About this file
This is a Questions and Answers document for a federal contracting solicitation for roof replacement and repair services at the Plains Ranger Station, Lolo National Forest (Solicitation 1240LU26Q0036). The document contains ten submitted questions with government responses, updated through March 12, 2026. Key clarifications include: site visits are permitted during regular office hours with check-in at the front desk; the Main Office Building repair scope involves providing proper step flashing in specified areas; contractors must bid with uncertainty regarding existing roofing layers, roof decking type and thickness, and exact square footage, as the government does not possess this information; the government is not aware of structural damage beyond an estimated 10% replacement allowance; an asbestos inspection from 1990 is available showing the bunkhouse roof contains modern materials with no asbestos; contractors must conduct site visits to identify roof penetrations, staging areas, and work conditions; pre-approved material alternatives are not available, and contractors must submit material submittals meeting contract specifications for review at least ten days prior to commencing work; Value Engineering Change Proposals are not permitted under this contract; and Plains is located in Zone 3 for prevailing wage purposes (MT20260060), with contractors required to follow all applicable rates including added fringes. The document also includes photographs of the Main Office Building roof flashing conditions, illustrating areas lacking step flashing that have experienced leaks and areas with proper step flashing that remain leak-free.

PLAINS RANGER STATION ROOF REPLACEMENT AND
REPAIRS
Lolo National Forest, Solicitation: 1240LU26Q0036
03/03/2026, Updated on 3/12/2026
Submitted questions and answers:
1. Q: We were wondering if it would be possible to visit the property in person prior to submitting our quotation. Please let us know if site visits are permitted and, if so, whether any coordination or advance notice is required. A: You may go visit the Ranger District anytime during regular office hours. Please check in with the front desk when you arrive to let them know you are viewing the buildings for the reroofing project.
2. Q: What is the extent of the repairs needed on the Main Office Building? A: The scope of repair on the main office is more accurately described as providing proper step flashing in areas shown on the Plains Office Roof Flashing sketch. See pictures below.
Updated 3/12/2026
3. Q: For bidding purposes, can you confirm the number of existing roofing layers on each structure (Bunkhouse, North Residence, North Residence Garage, and any option buildings)? Additionally, can the Government confirm the type and thickness of the existing roof decking or sheathing on these buildings? A: Unfortunately, the government does not know for certain the answer to either of these questions and contractors will be required to bid accordingly given the uncertainty.
4. Q: Site Blind Spots: Can you provide the exact roof square footage for each building (Bunkhouse, Middle Residence, North Residence, South Residence, North Residence Garage, and partial Main Office)? Also, are there any undocumented conditions like significant sheathing rot, leaks, or structural issues beyond the 10% replacement allowance? A: The contractor is expected to perform all measurements for bidding purposes. We are not aware of any damage beyond the estimate 10% and anything beyond that would be an unforeseen condition.
5. Q: Asbestos: Has an asbestos-containing materials (ACM) survey been completed in compliance with EPA/OSHA rules? If so, could you share the key findings and any required abatement protocols? A: See attached summary report and results of an asbestos inspection from 1990. The bunkhouse was built in the early 60’s with a significant remodel completed in the late 90’s and early 2000’s. The roof is modern materials containing no asbestos.
6. Q: Roof Penetrations / MEP: Are there any roof jacks, vents, or other penetrations requiring electrical, plumbing, or HVAC tie-ins? If yes, what are the exact connection points, outage schedules, or coordination needs with utilities? A: The contractor is expected to visit the site and become familiar with these conditions.
7. Q: Staging & Access: What designated areas are available for material staging, equipment, and waste disposal? Please detail any security, fencing, environmental controls, or restrictions on work hours (noting owner occupancy and 72-hour notice for disruptions). A: The contractor is expected to visit the site and become familiar with the work area. If awarded the contract, the contractor is expected to work with the COR to agree on locations and seek final approval from the CO. See Attachment 2, Schedule for details on work hours.
8. Alternates: Are there pre-approved "functionally equal" materials for key items like shingles (e.g., Owens Corning equivalent to the basis of design), underlayment (Snow & Ice Shield), or vapor retarder (Deck Defense) that maintain FAR compliance while reducing cost or lead time? A: A list of pre-approved materials is not available.
Contractor will need to supply proposed material submittals that meet the requirements outlined in the statement of work and project specifications for review at least 10 days prior to commencing work.
9. VECP Process: What is the procedure for submitting Value Engineering Change Proposals (VECPs) during bidding or pre-construction? How are cost savings shared between the contractor and the agency? FAR 52.248-3 is not included in this contract. The government does not see a need for VECPs, the project will be completed per the specifications in the contract.
10. Wage Confirmation: The solicitation references MT20260060. Can you confirm if zone differentials apply to Plains and Sanders County, and if any other wage adjustments are needed? A: Plains is located in Zone 3. Contractors shall follow all rates including added fringes located on WD included in this solicitation.
