notifying interested parties of revised documents including Revised Terms and Conditions, Revised NMR CG Recon Plans, and Revised NMR CG Recon Specifications. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline or submission of their offer. The amendment modifies the original solicitation but does not extend the offer receipt date unless an RFI results in significant changes to the plans.

The Questions and Answers section addresses 30 queries spanning project specifications, drawing clarifications, contractor responsibilities, and schedule requirements. Key findings include: the 270-calendar-day period of performance commences within 10 days of Notice to Proceed; contractors are responsible for all materials, labor, and installation per drawings and specifications; normal seasonal weather conditions must be incorporated into the contractor's schedule with no reimbursement for routine weather delays; one contract will be awarded for both the base campground bid and culvert work scopes; both SOIs must be completed with totals reflected in SF1442 Box 17; the superintendent and safety officer may be a single position but quality control must be separate; underground electrical lines shall be installed in Schedule 40 PVC conduit; stream work must be performed "in the dry"; new pavement depth is 2 inches S9.5B with 4-inch minimum ABC base; and substitutions will be reviewed per Section 01300 1.5 with products meeting all performance criteria of reference products accepted.

1. Please confirm the material specified on the Interior Finish Schedule located on Sheet 56 of the project drawings.

a. Shower Room Base Material is called out to be Sita Tile Unicom Natural

Slate in a 4 x 6 sanitary base. Sita Tile does not make a 4x6 sanitary base.

Shall this base tile be the same as the Dailtile Matt Biscuit # K755?

b. Restroom Base Material is called out to be Sita Tile Unicom Natural Slate in 4X6 sanitary base. Shall this base tile be the same as the Dailtile Matt Biscut #K755

c. Shower Room Wall Material is called out to be Sita Tile 4x4 Matt Biscuit K775.

Please clarify if this shall be Daltile Matt Biscuit #K755 or Sika Unicom Natural Slate

Response: Use 4x6 sanitary base, Daltile Matt Biscuit #K7. Sheet 56 has been revised to include an updated finish schedule.

2. We found a discrepancy between drawings of the Culvert and Recon. Culvert 51 shows floor drains the mechanical area Recon 51 does not. Which drawing is correct?

Response: The drawings were incorrectly labeled on the original SAM posting. The Solicitation posting has been updated with Amendment 1 to include the correct, and correctly labeled, plan sets.

3. Are we going to be responsible for the block vents shown on 43 and 43A?

Response: Yes, the contractor is responsible for providing all products, materials, and labor to complete the work as shown in the drawings and specifications, to include Block Vents.

4. On the HVAC drawing 54, It shows (4) exhaust fans in the ceiling and shows an air movement symbol going to a louver, transfer grill, or possibly a wall mounted exhaust fan. Would you please clarify what they would like? The drawings are vague and show no connections.

Response: (4) ceiling mounted exhaust fans and (4) wall mounted ceiling exhaust fans are required. Adequate details are provided on sheet 54 for the connection of the fans to the PVC manifolds.

5. On the renovation bath house. The wall caps for the exhaust terminations on drawing 58, are they to be provided by the mechanical contractor or will they be provided by others, due to having a roofing direct model number? Are these to be used for the new bath house?

Response: The contractor is responsible for providing all products, materials, and labor to complete the work as shown in the drawings and specifications, to include the wall vents shown on Sheet 58. Wall Vents for the new bathhouse are shown on Sheet 43.

Note that all products are reference products only.

6. Note (6) on drawing 58 says to replace the exhaust fans, are we to assume there to be (8)?

Response: That is correct, each toilet or shower room has (1) exhaust fan.

7. The bottle filling station that is on drawing 37B. Is this to be provided and installed by the plumbing contractor or by others? The model number is in the notes and not on the plumbing schedule.

Response: The contractor is responsible for providing all products, materials, and labor to complete the work as shown in the drawings and specifications, to include the bottle filling station on Sheet 37B.

a. If we are to provide, where is the location on Roadside Loop. (I was able to locate the Picnic Area location on drawings 12 and 13.) Will the water connection be provided or will it be the responsibility of the plumbing contractor. The concrete pad?

Response: The drinking fountain is located with the new Informational Kiosk in the Roadside Loop (See Pay Item #8 on Bid Schedule, Kiosk Layout on Sheet 32 and D.F. Bottle Filling Sta. Layout on Sheet 37B). The contractor will be responsible for providing the waterline to the Drinking Fountain from the existing line. See Sheets 26 and 27 to identify existing vs. proposed waterlines.

8. Will the bathroom accessories be provided and installed by others?

Response: No. The contractor is responsible for providing all products, materials, and labor to complete the work as shown in the drawings and specifications, to include all proposed bathroom accessories.

