SPECIAL PROVISIONS

ROMBO CAMPGROUND SHORLINE

STABLIZATION PROJECT

GENERAL

This Section describes the work required as shown on the Drawings. The Technical Specifications applicable to each component of the project are referenced for convenience, though all applicable specifications for each item may not be included. Except for obvious errors, for any discrepancies between these Special Provisions and the Technical Specifications, the Special Provisions will govern.

DESCRIPTION OF INDIVIDUAL BASE BID ITEMS

The Base Bid work, methods of measurement, and methods of payment for each Bid Item are stated in this section. Some Drawings and Technical Specifications apply to all Bid Items. The contractor will complete all work under this Base Bid in accordance with the Drawings, Special Provisions, and Technical Specifications in their entirety. Estimated Quantities for each Bid Item are shown on the Bid Form. The contractor will comply with all applicable Federal and State laws, regulations, and requirements in performing the work.

Bid Item No. 1 – MOBILIZATION

Description: The contractor will perform all actions and operations necessary for the movement of personnel, equipment, supplies and incidentals to and from the project site, the establishment of all necessary facilities, obtaining required permits, bonds, and insurance, submitting and obtaining approval for all pre-construction submittals, royalties, and all other actions and operations which must be performed, or costs incurred, prior to beginning all work not described in this Bid Item. Details for mobilization are provided in the Technical Specifications.

Work Included:

1. Movement to and from the site of all personnel, equipment, supplies and incidentals necessary to complete the work;

2. Establishment of all facilities necessary for the work;

3. Obtain permits not provided by Owner, insurance, and bonding;

4. Provide, maintain, and remove sanitation facilities;

5. Provide, maintain, and remove trash receptacles;

6. Dispose all trash, garbage, and other waste materials generated by the contractor;

7. Repair all property damage caused by the contractor;

8. Clean up site;

9. All site reclamation; and

10. All other work which must be performed, or costs incurred, prior to beginning other elements of the work.

Measurement: No Measurement for Bid Item 1 – MOBILIZATION will be made.

Payment: Payment for Bid Item 1 – MOBILIZATION will be made according to the lump sum bid price on the Bid Form in the Contract Documents. Fifty percent (50%) payment for this Bid Item will be allowed once the contractor submits Bonds and Insurance Certificates, fully mobilizes to the site, and obtains approval for all submittals required prior to beginning the Work. Full payment for this Bid Item

will be allowed after the contractor completes the Work, completes final cleanup, and fully demobilizes equipment and materials.

Bid Item No. 2 – SITE PREPARATION, ENVIRONMENTAL CONTROLS, AND BMPS

Description: This Bid Item includes development, maintenance and reclamation of roads utilized to access the work areas. Details for work area access are provided in the Drawings and the Technical Specifications.

Work Included:

1. Modification of existing unimproved access roads;

2. Construction of temporary haul roads to access the streambank;

3. Maintenance of existing roads and temporary haul roads during construction;

4. Reclamation of temporary haul roads; and

5. All labor, tools, equipment, materials, and incidentals necessary to complete the work as specified.

Measurement: No measurement for Bid Item 2 – SITE PREPARATION, ENVIRONMENTAL CONTROLS, AND BMPS will be made.

Payment: Payment for Bid Item 2 - SITE PREPARATION, ENVIRONMENTAL CONTROLS, AND BMPS will be made according to the lump sum bid price on the Bid Form in the Contract Documents.

Bid Item No. 3 – FURNISH WOOD

Description: This Bid Item consists of harvesting and transporting wood needed for the project as shown on the Drawings. Tree and brush dimensions and quantities required for the project are provided on Sheet 4 in the Drawings and listed below.

The Contracting Officer will designate a location within 5 miles of the project site to obtain all wood. The contractor will cut or up-root whole live trees up to 12 inches in diameter. The contractor will cut limbs from trees larger than 3 inches in diameter. Allowable tree species are native conifers including douglas fir, western larch, ponderosa pine, lodgepole pine, Engelmann spruce, grand fir, subalpine fir, and rocky mountain juniper. The contractor shall harvest trees within nine months of use. The contractor shall minimize handling of trees to preserve bark, limbs, and root ball. Broken tree ends are acceptable and preferred for natural appearance. The contractor will stage material in neat piles by wood type at the designated staging area.

1. Furnishing wood needed for the Work as shown on the Drawings; and

2. All labor, tools, equipment, materials, royalties and incidentals necessary to complete the work.

Measurement: No measurement for Optional Bid Item 3 – FURNISH WOOD will be made.

Payment: Payment for Bid Item 3 – FURNISH WOOD will be made according to the lump sum bid price on the Bid Form in the Contract Documents.

Bid Item No. 4 – FURNISH ROCK

Description: This Bid Item consists of harvesting and transporting rock needed for streambank fill as shown on the Drawings. Rock gradation and quantities required for the project are provided on Sheet 4 in the Drawings and listed below.

