About this file

This file is a Questions & Answers attachment (Attachment J6) for a federal contract opportunity related to optical fiber cable replacement. The document addresses two key technical questions about the project:

  1. Drilling Method: The contractor is permitted to use Missile Bore method instead of horizontal directional drilling, with the understanding that they accept all associated risks. Regardless of the method chosen, the contractor must meet all specified requirements for alignment and depth, and complete the work within the designated performance period.

  2. Depth Requirements: The Contracting Officer's Representative (COR) may allow deviations from the standard 30" depth requirement for short sections (up to 100') when rock is encountered. Generally, depth can be reduced to 24" if the COR determines there is limited risk to the fiber line from future construction activities. Depths shallower than 24" should be avoided and may require additional markings at no extra cost to the government.

Attachment J6 – Questions & Answers

- Can missile bore method be used in lieu of horizontal directional drilling?

o Yes, Missile Bore may be used in lieu of horizontal directional drilling. The contractor accepts all risk associated with an alternative method. Regardless of method used, the contractor will be required to meet all requirements in the specifications for alignment and depth and complete the work within the specified period of performance.

- Will there be leniency on the 30” depth requirement for short sections if rock is encountered?

o Deviations from the specified depth of 30” may be allowed at the discretion of the COR. Generally, it will be permitted to reduce the depth to 24” for short sections (up to 100’). Each request will be evaluated independently, and requests will be generally approved if the COR determines there is limited risk to damage to the fiber line due to expected future construction activities. Depths shallower than 24” should be avoided to the greatest extent practicable and may require additional markings at no additional cost to the government.