9. Is the contractor required to directional bore all new electrical lines for the sites in the

Roadside Loop as shown on Sheet 27? The Specification 16402 – Part 2 D.4. calls for Sch 40 HDPE, which is commonly a pipe used with directional bore. If directional bore is note required, will the use of PVC conduit direct buried be acceptable?

Response: All underground electrical lines shall be installed in Sch. 40 PVC electrical conduit

10. Reference Sheets 27 and 36, It appears one of the circuit schematics is numbered backwards compared to the plans on 27. Can you please verify the circuit schematics on page 36?

Response: That’s correct. Sheet 36 has been revised.

11. Would it be possible to get some additional information on what we are furnishing in the wetwell section on page 42? There is an electrical component that is required. Will there be a tap box on or near the top? Will the pumps and other items wired from the factory and terminated in a tap box on or near the top?

Response: The contractor is responsible for providing all products, materials, and labor to complete the work as shown in the drawings and specifications, including the electrical wiring and other components for the complete in place construction of the sewer lift station. Pumps and (4) floats should be wired directly to the pump control panel without intermediate junction boxes in a single 2” dia PVC electrical conduit. The contractor shall field wire the pumps and floats. The salient characteristics of the pumps are described in detail in Spec Section 02314. Sheet 42 has been revised to include a detail for the Control Panel mounting board to be installed near the wetwell.

12. We are reconnecting to the existing conduit on the Main Loop and the drawings do not indicate where exactly that is or where it goes. On sheet 25 Disc A connects to the bath house. Disc B connects to the host sites. Can we use existing conductors?

Response: The MDP in the Main Loop is being relocated, which is now shown on Sheet

17. The “New MDP” for the Main Loop is shown on Sheets 18 and 20. Existing conductors to the Bathhouse and Host site are to be re-used. Duke Power will provide the wiring from the transformer to the meter base.

13. Are there any as-builts available that can be provided? Specifically underground utilities or an updated GIS map of the existing utilities?

Response: The drawings show existing utility information to the best of our knowledge.

The Forest Service can provide additional drawings from previous projects to the awarded contractor. A GIS map of existing utilities does not exist.

14. Page 25, Detail for new MDP #3 Front View, note says to reconnect feeder to Host Site.

IT is assumed this is site 27 shown on page 18. Is this correct? If the wire is not long enough to reconnect to the new disconnects would it be acceptable to set a box and tap the circuit just below the disconnects?

Response: Correct - Site 27 is the HOST SITE (See labels on Sheet 17, Sheet 18 and Sheet 19). The MDP is being relocated closer to the Host Site and Bathroom, so the existing connector will be long enough to reach.

15. At the site visit, it was noted the culvert plans were missing from the solicitation. Can you please provide those? Once received, if additional questions are present, can an additional RFI date be established?

Response: The Solicitation posting has been updated with Amendment 1 to include the correct, and correctly labeled, plan sets. Questions are due by 12:00 PM on August 31, 2026 and are limited to the Culvert Plans only. The Due Date for proposals will not be extended unless an RFI results in a significant change to the plans.

16. There are 2 SOI's required to be filled out. One for the Base bid campground items and one for the culverts. Do these need to be provided separately in the proposal? Do we need to show the totals for both combined anywhere in the proposal? Does the government intend to award both of these items or will/could they be awarded separately?

Response: Offerors must complete both SOIs for a complete proposal.

Offerors must complete the Offer Section of the SF1442 included in the Solicitation.

Box 17 includes a space for the total price.

The Government will award one contract for both Scopes of Work.

17. Can the GC use one Superintendent to act as Super, QC, and Safety?

Response: Superintendent and Safety may be a single position, but QC must be a separate position.

18. Please confirm the anticipated start and completion dates. At the site visit, November through July were discussed. The concern is the winter weather as it typically causes regular delays due to temperatures. Will these weather days be accounted for as reimbursable or excused delays?

Response:

The Solicitation States:

“Period of Performance The Contractor is required to commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed and [complete] the entire work ready for use not later than 270 calendar days after NTP. The time stated for completion shall include final cleanup of the premises.”

Also, per the Evaluation and Basis for Award, Bidders are required to provide in their Technical Approach

“2.a. Overall sequence of major tasks, including identification of critical path and milestones, and demonstrating how the scope will be completed within the Period of Performance.”

Further, the Specifications State:

“The period of performance shall be 270 calendar days from issuance of Notice to Proceed. By submitting a response to this Request for Quotations (RFQ), the offeror is affirming their capability to accomplish the work stated within this Statement of Work and associated attachments within this stated period. If the Offeror believes the work included in this Statement of Work cannot be accomplished within this period of performance, they should submit a statement explaining to the CO their reasons and justifications for a different period of performance and identify what that performance period would be as it relates to their proposal.”

