About this file
This document is a Questions and Answers (Q&A) file for the GAOA Seeley Lake Bunkhouse Remodel project dated 12 September 2025. The document provides clarifications on several technical aspects of the renovation, including insulation methods for crawl spaces, band joists, and exterior walls. Approved materials include closed-cell spray foam from Natural Polymers and JM Corbond, with No-Burn Plus ThB Intumescent Coating required for fire protection. The project involves using cellular shades for window coverings and exposed fastener roof panels with a classic rib profile.
Key additional details include confirmation that the jobsite walk on August 26th was recommended but not mandatory, the project is a prevailing wage job with wage determination attached in SAM, and there are no liquidated damages associated with the project. FAR 52.204-7 applies to the project, and contractors are advised to verify site conditions and review the solicitation carefully for complete project specifications.

Questions and Answers
12 September 2025
1. Crawl space and band joist: given the fact that spray foam will be used in the lid rafter cavities, are you open to spray foaming the band and foundation walls?
In the place of rigid insulation for crawl space walls, a closed-cell spray foam, installed to a final R-Value of R-15, may be sprayed over the foundation walls and rim joist areas. It then must be covered with a code-compliant intumescent coating.
Approved Spray Foams: Natural Polymers: Natural-Therm 2.0 Series HFO Summer- Winter and JM Corbond Closed Cell Spray Foam
Approved Intumescent Coating: No-Burn Plus ThB Intumescent Coating by No-Burn, Inc.
2. Second level band joist: How will this be accessed and what insulation materials are to be used?
First floor ceiling removal should provide access to the band joist area. Spray foam may be used here.
3. Exterior walls: cellulose through holes bored at the floor and ceiling level (after removing the baseboard and crown molding): We have greater success when entering the wall bays at a mid-level elevation; we are able to 'dense pack'. Is this method acceptable?
Mid-level wall access would/will require removal and replacement of all of the existing V-groove wood paneling. This would actually make the entire stud-bay accessible. This is an acceptable alternative to insulating the exterior wall.
4. What are the expected liquidated damages rate per day?
There are no liquidated damages in this project.
5. Was the jobsite walk on August 26th mandatory?
No. However, it is highly recommended that you visit the site. It is the contractor's responsibility to verify site conditions.
6. Is this a prevailing wage job?
Yes, please see the wage determination attached in SAM.
7. Does FAR 52.204-7 apply to this project?
Yes. It can be found in the solicitation.

8. Specs reference an Architectural standing seam roofing system of preformed steel panels in the roofing specs, and all the details in the plans show hidden fastener standing seam roof details. However, the specs specifically call for an exposed fastener rib panel identical to the tuff-rib panel that Protech Steel sells. Please confirm if we are to use hidden fastener or exposed fasteners for this project.
Roof panels are exposed fastener panels - classic rib profile.
9. The specs have conflicting information. Does the government want Horizontal Louver Blinds (Horizontal Slats) or Cellular shades 2.01, A., 1.?
Window coverings are cellular shades.
