LAND BETWEEN THE LAKES NRA (LBL)

PERFORMANCE WORK STATEMENT (PWS)

GROUNDS MAINTENANCE AND FACILITIES CLEANING

(revised 4/12/2022)

C.1 GENERAL

For the purposes of the Performance Work Statement (PWS), the United States Department of Agriculture (USDA) Forest Service (FS) Land Between the Lakes (LBL) National Recreation Area (NRA) shall be referred to as either LBL or the Government.

The Offeror(s) for work covered by this PWS shall be referred to as the Contractor.

All work shall be in compliance with all appropriate local, State, and Federal rules, regulations, codes, laws, the Forest Service Handbook (FSH), and the Forest Plan (FP).

The Contractor shall at all times observe and comply with those laws and regulations in effect at contract award, as well as new legislation and amendments that become effective during the term of this contract.

C.2 FACILITIES/AREAS TO BE MAINTAINED

Information on facilities/areas to be maintained can be found at www.landbetweenthelakes.us, and within Attachment 4, Facilities Information. This information is not intended to be all-inclusive. Additional facilities or programs may be added at the Government’s discretion. The cost for service shall be at the current contract rates.

C.3 WORKMANSHIP

All services covered under this PWS shall be done in such a manner so that all items covered shall be kept in a safe, neat, clean, healthy, and aesthetically pleasing way on a schedule that compliments each facility’s and facility event’s use. Response time for emergency grounds maintenance services shall be no more than 2 hours. Emergency grounds needs will be requested per work order. See Section C.18 regarding work orders.

C.4 MATERIALS/SUPPLIES

The Contractor shall supply all materials and supplies required under this scope of work.

Materials and supplies include, but are not limited to: cleaning products, toilet paper, toilet seat covers where dispensers are present, soap in provided dispensers, trash can liners, and sanitary products where dispensers are present. Materials and supplies shall be purchased by the Contractor and reimbursed at cost by the Government. The historical average cost of supplies is $60,000 per year. See section C.20, Receipts, for documentation requirements.

C.5 SPECIFIC TECHNICAL TASKS

The Contractor shall provide all labor, supervision, equipment, tools, and other items, resources, and services necessary to schedule and provide routine, special response, preventive, cyclical, and non-routine services for grounds maintenance services. The Contractor shall provide all personal protective equipment (PPE), chemicals, equipment, materials, and services to perform the requirements of this contract. Such equipment and the use of that equipment shall be subject to the inspection and approval of the Contracting Officer (CO), the Contracting Officer Representative (COR), and Inspectors.

Grounds Maintenance services include, but are not limited to: facility and grounds cleaning, mowing, landscaping, edging, trimming, weeding, herbicide application, leaf removal, cleaning and sanitizing floors, drinking fountains and restrooms, cleaning ceiling and door vents and fans, emptying trash and garbage receptacles, cleanups due to leaks, cleaning pavilions, porches, stairs, steps, campsites, fire rings, cleaning light fixtures and replacing light bulbs, cleaning interior/exterior of buildings, cleaning, removing litter and other debris at campsites, tightening loose fixtures, cleaning gutters and removing debris from building roofs, cleaning and maintaining picnic tables, laundry machines and areas, playgrounds/equipment, beach and other recreation areas, policing grounds and buildings for litter, and other services as necessary. All cleaning services shall include the use of necessary and proper detergent or cleaner, disinfectant and furniture wax or polish, etc.

C.5.1 MOWING

Mowing shall be completed per the attached Mowing Plan, Exhibit 1.

• Mowing shall be completed in a safe manner without adversely affecting the quality of experience of visitors

• Grass and weeds trimmed around trees, fences, ditches, walks, parking areas and buildings during mowing season. Herbicide treatments are only done after consultation with the Facility Manager, and in accordance with the Herbicide Management Plan, Exhibit 7. All Herbicide applicators must have current applicators license furnished by the respective state they are applying herbicide.

The contractor must have an individual with an herbicide operator’s license as well as individuals licensed for application.

• Grass and weeds trimmed around sites, ditches, grills, exhibits, electrical boxes, and buildings in back country, lake access, group area, and self-service campgrounds.

