Evaluation Factors for Award

1.0 Basis of Contract Award

Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer.

Trade-offs between /price and non- price factors are not permitted. Unreasonably high, unbalanced, inaccurate or incomplete price proposals, may be the grounds for eliminating a proposal from competition.

Each Offeror shall respond to the criteria listed below to be considered responsive.

2.0 EVALUATION CRITERIA

Factor A: Technical Capability

Sub-factor A.1 Experience

Sub-factor A.2: Past Performance

Sub-factor A. 3: Key Personnel

Factor A – Technical Capability. The technical factor evaluation provides an assessment of the offeror’s capability to satisfy the government’s minimum requirements. For a proposal to be determined “technically acceptable” and receive consideration for award based upon lowest price submitted, the proposal must receive a rating of “Acceptable” for each technical subfactor and “Acceptable” for past performance. The technical capability factor and each subfactor will receive one of the adjectival ratings defined below. The subfactor ratings will be used to determine an overall rating for the factor.

Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Factor B: Quality Control Plan

Factor C: Cost/Price

The Government’s contractor selection will be based on an integrated assessment of all of the evaluation factors, as defined in the section below.

2.1 Factor A: Technical Approach

Sub-factor A.1: Experience- The Government will evaluate contractor’s prior work experience of a similar nature, scope, complexity, and difficulty to that which will be performed under the prospective effort.

Sub factor A.2: Past Performance- The Government will evaluate past performance information submitted by the Offerors and other information the Government obtains from other sources. The Government will evaluate past performance based on the quality of performance under recent, relevant contract efforts.

Recent contracts are those performed within the preceding 5 years, as of the quotation date, with greater weight being given to most recent contracts.

Relevant contracts are contracts operating in similar working environments and contracts involving services that are considered to be similar scope, magnitude, and complexity when compared to the requirements described in this solicitation.

Forest service may contact references of contractor and previous employers to verify the accuracy of the information contained in the past performance and to further assess the qualifications.

Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Sub factor A.3: Key Personnel- The Government will evaluate how the offeror will identify a key personnel needed to complete this effort and describe their experience and qualifications, particularly with similar services.

2.2 Factor B: Quality Control Plan

The Government will evaluate the offeror’s detailed operations plan that demonstrates methods of meeting the tasks and standards, service requirements, inspections, plan implementation, process improvement changes, correction of deficiencies, and green cleaning compliance with a list of bio-based products.

2.3 Factor C: Cost/Price

Price will not be scored or rated. Price will be evaluated for reasonableness using one or more of the price analysis techniques in FAR 15.404-1(b). Through these techniques the government will determine whether prices are fair, reasonable, complete and balanced.

Unreasonably high proposed prices may be grounds for eliminating a proposal from the competitive range.

Offeror’s cost/price proposal for realism, reasonableness, and completeness.

Realism of the proposed cost/price by assessing whether the proposed cost elements are consistent with the Offeror’s technical approaches as defined in FAR Part 15.4.

Reasonableness of the proposed cost/price using the analysis techniques defined in FAR

15.404. The Government will also determine if the Offeror’s proposed cost, in nature and amount, do not exceed those which would be incurred by a prudent company in the conduct of competitive business.

The Government reserves the right to not award this contract to a contractor whose price is unrealistic.