*A minimum of 10% of material shall be retained on the 0.08 inch screen and a maximum of 20% of the material shall be retained on the screen.

Rock source will be the Rombo Pit located 1 mile from the project site. The contractor will excavate approximately 55 cy of material from the designated Rombo Pit collecting rock ranging from 12 inches in diameter to 0.08 inches. The contractor will mix the material to achieve a well graded 12 inch minus in accordance with the design rock gradation. The contractor shall minimize handling of the rock to avoid natural sorting and place within the designated staging area.

1. Furnishing streambank rock needed for the Work as shown on the Drawings; and

Measurement: No measurement for Optional Bid Item 4 – FURNISH ROCK will be made.

Bid Item No. 5 – CONSTRUCT AND DECOMMISION CLEARWATER DIVERSION

Description: This Bid Item includes water management for dewatering the work area, protecting aquatic resources and complying with permit conditions. Details for water management and work area isolation are provided in the Drawings and the Technical Specifications.

Work Included:

1. Construction of temporary coffer dam and bypass channel to isolate work areas;

2. Pumping operations to dewater work areas;

3. Coordination with others conducting fish salvage operations;

4. Water management activities required to comply with permit conditions; and

5. All labor, tools, equipment, materials, and incidentals necessary to complete the work as

Measurement: No measurement for Bid Item 5 – CONSTRUCT AND DECOMMISION CLEARWATER DIVERSION will be made.

Payment: Payment for Bid Item 5 - CONSTRUCT AND DECOMMISION CLEARWATER DIVERSION will be made according to the lump sum bid price on the Bid Form in the Contract Documents.

Bid Item No. 6 – EXCAVATE, HAUL, AND PLACE BACKFILL

Description: This Bid Item consists of excavating and transporting backfill needed for the project as shown on the Drawings. Backfill quantities required for the project are provided on Sheet 4 in the Drawings and listed below.

The contractor will excavate approximately 80 cy of general fill material from the designated Rombo Pit to reconstruct the floodplain adjacent to the bank structures. Contractor shall place, compact, and grade backfill to finished grade surface as shown on the Drawings. The contractor shall deliver the backfill and place within the designated staging area.

Work Included:

1. Furnishing backfill needed for the Work as shown on the Drawings; and

Measurement: No measurement for Bid Item 6 – EXCAVATE, HAUL, AND PLACE BANKFILL will be made.

Payment: Payment for Bid Item 6 – EXCAVATE, HAUL, AND PLACE BANKFILL will be made according to the cubic yard bid price on the Bid Form in the Contract Documents.

Bid Item No. 7 – CONSTRUCT LARGE WOOD STRUCTURES

Description: This Bid Item includes installation of two large wood bank structures along the right bank of the West Fork Bitterroot River adjacent to the Rombo Campground. Large wood structure installation includes placement of streambank fill, category 1 wood, category 2 wood, category 3 wood, and live

willow cuttings at the locations and grades identified in the Drawings. Details and specifications for large structure installation are provided in the Drawings. The contractor shall haul category 1 wood, category 2 wood, category 3 wood, and live vegetative cuttings from the designated staging areas to the points of installation. The contractor shall utilize rock achieving the streambank fill gradation to construct structure foundations. Subgrade excavation and foundation construction are incidental to this bid item. Water management for streambank structure installation is included in Bid Item 5. Category 1 wood, category 2 wood, category 3 wood, and vegetative cuttings will be harvested from locations designated by the Contracting Officer.

Work Included:

1. Hauling category 1 wood, category 2 wood, category 3 wood from the designated staging areas to the points of structure installation;

2. Placing design streambank fill to construct structure foundations;

3. Placing design streambank fill, category 1 wood, category 2 wood, category 3 wood, and vegetative cuttings in the river banks and backfilling in accordance with the Drawings and specified horizontal and vertical tolerances; and

4. All labor, tools, equipment, materials, and incidentals necessary to complete the work as

Measurement: Measurement for Bid Item 7 – CONSTRUCT LARGE WOOD STRUCTURES –will be by each structure installed, as measured by Contracting Officer.

Payment: Payment for Bid Item 7 – CONSTRUCT LARGE WOOD STRUCTURES – will be made according to the unit price per structure on the Bid Form in the Contract Documents.

Bid Item No. 8 – CONSTRUCT VEGETATED WOOD MATRIX BANK TREATMENT

Description: This Bid Item includes installation of approximately 240 linear feet of vegetated wood matrix streambank structure along the right bank of the West Fork Bitterroot River adjacent to the Rombo Campground. Streambank structure installation includes placement of streambank fill, category 2 wood, category 3 wood, and live willow cuttings at the locations and grades identified in the Drawings. Details and specifications for streambank structure installation are provided in the Drawings. The contractor shall haul category 2 wood, category 3 wood, and live vegetative cuttings from the designated staging areas to the points of installation. The contractor shall use rock achieving the streambank fill gradation to construct structure foundations. Subgrade excavation and foundation construction are incidental to this bid item. Water management for streambank structure installation is included in Bid Item 5. Category 2 wood, category 3 wood, and live willow cuttings will be harvested from locations designated by Contracting Officer.