• Trees and landscaping shall incur no damage or adverse effects due to

• Trash shall be picked up prior to mowing

• Trees and landscaping free of scrapes and gouges caused by mowers and weed trimmers.

• Leaves may be burned with COR concurrence and coordination

• Vines, limbs, vegetation, etc. shall be trimmed or removed on and around buildings.

• The Contractor shall ensure that all ground infrastructures (water hookups, water covers, etc.) are not damaged by mowers or trimming equipment. The Contractor shall be responsible for all damage that occurs to such items.

No mowing is permitted on Saturdays, Sundays, or holidays unless specifically waived by the CO or COR.

Limbs and trees identified by the COR shall be removed. Cut trees and limbs shall be disposed of in designated areas or by scattering debris into wooded areas beyond administrative boundaries and shall not be left in mounds or piles. No disposed materials shall be left in a ditch, drainage or creek or within 20 feet of such.

C.5.2 TRASH CANS

A list of trash cans is included as Exhibit 3, Trash Can Inventory. Cans shall be emptied, sanitized, outside of cans cleaned, liners replaced, litter around cans and dumpsters removed. Recycle containers shall be free of non-recyclable materials and emptied when full. Recycled materials shall be transported to the recycle center located at the LBL Maintenance Complex and placed in the appropriate container. Additional cans may be added at the Government’s discretion. The cost for service shall be at the current contract rates.

C.5.3 CHEMICAL TOILETS, VAULT TOILETS

Chemical toilets and Vault toilets shall be cleaned between pumping services performed by the Water/Wastewater contract. A list of toilets and the cleaning schedule is included as Exhibit 4.

Coordination between the Water/Wastewater contractor and the Grounds Maintenance contractor will be required in order to prevent duplication of effort.

C.5.4 MAINTENANCE/JANITORIAL A R E A S

Areas shall be kept clean, neat, safe, stocked, and organized.

C.5.5 SNOW AND ICE REMOVAL

Snow and ice removal includes pre-salting. Snow and ice removal will be accomplished to accommodate both employees reporting to work and visitors to open facilities. If the facility is not open and there is no need for employees to report to work then snow and ice removal will not be required. The Contractor shall remove snow and ice from the sidewalks and steps at the following facilities as necessary: Administrative Office and Police Headquarters, Golden Pond Visitor Center, The Homeplace, and Brandon Springs.

C.5.6 MINOR REPAIRS

Check during cleaning and repair any of the following items if broken or leaking light bulbs, flush valves, levers, ballcocks, loose and broken commode seats and mounts, faucets, showers, drains, shower valves and heads, piping, water heater, and mop sinks.

HVAC filters changed as needed.

Any maintenance needs beyond the specified tasks below shall be reported to the Facility Manager or COR.

Activities must take place in a manner that does not disrupt scheduled programs, general visitors, or animal well-being. The Contractor shall consult with the Facility Manager prior to working on projects that may affect any of these situations.

C.5.7 CLEANING

C.5.7.1 HILLMAN FERRY, ENERGY, PINEY, AND WRANGLERS – see cleaning frequency, Exhibit 2 Toilet Building, Shower Building Interior & Exterior Cleaning:

• Toilet bowls, risers, seat covers, and urinals disinfected and free of deposits on surfaces

• Work Order for clogged toilet bowls should only occur after contacting facility

COR

• Floor mats and shower mats cleaned and disinfected, dirt and residue removed

• Shower curtains washed free of mildew and replaced as needed

• Showers and shower mats cleaned and disinfected, drains free of debris

• Mirrors and windows cleaned dust, spot and streak free

• Baby changing tables free of residue and disinfected

• Building interiors, ceilings, light fixtures, floors, and walls free of dirt, trash, graffiti, spider webs, and insects (dead or alive).

• Personal items left after 24 hours discarded. Valuables shall be turned in at the gatehouse.

