Q: When can I come for a site visit?

A: Wednesday, July 29th, 2026 at 10:00AM CST

Q: May a designated representative of the offeror; such as a member of the offeror’s proposed project team attend the mandatory site visit?

A: Yes.

Q: What is the offeror due date:

A: August 7, 2026 by 1300 (1:00PM) CST via email to mikaela.laney@usda.gov. Must be sent to this email address for bid to be considered.

Q:Qualification Requirements – please specify the exact licensing or certifications required for the awardee.

A: Need to have a licensed arborist.

Q: Incumbent Information/contract?

A: This is a new contract.

Q: Will this be awarded as a firm lump sum or will line items be paid at a unit price based on the actual quantity of trees/stems completed?

A: Firm lump sum.

Q: How will the addition or removal of trees during performance be managed?

A: We are only addressing the trees listed on the SOW or Items list. No other trees will be added to the contract.

Q: Will the Government coordinate utility de-energizing for limbs and trees near powerlines and transformers? Are there any on-campus restrictions regarding debris staging, chipping or disposal?

A: The Government will coordinate any utilities that may be in the way. There are no restrictions on staging. However, coordination will be required to section off parking spaces and detour lot traffic as necessary. Chipping and disposal will be the contractor’s responsibility, including removal of all materials from the Campus.

Q: The SOW does not specify debris disposal. Please confirm whether all wood, branches, and chips resulting from the work must be hauled off-site and disposed of by the contractor, or whether any material may be chipped, staged, or retain on campus (including any logs the Laboratory may wish to keep).

A: Page 5. Section 4.0 Completion of Work i. Upon completion of this contract the contractor shall remove all equipment, tools, and debris from the project and shall leave the premises clean, neat, and in good condition.

Q: The award description states one 8-month base period with no option line items, yet clauses 52.217-7, 52.217-8, and 52.217-9 are included on page 6. Please confirm whether any option quantities or option periods should be priced.

A: Those clauses are included in case we need to add more work or extended the length of the contract by 30 days. Do not do pricing with or for options.

Q: Clause 52.222-41, Service Contract Labor Standards, is unchecked on page 5, but Wage Determination 2015-4897 Rev. 31 is attached and 52.222-44 is checked. Please confirm whether the Service Contract Labor Standards apply to the resultant contract.

A: Service Contract Labor Standards apply.

Q: Has the deadline for submitting technical clarification questions also been extended past July 15th?

A: It has not and will not be extended.
