33 General Site Visit Will the Forest Service publish the attendees list for the site visit 3/13/19? If so, when can we expect it to be published to FBO?

CF No we will not be publishing the site visit attendee list.

34 General Permitting The RFP documents state that DBC is responsible for permits. Can you shed more light on the different Federal agencies the DBC would be required to attain permits from (i.e. Corps of Engineers, Fish & Wildlife, DEP/EPA, etc.). Conversely, is the job exempt from the requirements of the local regulations, including the "Reglamento Conjunto de Permisos Para Obras de Construccion y de Usos de Terrenos" (translation- "Unified Permit Regulations for Construction Projects and Land Use")

CS The DBC is responsible for researching, meeting, obtaining and paying all applicable codes and permits in the jurisdiction.

35 SOW p6/87 Scope Section B (Item 1C and 1D) mentions a "forest transportation plan" to which the DB must design and construct to. Can this plan be made available to us so that we can provide the Forest Service with our proposed Technical Approach?

CS See Item #18. The 'forest transportation plan' will be provided to successful Offeror, if Bid Additives are awarded.

36 General Site Are there any special restrictions for disturbing/removal of foliage (trees, etc.) on site? GA All areas of new proposed work identified in the design need to be consulted with the FS for approval before any vegetation can be removed when construction begins.

37 SOW p85/87 Evaluation Criteria

Item 4D under the heading "Price Quote" states "The Government's intention for this binder is to allow Offerors to illustrate their capabilities that meet the USDA Forest Service needs".

What is the "Binder"? I would presume, that because it is contained within the "price Quote" section, that the "Binder" is synonymous to the Volume II "Price Quote" submission.

Please clarify.

CS Delete "for the binder."

38 SOW p87/87 Evaluation Criteria

Item 2C states that the "price factor will not be rated". Does this necessarily mean that Volume II will not be reviewed at the outset? I ask this question since we plan on including other "Evaluation Criteria" within Volume II. Please clarify.

CF The price factor will not be rated in terms of lowest price to determine best value; however proposed pricing will be evaluated for price reasonableness through comparison with the IGE and market prices.

39 N/A Format The FBO site is not allowing upload of questions to the solicitation site. Can you clarify if all of our questions submitted have been accepted after being sent directly to you?

CF All questions have been received.

40 General Parking Please let us know the desired use of the additional 200-car parking area being requested.

Knowing the intention (what type of visitor, where will the visitor using the area go, etc.) is useful for programming purposes.

CS

43 General Scope Are we to include furniture for administrative spaces? If not, should we assume they are owner furnished, contractor installed?

CS Systems furniture is not in the scope of this project. Furniture layout and cutsheets with power requirements will be provided at a later date for design.

44 General CADD Does a REVIT model and/or CAD drawing exist for any of the existing buildings? If so, can you please provide the file?

CS AutoCAD files are available for El Portal and will be given to the DBC after award.

45 SOW p85/87 Format Since there is only a minimum number of pages, not a maximum, stipulated for VOLUME 1, we found it odd that the design narrative was capped at a maximum of 4 pages. Please clarify.

CS The page limit is (30) pages. 'Minimum' in Section L.3.A is referring to the font size. The Design Narrative is four

(4) pages max.