• Toilets, counters, and benches cleaned and free of standing water

• Sinks and counters free of residue and water and disinfected, drains clear of debris

• Walkways and trails clear of obstructions, refuse, vegetation, and free of standing water

• Gravel and paved perimeters around buildings clear of vegetation, refuse and debris

• Sanitary containers and wastebaskets in woman’s restrooms emptied and liners replaced

• Doorknobs and handles cleaned and disinfected

• Loose screws, loose hoses and connections replaced as needed

• Metal vent covers repaired and replaced when needed

• Wranglers horse wash station catch basin/hair strainers free from hair, dirt, manure and refuse

Fish Cleaning Station, where applicable – Clean 1/day then monitor and clean as appropriate.

• Fish cleaning stations cleaned and disinfected daily (starting in April)

• Fish debris removed from drain

• Sinks and cutting boards cleaned

• Floors cleaned and sprayed off

• Water and power in working order

Laundry Machines and Areas - Monitor 1/week March-November and clean as appropriate.

• Litter and debris removed from behind machines, surfaces wiped off

• Trash emptied when full

• Chrome ware cleaned, dust, spot and relatively streak free

• Wash basins cleaned, drain free of debris, disinfected, and free of deposits

• Washers/dryers disconnected each season and stored within facility

Playgrounds/Equipment, Beach Area - Monitor 1/week and clean as appropriate or as requested by the COR.

• Ground free of vegetation, debris, and litter

• Vegetation removed around sand boxes/ties

• Steps, access ramps and sidewalk areas free of debris and litter

• Beach wash functional and drain free of sand and other debris/litter

• Parking areas free of debris and litter

• Re-paint lines/symbols on parking areas as needed

• Signage free of residue and posted as needed

• Sand replaced or loosened seasonally

• Swimming area markers secure

Shelter Buildings, Amphitheaters, and Activity Buildings - Monitor 1/week and clean as appropriate or as requested by the COR.

• Shelter floors free of dirt, trash, vegetation (alive or dead) and standing water

• Picnic tables free of dirt, food, and trash

• Area in and around facility free of cigarette butts and debris/litter

• Bathrooms cleaned and trash emptied

• Rafters free of cobwebs, bird nests, and wasp nest or other insects

• Litter removed from surrounding areas

• Roofs free of debris (pine needles, branches, etc.)

• Amphitheaters free of vegetation and litter

• Benches, seating areas and stage areas secure and safe for use with no protruding nails

• Loose boards removed, replaced, and repaired if needed

• Gravel added as needed

• Walkways clear of leaves, litter, debris

Fireplaces, char-grills, fire rings, and stoves – 1/week beginning Monday, complete by Thursday.

• Fire rings no more than half full of ashes and free of trash

• Char-grills and fireplaces completely emptied

• All ashes and partially burned wood confined to fireplace or grill

• Grill surfaces generally free of grease and large food particles at time of ash removal

• Pedestals, bases, and fire rings straight, secure and components functional and safe for use

• Replace, move or remove as necessary

Toilet Building, Shower Building, Other Building Interior & Exterior Cleaning – 1/month

• Vents (walls, doors, ceilings) free of dirt, dust, and other debris

• Plumbing alleys free of insects, cobwebs, nests, and trash. Storage of material in these areas must meet all OSHA safety standards

• Fixtures checked and repaired for loose/missing screws, nuts and/or bolts

• Exterior/interior walls free of graffiti

• Roofs relatively free of leaves and branches

• Eaves free of wasps nests, bird nests, and spider webs

Tables – Clean 1/month, monitor when vacated and clean as appropriate or as requested by the COR.

• Tops and seats free of dirt, food, and trash

• Under portions of tables free of spider webs, mud daubers, wasps, and vegetation

• Tops, seats, and legs secure, functional, and safe for use

• Replace, move and remove as needed

Hand-pumps, fountains, and water hydrants - Monitor 1/month and clean as appropriate or as requested by the COR

• Free of grease or residue

• Secure and generally drip-free

• Catch basins (drains) free of food particles, soaps, grease, debris, standing water, and functioning properly

• All fixtures and facilities meet applicable standards

• Fixtures disinfected as necessary

Cabins located at Piney, Hillman, Energy and Wranglers – Clean 1/month or as requested by the COR.