Work Included:

1. Hauling medium wood, small wood and brush from the designated staging areas to the points of structure installation;

2. Placing design rock to construct structure foundations;

3. Placing design rock, category 2 wood, category 3 wood, and vegetative cuttings in the river banks and backfilling in accordance with the Drawings and specified horizontal and vertical tolerances;

and

Measurement: Measurement for Bid Item 8 – CONSTRUCT VEGETATED WOOD MATRIX BANK TREATMENT –will be by linear foot of structures installed, as measured by Contracting Officer.

Payment: Payment for Bid Item 8 – CONSTRUCT VEGETATED WOOD MATRIX BANK TREATMENT – will be made according to the unit price per linear foot on the Bid Form in the Contract Documents.

Bid Item No. 9 – CONSTRUCT WILLOW TRENCH

Description: This Bid Item includes installation of approximately 120 linear feet of willow trenches on the floodplain. Willow trench installation includes placement of live vegetative cuttings and category 3 wood at the locations identified in the Drawings. Details and specifications for willow and brush trench installation are provided in the Drawings. Contractor shall haul live willow cuttings and category 3 wood from the designated Project staging area to the points of installation. Contractor shall excavate a trench as shown on the Drawings. Contractor shall place willow cuttings and category 3 wood in the excavated trench and backfill the trench per the Drawings. Earthwork and grading for willow and category 3 wood trench installation are incidental to this bid item. Willow cuttings and category 3 wood will be harvested from locations designated by Contracting Officer.

Work Included:

1. Hauling live willow cuttings and category 3 wood from the designated project staging area to the points of installation.

2. Excavating the trench to subgrade elevations.

3. Placing willow cuttings and category 3 wood in the trench and backfilling in accordance with the

Drawings.

Measurement: Measurement for Bid Item 9 – CONSTRUCT WILLOW TRENCH will be by linear foot of willow brush trenches installed, as measured by Contracting Officer.

Payment: Payment for Bid Item 9 – CONSTRUCT WILLOW TRENCH will be made according to the unit price per linear foot on the Bid Form in the Contract Documents.

Bid Item No. 10 – COLLECT WILLOW CUTTINGS

Description: This Bid Item includes the collection of approximately 2,200 willow cuttings from willows stands designated by the Contracting Officer Contractor shall provide cuttings that are 6 feet to 8 feet in length, and between ¼ -inch and 1 inch in diameter at the base of the cuttings. Make all cuts with a sharp, clean tool to produce a clean, smooth cut and prevent disease transfer. Cuttings are dormant between leaf drop and bud expansion and may be collected after October 15. No more than 10% of any plant may be harvested.

The Contracting Officer will flag specific cutting collection areas and plants and the most accessible stands with suitable material will be identified. Contracting Officer may show Contractor examples of suitable cuttings and demonstrate harvest methods. Contractor should expect that willows to be collected for cuttings may be growing in standing water. Collect cuttings in quantities shown and specified on the Drawings. Bundle cuttings in groups of 50. Handle and transport cuttings so they remain moist, shaded, and cool at all times.

Place cuttings in standing water by the staging area immediately upon cutting, and cover with moist burlap or other shade cloth the entire time they are held in the staging area. Do not store cuttings at the staging area(s) for more than one week before installation.

Work Included:

1. Collect and bundle cuttings.

2. Designate and construct the cuttings staging area(s).

3. Transport cuttings to the staging area(s).

4. Provide all labor, tools, equipment, materials, and incidentals necessary to complete the Work as

Measurement: Measurement for Bid Item 10 – COLLECT WILLOW CUTTINGS will be by number of willows delivered and installed, as measured by Contracting Officer.

Payment: Payment for Bid Item 10 – COLLECT WILLOW CUTTINGS will be made according to the unit price per willow on the Bid Form in the Contract Documents.

Bid Item No. 11 – SEEDING AND SITE RECLAMATION

Description: This Bid Item includes application of seed to floodplain and reclamation areas designated in the Drawings. Seed will be applied using the broadcast method where seed is spread on the soil surface.

Work Included:

1. Broadcast seed designated floodplain and reclamation areas with seed mixes designated by the Contracting Officer.

2. All labor, tools, equipment, and incidentals necessary to complete the Work as specified.

Measurement: Measurement for Bid Item 11 – SEEDING AND SITE RECLAMATION will be by the acre seeded, as measured by Contracting Officer.

Payment: Payment for Bid Item 11 – SEEDING AND SITE RECLAMATION will be made according to the unit price per acre on the Bid Form in the Contract Documents.
