About this file
This is a Statement of Work (SOW) for tree maintenance and removal services at the USDA Forest Products Laboratory (FPL) campus. The project scope encompasses general maintenance pruning and complete tree removals across multiple campus locations, including removal of dead wood, epicormic growth, lower branches, and hazardous overgrowth. Complete removals include stump grinding and soil regrading for trees larger than 8 inches diameter at breast height (DBH), with stump treatment required for smaller trees. The work addresses safety concerns related to dead branches that pose hazards to employees and interfere with groundskeeping operations, as well as overgrown branches and trees near power lines and electrical transformers that create electrical and fire hazards.
The contractor must be qualified and licensed to perform tree services, register at www.sam.gov before award acceptance, and is responsible for removing and disposing of all tree material while providing site protection and barricades. Work will be performed during normal business hours Monday through Friday, with routine pruning of living trees scheduled during the fall dormant season except for emergency pruning addressing safety concerns. The SOW details specific maintenance and removal requirements across ten campus locations including Circle Lot, parking lots, courtyards, and buildings, with tree species including Honey Locust, Maple, Oak, Ash, Pine, Crab Apple, Magnolia, and invasive species such as Mulberry and Buckthorn. Pricing must be broken down by line item with recommended additional work estimated separately. A mandatory site visit is required prior to submission of a cost estimate, with contractors responsible for field verification of site conditions. Contact Frank Morris at 608-471-9720 or frank.morris@usda.gov to schedule the site visit.

Project Tree Trimming
1.0 Scope of Work
The scope of this project includes general maintenance pruning and complete removals. General Maintenance pruning will include removing dead wood and may include removal of epicormic growth, lower branches, shoots growing from the base, and inferring limbs. Complete removal includes stump grinding and regrading soil for trees larger than 8 inches DBH. For smaller trees, the stumps should be treated to prevent regrowth.
2.0 Background
The purpose of this project is to remove overgrown, dead, and hazardous branches from a variety of trees across the FPL campus. In addition, there are several injured or dead trees that will be completely removed. Dead branches pose a hazard to employees and create difficulties for mowing and groundskeeping. Overgrown branches and trees located near power lines and electrical transformers can create electrical or fire hazards, making removal essential for safety. The main species of trees at the FPL are Locust, Maple, Oak, Ash, and Pine.