• Interior walls, floors, and fixtures free of cobwebs, insects, dust, dirt, manure, trash, hay, and nails

• Exterior walls free of cobwebs, insect nests, bird nests, dirt, nails

• Bedding and seating free of dirt, dust, trash, cobwebs, and bugs

• Bedding covers replaced as needed

• Porch areas free of grease stains, dirt, litter, hay, manure, and leaves

• Gutters and roofs free of leaves, branches, nests, and dirt.

• Areas around shelters free of litter, rope, bailing twine, nails, etc.

• Fire rings and grills free of litter and no more than half full of ash

• Sealant to be applied to the exterior walls every other year;

cleaner/conditioner applied to the interior as part of the annual deep cleaning.

• Cleaning cabins after rental is responsibility of occupant

Trails, Roads, Culvert Maintenance – Clean 1/month then monitor and clean as appropriate or as requested by the COR.

• Trails mowed to maintain a clear path for users

• Trail surfaces predominately free of major erosion problems

• Trees trimmed and pruned along all trails. Hanging limbs 8ft and below shall be removed

• Remove downed trees and other debris from roads and trails. Trails shall be maintained at 10 ft. wide

• Trail bridges in good repair, free of rotten/loose boards or missing/loose nails, safe for use, and free of moss

• Crosstie steps on trails and at pond predominately free of rot

• Gravel to trail extensions replaced as needed

• Trails, roads, and culverts free of hazards

• Drainage ditches, covers and outlets clear of debris and free flowing

• Potholes in paved roads and trails filled

• Gravel replaced and graded as needed

Gatehouse, Outpost – Clean 1/month, monitor 1/week and clean as appropriate March – November

• Gutters and roofs free of leaves, pine needles, branches, etc.

• Nests and cobwebs removed

• Check for water leaks

• Outpost ice cream freezers: Clean and check operation, change water filter annually. Clean evaporator and condenser in October only

Monitor and perform as appropriate or as requested by the COR:

Campsites, Grounds

• Seeding, fertilizing and mulching as requested or needed

• Gravel, mulch, and sand kept at appropriate levels for the respective area

• Flower bed material (crossties) safely installed, well maintained and rot free

• Campsites, gravel parking areas and other areas where unwanted grass is growing sprayed with herbicide. Prior COR coordination required for herbicide spraying.

• Electrical boxes on campsites free of mud daubers, ants and wasps

• Sewage hookups and water shut-off valves at sites have covers

• Steps, decks, and ramps free of loose boards, loose nails, and slick surfaces/spots such as moss

• Split rail fencing, remove and replace rails as needed

• Crosstie steps on trails or near campsites predominately free of rot and replaced when needed

• All tripping hazards eliminated

• Rebar flush with surface of ties

• Trees free of rope, nails, wire and hazard branches

• Limbs trimmed above sites and roads below 14 ft.

• Gravel or manufactured sand replaced as needed or requested by the COR

• Small riprap placed or replaced around shoreline, sites, and creek beds when needed

• Rotted or damaged crossties placed or replaced as needed

• Leaves and pine needles raked or blown from campsites and roads

• Vegetation, debris, leaves and litter removed from culverts, gutters and creek beds

• Spiders and wasps sprayed in pipe chases and buildings as necessary

• Beach sand initially spread and maintained seasonally and free of grass

Signs – Continuously monitor for sign needs as other duties are carried out. Remove bird nests, hornet/wasp nests as needed. Notify COR of all other needs.

Horse Wash Stations, Hydrants, Troughs (Wranglers)

• Area around hydrant stocked with gravel, Government provided

• Area around hydrants and wash stations free of hay and manure

• Troughs free of algae and sediment

• Hydrants checked, malfunction or damage reported to Facility Manager

• Clips on crossties secured and in working condition, replaced as needed

• Leaks or broken parts reported to Facility Manager

Tethering Poles (Wranglers)

• Bent, broken, or leaning poles replaced as needed

• Manure and hay removed as needed from tethering areas (historically performed on a weekly basis)

Manure Bins and Stall Barns (Wranglers). Historically performed weekly March-June, September, October; bi-weekly July, August, November. No services December- February.

