LAND BETWEEN THE LAKES (LBL) PERFORMANCE WORK STATEMENT (PWS) FACILITIES MAINTENANCE Revised 04/12/2022
C.1 GENERAL
For the purposes of the Performance Work Statement (PWS), the United States Department of Agriculture (USDA) Forest Service (FS) Land Between The Lakes (LBL) National Recreation Area (NRA) shall be referred to as either LBL or the Government. The Offeror(s) for work covered by this PWS shall be referred to as the Contractor.
All work shall be in compliance with all appropriate local, State, and Federal rules, regulations, codes, laws, the Forest Service Handbook (FSH), and the Forest Plan (FP). The Contractor shall at all times observe and comply with those laws and regulations in effect at contract award, as well as new legislation and amendments that become effective during the term of this contract.
C.2 FACILITIES/AREAS TO BE MAINTAINED
Information on facilities/areas to be maintained can be found at www.lbl.org, and within Attachment 4, Facility Information. This information is not intended to be all-inclusive. Additional facilities or programs may be added at the Government’s discretion. The cost for service shall be at the current contract rates.
C.3 SPECIFIC TECHNICAL TASKS
The Contractor shall provide all labor, supervision, equipment, tools, and other items, resources, and services necessary to provide routine, special response, preventive, cyclical, and non-routine work for facility maintenance. Facility maintenance services include, but are not limited to, maintenance and renovation on facilities, systems, and/or structures located in LBL. All tasks included in this scope of work shall be task order driven, per labor category required. See also Section C.16, Task Orders.
C.3.1 BUILDINGS, STRUCTURES, AND EQUIPMENT
The Contractor shall maintain and repair real property located on LBL. Real property consists of all facilities and their support systems; installed machinery and equipment; HVAC systems; fire detection, prevention, and suppression systems; security systems; and utility systems, including electrical to the point of demarcation.
Types of facility maintenance services include, but are not limited to: maintenance on appliances, food service equipment, clothes washers and dryers, HVAC systems, playgrounds, boat ramps, docks and piers, fencing, fuel dispensing equipment, water distribution systems, wells, corral (Elk & Bison Prairie) swimming pool (Brandon Spring), suppression systems, alarm systems, and building control systems. Additional services include masonry, locksmith, plaster and drywall, carpentry, painting, plumbing and pipefitting, electrical (interior and exterior), sheet metal work, concrete, mechanical, roofing, and welding. The Contractor may also be requested to provide professional design/build services, which will be at rates to be negotiated.
C.3.2 SIGN FABRICATION, INSTALLATION, AND MAINTENANCE
This activity involves providing, creating, installing, and maintaining signs for all facilities at LBL, excluding signs for roads and trails. The Contractor shall install signs in accordance with the Forest Service Sign Handbook’s (FSH) requirements for standard and special installations. All signs shall be installed with vandal resistant hardware. Additionally, the Contractor shall provide miscellaneous signs (e.g. signs on restroom doors) upon request. The Contractor will be reimbursed the actual cost of materials. See Section C.18, Supplies.
The Contractor shall notify the Facility Manager or Contracting Officer Representative (COR) of missing or damaged standard Forest Service signs. Any missing sign that creates an unsafe condition and presents a hazard to the public shall be immediately reported to the Facility manager or COR. The COR shall advise the Contractor on corrective actions.
C.3.3 WINTERIZATION/ DE-WINTERIZATION
Water sources such as hydrants, fountains, pipes, etc., and containment vessels that are subject to damage as a result of freezing temperatures shall be winterized so that damage does not occur.
Hydrants that do not need to be winterized (frost free) shall disable the ability to connect a hose. De-winterization shall consist of returning all systems to a fully functional state. The Contractor shall winterize and de-winterize the required buildings each year at the appropriate time of the year, corresponding with the closing and opening of those facilities that are closed during the winter. Winterization is typically performed beginning in early November, weather dependent. De-winterization is typically performed in early March, weather dependent.
