About this file

This is a Questions and Answers document for a federal construction project involving irrigation and utility work.

The project is tax-exempt with a Period of Performance ending July 17, 2026, with on-site work commencing as soon as materials and equipment are available. The Period of Performance may be extended after award upon documentation of extended lead times for materials and equipment due to current market conditions. One person may serve in the triple role of Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager. The contractor is responsible for establishing control points, performing all surveying, and staking necessary for the project. Colored stake tops (red, yellow, and blue) are not required; alternatively, stakes may be painted using those colors. Water for construction and trenching operations is available on site, with an overhead fill station located at the West Shop approximately 0.75 miles west of the project site.

Third-party inspections are required, including State Electrical Inspection and geotechnical testing as specified in Section 312317. An electrical permit may be required if the State mandates one for inspection purposes. Landscaping restoration is required, including topsoil, seeding, and fertilizer per Section 3123317 and Section 312500 specifications. Regarding value-engineering options for the irrigation system: a 40 GPM system using 1¼" laterals off 2" poly pipe and Blazing Saddles with ½" swing pipe may be approved if the contractor demonstrates that all required flow rates (GPM) and pressure specifications at each sprinkler head meet or exceed manufacturer's recommendations, accounting for friction loss in smaller pipe sizes.

Questions: Answers:

Can one person "triple hat" as Superintendent, SSHO and QC Manager?

Yes

Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Yes, if documentation can be provided that provides information on the extended lead times

Is this project tax exempt? Yes

When do you anticipate on site work starting? As soon as materials/equipment is ready, Period of Performance has July 17th, 2026 Are third party inspections required?

Yes, State Electrical Inspection is required for this project. Also, see Section 312317 Trenching, Bedding and Backfill for Utilities,

3.9 Field Quality Control for geotechnical

testing requirements.

Is permitting required?

Potentially, obtain electrical permit if the State requires a permit to do the inspection.

Is any landscaping restoration required for this project? For example; topsoil, seeding, and fertilizer.

Yes, see Section 3123317 Trenching, Bedding and Backfill for Utilities, 3.11 Utility Trench Backfill, G. for topsoil information. See section 312500 Temporary Erosion and Sedimentation Control for further information on seeding and mulching.

Please provide staking data points for the project.

Per Section 010150 General Requirements,

2.2 Schedule of Items, D. Base Items, 1. The

contractor is responsible for establishing control points, performing all surveying, and staking necessary.

Are red, yellow, and blue tops required?

No, colored stake tops wouldn’t be required, they can also be painting using those colors.

Is there a site visit attendee sign in sheet? There was one at the pre-bid site visit

Can government confirm available water sources for construction/trenching operations?

Water for construction/trenching operation is available on site. There is an overhead fill station located at the West Shop, approx. 0.75 miles west of the project site.

Regarding the request for 2" poly and 2" saddles: Can we value-engineer a 40 GPM system using 1¼” laterals off the 2” poly?

This lets us plow the lines instead of trenching. Also, can we use Blazing Saddles for the ½” swing pipe instead of ¾”?

Assuming that you are proposing using a combination of 2” and 1.25” poly pipe for each zone, yes it would be sufficient only if the flow rates (GPM) and pressure required at each sprinkler head is at or above manufacturer’s recommendations. Some of these zones have very long runs and the smaller pipes have about 7 times the friction loss (psi/100 feet), so you would have to run much higher pressure from the values than is ideal. If they can demonstrate that all required flow rates and pressures will be obtained, then yes.Yes, Blazing Saddles can be used and again if they can demonstrate that ½” pipe can meet or exceed flow rates and required pressures, then yes.