• Bins generally free of manure

• Vacant stalls free of manure

• Grounds generally free of large piles of manure and used bedding

• Stall doors and overall barn structure free of loose boards, broken hinges, and protruding nails. Monitor on a weekly basis, March-November

• The Contractor shall be responsible for all equipment needed to load and remove manure.

• The Contractor shall dispose of the manure to an off-site Government-approved facility.

• The current production results in approximately 525 tons of manure per year.

• All costs of manure loading and removal, to including dump fees, if applicable, shall be at the Contractor’s expense.

The following tasks shall be coordinated with the Facility Manager in order to minimize impacts on the visiting public. This is not considered an all-inclusive list.

• Cross ties on sites within the entire campground removed and/or replaced as needed

• Fill dirt and gravel added to sites

• Fire rings/grills removed and replaced with new as needed

• Picnic tables removed and replaced with new as needed

• Cabins cleaned thoroughly (Piney, Hillman, Energy, and Wranglers)

• Suckers removed from trees in campground

• Trees pruned

• Leaf debris and brush removed

• Loose vegetation removed away from sites

• All debris cleaned from culverts, ditches, and gutters. Debris within 3 feet of culvert inlet and outlet removed

• Toilet and shower buildings power washed

• All vegetation removed from sand boxes and playgrounds

• Loose benches or ties at campfire theatres secured, repaired, or removed

• Areas with grass seeded as needed (February)

• Danger trees and limbs removed (danger trees shall be identified as such by a qualified COR)

C.5.7.1.1 CAMPGROUND WINTER STAFF

Beginning December 1 thru February 15th, Piney and Hillman Campground require 2 FTEs (38 contract days) each year, these FTE’s may be utilized in other areas at the CO’s direction. The contractor shall ensure that Energy Lake Campground receive the required level of effort commensurate with the enumerated requirements to ensure fully functioning facilities ready for public use on or before March 1 of each year. Wranglers Campground is open all year. A high level of cooperation shall be required between the Government and the Contractor throughout the year to ensure administrative and logistical issues are resolved.

Energy Lake Campground historically has not had maintenance employees assigned during winter months. Tasks typically begin in mid-February to ensure that the campground is ready to open. All grounds maintenance work carried out in Energy Lake during the winter with the exception of tasks ensuring the campground is in proper opening condition on March 1 is based on Special Response/Work Order.

C.5.7.2 NORTH AND SOUTH WELCOME STATION

C.5.7.3 GOLDEN POND VISITOR CENTER, HOMEPLACE, NATURE

STATION, NATURE WATCH AREA

Golden Pond Visitor Center (GPVC) - Includes the main building/Planetarium, storage shed, playground, driveway, parking lot, picnic area and pavilion, two ponds, all walkways, Golden Pond Observatory, flowerbeds.

Homeplace- Includes the main building, parking lot, picnic pavilion, picnic area across the creek, farm site and all historic structures, farm site restroom, modern barn/pasture, 16-acre pasture.

Non-Homeplace sites include South Bison Picnic Area, and Cedar Pond Picnic Area.

Woodlands Nature Station: Includes the main building, parking area, well house building with three rooms, brown metal storage building, raptor house, backyard exhibits, wooden pavilion, boardinghouse restroom and picnic area, canoe rental area, and maintenance sheds.

Nature Watch Area: Includes Woodland Walk Trail, Hematite Trail and Picnic Area, Center Furnace and Trail, Honker Lake Access Road, Long Creek Trail, Empire Point, Honker Dam, Bobcat Point.

1/Day - prior to opening and spot cleaned after periods of heavy use

• Restrooms - all components cleaned/sanitized/stocked

• Floors swept/mopped; carpet vacuumed

• Common surfaces cleaned and sanitized (water fountains, door knobs/handles etc.)