Exhibit 4 contains a list of those facilities and structures historically treated under the winterization/de-winterization plan. The Contractor shall perform winter/de-winterization as appropriate to meet the above standards. The list and schedule attached is provided for informational purposes only.
C.3.4 HERITAGE SERVICES
Heritage services include stabilizing Civil War-era earthworks, restoration, rehabilitation, and renovation of historic structures including repairs and replacement of walls, floors, timbers, fireplaces and chimneys, windows and doors, stone foundations, walkways, and roofs (typically metal). Historic sites and structures may include: Iron Furnace remains, fire towers, log and other rustic vernacular structures such as spring houses, wells, cisterns, board and batten cabins, tobacco barns, sheds, etc. The Contractor shall provide the Contracting Officer (CO) proof of experience and training in historic restoration prior to task order submittal.
C.3.5 TRASH RECEPTACLE MAINTENANCE
Trash receptacle maintenance involves maintaining all dumpsters, both mechanically and aesthetically. Dumpsters shall be repaired or painted as needed at the direction of the CO or COR. Painting may be performed in the field but only under proper conditions of temperature, humidity, wind, etc.
C.3.6 STORAGE TANK MANAGEMENT
The Contractor shall manage petroleum storage tanks in compliance with applicable regulations and 40 CFR Part 280 and 281, including monitoring, inspection, maintenance, record keeping, preparation of annual permit application for submission to the CO, compliance with permit provisions, and remediation as necessary. The current inventory of storage tanks at the Maintenance Complex includes one 12,000-gallon fiberglass gasoline underground tank, one 10,000-gallon fiberglass diesel fuel underground tank, one 4,000 gallon flex fuel tank, and three 110-gallon metal portable fuel tanks with electric pumps. Additional tanks include two 500-gallon metal gasoline aboveground tanks (one diesel, one gasoline each) at Hillman Ferry Campground, Wranglers Campground, and Piney Campground.
The Contractor shall provide technical advice to the CO during installation or removal of storage tanks and associated systems.
C.3.7 ELK AND BISON PRAIRIE (EBP) AND SOUTH BISON RANGE (SBR) CORRAL MAINTENANCE
The Contractor may be tasked to perform maintenance on the corrals three times per year, in April, August, and December. April and August maintenance shall include lubricating and moving through the full range of motion all movable parts including gates, latches, doors, hinges, adjustable alleyways, and squeeze chute. Repair any damaged or worn parts. During December or January the maintenance shall include the above tasks plus check and calibrate the digital scale, flush and fill the water trailer, clean and fill all watering tanks, refill the water trailer and leave it on site.
Corral screening may be installed at the EBP, typically in December or January, but may not occur every year. Corral screening installation involves the purchase of extra-strength plastic ties and installation of visual screening along walls of portions of the corral and holding pens.
Screening and ties shall be provided by the COR, and shall be removed one to four months after installation and stored as instructed.
Work within the South Bison Range shall occur when the bison are in a different pasture unless otherwise specified by the COR or when emergency repairs are needed.
C.3.8 BUILDING ASSESSMENTS
The contractor shall conduct building assessments to inspect and record the physical condition of an existing building. The assessment shall be documented on a Forest Service provided form and shall note any building deficiencies, recommendations for repair or replacement, and cost. The assessments shall be performed by a qualified inspector who has completed the Forest Service Complex Building Course and has knowledge of buildings and building systems.
C.4 PERFORMANCE STANDARDS
The standard of work performed in this PWS shall be measured by the following:
C.4.1 BUILDINGS, STRUCTURES, AND EQUIPMENT
All work on tasks shall be accomplished on schedule, and to the standards specified in the Work Order, specifications, this PWS, or otherwise accepted building and construction industry standards.
C.4.2 SIGN FABRICATION, INSTALLATION, AND MAINTENANCE
