About this file

This is a Questions and Answers document for Solicitation 1240LU26Q0111, Building 24 Basement Remodel, dated August 14, 2026, issued by the United States Forest Service (USFS). The document addresses 18 questions raised by contractors during an in-person meeting and clarifies specifications and requirements for the project.

Key project specifications include: ACT-2 ceiling tile replacement (tiles only) in certain areas and ACT-2 with new grid replacement in others; Armstrong InvisAcoustics paintable 2x4 tiles to be installed as 4x8 panels on hat channels in the kitchen; Vulcan fintube radiators as the specified product with post-award evaluation of substitutions; and CAT cable substitution approval for horizontal cabling. The USFS will provide an asbestos report in a future addendum and is responsible for removing office materials (clothes, gear, tools, files, posters, decorations) from project areas, while the contractor must remove and temporarily store remaining furniture. Contractors must submit a staging area plan with proposed dumpster locations and provide 14-day advanced notification to the Contracting Officer before beginning work in any given area. Access to basement work areas is restricted to double doors at the north end of each wing, and access to second-floor work is limited to front entrance double doors. The IT room will require a new soffit for ACT paneling, and sprinkler and fire alarm control panel locations are identified on provided electrical basement plans. No sprinkler layout currently exists for the basement wings.

Question Answers dated 08/14/2026

1. There are two ceilings on 1/AD-102 that are labeled as ACT-G but are drawn as a 2'x2' ceiling system. Should these be labeled as ACT2? The specs list ACT-G as 48"x96" sound panels and these are shown in the Kitchen on 3/AD-102?

Answer: ACT-2 as shown on the plan is to be the replacement of the ceiling tiles only.

ACT-G as shown on 1/AD-102 is to be ACT-2 with replacement of both the tiles and a new grid.

2. Wanted to give you a heads up that for this one, there are 9, 4'x8' Armstrong Feltwork Ceiling Panels drawn in the kitchen room #16. They are only sold by the pallet; each pallet has 36 panels; they are $407 per panel, that’s $14,652.00 cost for 9 panels. Is this how BLM would like to price this acoustic panels Answer: The ceiling panels shown in the kitchen can be updated to be Armstrong InvisAcoustics paintable tiles. These are 2x4 tiles but should be installed to make 4x8 panels as depicted on the plans and installed in the same manner on hat channels. Tiles are to be painted per CO direction. See attached data sheet.

3. Plan page AD-101 general demolition notes #8 See hazardous materials abatement drawing. I do not see an abatement drawing or an asbestos report in the spec book. Will there be one provided for bidding?

Answer: The asbestos report from building 24 will be included in an addendum to the drawings/specifications.

4. At the in-person meeting there was a question on dumpster locations.

Answer: The contractor is to submit a staging area plan with their proposed dumpster locations. USFS will work internally to respect adjacent construction projects while adhering to the contractor-preferred staging plan.

5. At the in-person meeting there was a question on if a new soffit would be required at the new IT room wall location.

Answer: Yes, a new soffit will be required at the IT room for ACT paneling.

6. At the in-person meeting there was a question on the distance between the existing IT room wall and the new wall location.

Answer: Please reference construction drawings and associated plan scale for dimensioning.

7. At the in-person meeting there was a question about contrast between existing ACT grids and the requirement for new ceiling tiles.

8. Answer: The USFS is aware of this, and contractors are to proceed with replacement of the tiles only (per plan).

9. At the in-person meeting there was a question about the excess clothes, gear, tools, files, posters, and decorations found within the project scope area.

10. Answer: In addition to required construction schedule, the contractor shall provide a separate 14 day advanced notification to the CO prior to beginning work in any given area in order to provide an opportunity for FS to remove and vacate areas. The FS will be responsible for removing all office materials such as clothes, gear, tools, files, posters, decorations BUT the contractor will be responsible for removing all remaining furniture and temporarily storing in one of the areas part of this contract but not under construction OR other areas on campus approved by the CO. This work shall be considered un the General Conditions of the bid schedule.

11. At the in-person meeting there was a question access to project scope areas.

12. Answer: Access for the basement portion of the work shall only be the double doors found on each wing at the north end(s) of the building. See below for a photo:

Answer: Access for the 2ND floor portion of the work shall only be the front entrance double doors shown below:

13. The IT room wall that is shifting via a demo/construct will move through a sprinkler. Does anything need to occur to shift the sprinkler layout?

Answer: The ACT outside and inside of the IT room is at different elevations (contractor verify) but the sprinklers currently span across the wall. Adjustment of the wall while leaving the sprinklers as is will be achievable from a constructability perspective.

14. Is more than one electrical panel serving the east basement plan?

Answer: In addition to panel “1LP”, electrical panels in the nearby boiler room and the panel in IT 11 both serve the east basement space:

15. Is there a sprinkler layout for the two basement wings?

Answer: We do not have a sprinkler layout for either basement wing.

16. Do we know the location of the fire alarm control panel?

Answer: The fire alarm control panel can be found in the engineering area of the basement:

17. Please see our substitution request for horizontal cabling attached and pass it along to the correct people. Please let me know if you need anything else.

Answer: The proposed CAT substitution is acceptable. See CAT cable sheet substitute attached din SAM.

18. The fintube is listed at Vulcan, and there are no alternates listed. Is Vulcan the only approved supplier, or can we bid Zehnder Rittling as an equal? I will include a link to Zehnder Rittling below for your use.

Answer: Insufficient product data and detail at time of bid closing. As a result, proposed finned tube radiator substitution will get approved/denied after an award is made.