• Kitchen cleaned, sanitized, stocked

• Reachable surfaces dusted

• Glass reasonably streaks and smudge free (windows, doors, exhibit glass)

• Trash emptied as needed

• Outdoor areas reasonably free of trash, leaves, debris

• Livestock water troughs filled (Homeplace)

• Exterior windows free of dirt and spider webs

• Barbeque grilles and fire rings free from ashes

• Animal feed moved around farm (Homeplace)

• Check with staff before addressing any animal pest issues

• Check and empty trash cans at Cedar Pond Picnic area and South Bison picnic area

• Roofs/netting free from debris (Nature Station)

• Raptor House - All components cleaned/disinfected (use approved animal care products- see staff) (Nature Station)

C.5.7.3.1 HOMEPLACE, NATURE STATION WINTER STAFF

The Woodlands Nature Station and The Homeplace facilities are closed to the public December-February. The Contractor shall supply 1 person to split 40 hours a week between the two facilities. The 40 hours may be tasked at the COR’s discretion (i.e., 2 days at one facility, 3 days at the other facility). In the event that the normally scheduled individual is unavailable, the Contractor shall supply an alternate. All individuals shall be qualified and experienced to work at both locations.

Equipment requirements include such things as a pickup truck, small tractor, chainsaw, leaf-blower, pressure washer, hand tools etc.

C.5.7.4 BRANDON SPRING GROUP CENTER

• Interior and exterior trash and recycling receptacles (except those in dorm rooms) emptied if more than ¾ full or if there is strong odor. Refuse transported to the appropriate designated area. Containers clean and odor free.

Prior to Group Arrivals:

• All exterior windows cleaned at least once per month during April-October.

Exceptions are second story windows requiring special equipment to access.

• Goal posts, backstops, canoe racks, basketball goals, archery range and net maintained to standards for safe use. Inspected monthly, repaired as needed.

As Needed

• After heavy rains, underground ductwork in Commons Building checked for water. Any standing water in ducts pumped out.

• Assist program staff in moving materials and equipment to program areas for group needs. (Example: moving picnic tables for cookouts or helping launch rescue boat at beginning of season.)

• Grill moved to appropriate area for group cookouts. Grill cleaned afterward and returned to storage area.

• Gravel or grass along edges of walks maintained to prevent soil runoff and aid drainage.

• Weeds on ball diamond, beach, under bleachers, under canoe racks, archery range, horseshoe pits, around fencing and graveled areas removed.

C.5.8 WAREHOUSING/OFFLOADING S U P P O R T

Contractor is responsible for labor & equipment to accept and offload freight shipments for the Government as well as the Land Between the Lakes Association. Shipments are accepted anytime during normal working hours. It is the responsibility of the contractor to communicate delivery of freight goods to appropriate personnel within the Government or the Land Between the Lakes Association within 24 hours of delivery via email or phone call.

C.5.9 FUEL PUMP MAINTENANCE/OVERSIGHT

Daily

• Print copy of daily output at the end of each day

• Maintain copy of daily reports for annual pump and tank inspections

• Monitor fuel levels (diesel and gasoline) and order fuel as necessary, levels should be kept high enough to ensure there are no “low fuel level” reports.

Monthly

• Print passing monthly fuel report and forward to COR

Yearly

• Schedule annual tank inspections and certifications

• Act as liaison between Government and Fuel Supplier and Fuel Maintenance

Company for necessary maintenance, repairs and inspections. Repairs, maintenance and inspections to Fuel Pumps, System and Software will be issued via Work Order.

• Replace printing paper, bands etc. at fuel pumps and software system located in contractor maintenance complex.

C.6 CONTRACT LOGISTICS

C.6.1 CORs LBL utilizes multiple Contracting Officer Representatives (CORs), and one Lead COR.

Each COR is responsible for a specific facility, program, or area. The Lead COR is responsible for a facility, program, or area, as well as invoice processing and oversight of the contract. The Contractor shall be provided COR designation letters within 5 business days of contract award.

C.6.2 FUNDING

Funding for contracts at LBL may be provided at once by passage of a full budget, or throughout the year using Continuing Resolutions (CR’s). Upon receipt of funding, the CO shall issue a modification to apply funding. Funding must be obligated on contract prior to work orders being issued. See Section C.18 regarding work orders.