It is the Contractor’s sole responsibility to plan, schedule, and execute the work in a manner that meets the required Period of Performance. The Government expects the Contractor to account for normal and reasonably anticipated seasonal weather conditions when developing their project schedule. This includes incorporating expected weather delay days, sequencing work to avoid known seasonal risks, or proposing appropriate mitigation measures that would allow work activities—such as concrete placement, excavation, or other temperature-sensitive tasks—to proceed during winter months.

For firm-fixed-price construction contracts, weather-related schedule impacts are addressed under the contract’s default clause (FAR 52.249-10). Schedule relief is only available for excusable delays that are unusual, unforeseeable, and beyond the control of the contractor. Routine or predictable seasonal weather does not qualify as excusable.

The schedule has been calculated to account for and accommodate seasonal weather and temperatures.

Accordingly, the Government will hold the Contractor to the Period of Performance established in the Solicitation. Contractors should ensure their Technical Approach and project schedule clearly demonstrate how the required work will be completed within the 270-day Period of Performance despite anticipated seasonal conditions.

19. Are there any pre-set reopening dates for the campground?

Response: The campground will re-open immediately upon project completion. It is of the utmost importance that the contractor complete all work within the provided Period of Performance to avoid impacts to the Campground concessionaire and the recreating public.

20. Are we able to submit a subs request for the McElroy Metal roof panels? (See attached cut sheet for product) Response: Substitutions will be reviewed and considered in accordance with Section 01300 1.5 Substitutions. Products that meet all performance criteria of the reference product will be accepted.

In this case, based on the limited information provided, UL-20 does not appear to be an acceptable Substitute for the Medalion-Lok reference product as it does not meet the same performance criteria in many categories.

21. Regarding the “MANAGER’S AND HOST SITE HYDRANT DETAILS” on Sheet 37 –

How are we to feed the circuit? Can you describe the wiring configuration from the MDP to the heated hydrant? Is it fed from a nearby pedestal? Also, confirm this is only in two locations (one in the main loop and one in the roadside loop).

Response: Only the Managers Site will be provided with new water, power and sewer connections. Sheet 37 is revised to provide clarity. The heated hydrant is hard wired to a 4x4 junction box. An outdoor rated 5 ft. long extension cord and plug shall be connected to the hardwire inside the j-box. The cord will be connected to the duplex GFCI receptacle provided by the electrical pedestal as needed to prevent freezing.

22. Are the amenities at the Main Loop Host Site (Site #27) existing to remain, or proposed for replacement? Confirm that the feature labeled “Breaker Box” is in fact an existing RV Pedestal?

Response: The amenities at site 27 are to remain. The “Breaker Box” is an existing Electrical Pedestal

23. The drawings reference streambank work and placement of rock/boulders along the North Mills River. Please clarify whether the Government requires that all in‑stream and streambank work be performed “in the dry.” If so, please specify acceptable diversion methods, allowable materials, and required sediment‑control measures while equipment is operating near the waterline.

Response: Yes, all stream work associated with this project must be performed “in the dry.” The Specifications Section 02210 – Site Grading 3.H. has been amended to clarify this requirement.

24. There appear to be inconsistencies with Drawing Scales among the plan sheets (Sheets 2, 3, 4, 12, 13, 17, and scaled measurements across sheets do not align perfectly.

Response: All Plan Sheets have been re-plotted to ensure accuracy of the scales. Bar Scales have also been added to provide a reference.

25. What is the structural section of the new pavement?

Response: New pavement depth will be 2” of new S9.5B Pavement in all locations.

The ABC base depth of the new parking area will vary as the parking area will need to be brought to grade per note on Sheet 2 but shall have a minimum of 4” new and compacted ABC (in accordance with note on Sheet 17). If proposed base grade is below existing base grade after milling and scarifying, excavate existing material so 4” of new ABC can be placed.

ABC Base Depth on new roadways and spurs shall be 4” above milled, mixed and scarified materials per Sheet 17 and Sheet 26.

26. On Sheet 2, what is the depth and size of the existing DIP Sewer and Lift Station?

Response: The sewer line is 1-3’ deep. The Lift Station is approximately 6’ deep.

27. What is the depth of existing pavement to be milled?

Response: Contractors should visit the site to verify depth of existing pavement. The Forest Service believes the existing pavement to be 2”, but bidders are responsible for verifying the existing site condition if it the data is not available or presented in the drawings.

28. On Sheet 3, the curbing detail implies a roadway structural section of 6”-8”.

Response: See the note for parking area reconstruction on Sheet 2. The grade of the parking area will be brought up with ABC lifts until it is at proposed elevations, which will vary across the parking area.

29. Sheet 4 is missing existing grades.

Response: Existing grades have been added to Sheet 4.

30. On Sheet 17 - What's to be done with pavements at "sawcuts"? There's hatching but no info.

Response: The sawcuts and connection to existing pavement should be achieved with a shoulder wedge per NCDOT and industry standards. Hatch is illustrative and does not represent all areas of pavement.