C.6.3 CONTRACT LINE ITEMS (CLINs) The Contractor shall bid for all requirements under this PWS as one lump sum, firm fixed price, per facility/area established on the attached bid sheet. The price shall include all costs associated with this PWS, including any fees, rental costs, reporting, etc. A CLIN is also established for a Special Response hourly rate. The Contractor shall bid on each year (base and all options). The Government will accept proposals presented as value engineering.

C.6.4 PARTNERS

LBL currently has an agreement with the Land Between the Lakes Association (LBLA).

LBLA may obtain funding on behalf of LBL to use for tasks provided for in this PWS.

C.7 PROTECTION OF LAND AREAS

The land, facilities, structures, programs, activities, and areas outside the limits of work performed under this contract shall be preserved in the condition at contract award, minus fair wear and tear. The Contractor shall confine activity to areas defined for work or specifically assigned for Contractor use.

C.8 PROTECTION OF WATER RESOURCES

The Contractor shall comply with all Federal, State, and County laws concerning pollution of rivers and streams. The Contractor shall take special measures to prevent materials from entering public waters including, but not limited to, soil, chemicals, fuels, oils, greases, bituminous materials, herbicides, and insecticides.

C.9 CLEAN UP

Contractor-generated debris and rubbish shall be removed from the work site daily. The Contractor shall not dispose of Contractor-generated debris in dumpsters located on LBL.

The Contractor may utilize dumpsters located at the Maintenance Complex, with prior permission provided by the CO. Debris shall be removed and transported in a manner to prevent spillage on the roads, parking areas, and adjacent areas. The Contractor shall notify the CO and COR within 2 hours of any spills or leaks caused by the Contractor’s (employees or subcontractors) actions.

The Contractor is solely responsible for any and all spills or leaks and subsequent clean ups that may be required during the performance of this contract which occur as a result of or are contributed to by the actions of its agents, employees, or subcontractors. The Contractor shall clean up such spills or leaks to the satisfaction of the Government.

C.10 CONTRACTING OFFICER NOTIFICATION

All inquiries, comments or complaints arising from any matter observed, experienced, or learned as a result of or in connection with the performance of this contract shall be directed to the CO.

C.11 CONTRACTOR HOURS OF WORK

The Contractor shall schedule working hours to satisfy the requirements of each facility or activity at LBL, which will vary by season, visitation, and workload. The Contractor shall be required to provide service at all facilities and activities on weekdays, weekends, and holidays based on the facility/activity’s operating schedule. Some facilities on LBL are closed December through February; therefore, the Contractor shall understand the fluctuation in Contractor’s workload is lighter during those months and heavier during high visitation months.

Holidays, holiday weekends, and special events will require above-normal frequencies.

The contractor should anticipate a heavier than usual workload due to increased use and visitation. Extended performance may be requested the weekend prior to the holiday weekend. Holiday weekends include Memorial Day, July 4th, Labor Day, Spring Break, Fall Break, and Juneteenth. Annual visitation can be found in Attachment 5, Visitation.

The Contractor shall schedule personnel so that overtime rates are not applied, other than on special response tasks. The Contractor shall perform special response as required outside of regularly scheduled hours. See Section C.21 for Special Response procedures.

C.12 CONTRACTOR’S PERSONNEL

C.12.1 CONTRACTOR’S MANAGER

The Contractor shall provide a Project Manager who shall be responsible for ensuring the requirements of this PWS are met. This person, and an alternate(s) who shall act for the Contractor when the Project Manager is absent, shall be designated in writing to the Contracting Officer (CO) for approval within 7 calendar days prior to the contract start date. The Project Manager and the alternate(s) shall be given authority to make on-site decisions on contract matters on behalf of the Contractor and shall be the central point of contact for the Government. The Contractor shall notify the CO and CORs of the name of the current designated Project Manager, the time period for which they shall be contacted, and a contact phone number. This information shall be provided via e-mail as changes occur.

The Project Manager or an alternate shall be available at all times during normal business hours and shall be available within two hours of notification by the Government to discuss and/or meet on matters related to the contract.
