Section C - Description/Specifications/Statement of Work

GENERAL SPECIFICATIONS

Stockmore Building Renovation - 2026

1.1 SCOPE OF CONTRACT

A. BASE - This project is renovation work at the Forest Service Stockmore Building. Work includes window installations, exterior door installations, door hardware installations on the 2 garage closet doors, demolition work, electrical work, and remodeling work in 2 restrooms.

B. OPTION #1 – Option #1 work includes the preparation, priming and painting of interior walls, ceilings, wood trim and doors.

C. OPTION #2 – Option #2 work includes the installation of waterproof LVP flooring and rubber wall base in offices, halls and restrooms. LVP flooring shall be installed over existing tile flooring.

D. OPTION #3 – Option #3 – Work includes providing and installing a water fountain in the garage to replace the original water fountain.

E. Contractor shall visit the site to assess the locations and condition of the building and the location of the utilities

F. Quantities associated with these options are identified in the Schedule of Items.

1.2 PROJECT LOCATION

A. The project is located in the Duchesne Ranger District of the Ashley National Forest, Duchesne County, Utah. It is located at 44304 N Fork Road in the city of Hanna in Utah, 84031. The project may be accessed from State Highway 35 and North Fork Road.

1.3 SITE INFORMATION AND LIMITATIONS

A. The following site conditions are considered incidental to the contract, and the contractor will not be paid directly for any of the following items:

1.5 WORK CAMPS, STAGING AND STORAGE AREAS

B. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers on site.

C. No overnight camping will be allowed on site unless approved by District Ranger.

1.4 INSPECTION OF WORKSITE

A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

A. Summer/Fall 2026

1.6 CONTRACT TIME

A. Base Bid: 91 Calendar Days

1.7 SITE VISIT

A. A site visit will be held on July 29, 2026 at 12:00 pm Mountain time at the Stockmore Guard Station. The address of the Stockmore Guard Station is 44304 N. Fork Rd, Hanna, UT 84031. Please email Cathleen Christensen if have any questions or concerns at cathleen.christensen@usda.gov.

1.8 SPECIFICATIONS

A. The following specifications are attached. Some sections in the schedule of items refer to other sections not listed and are subsidiary to or are included in payment for other pay items in this contract. These items are considered incidental and no additional compensation will be made.

SECTION 011900 - MOBILIZATION

PART 2 - GENERAL

2.1 SUMMARY

A. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.

2.2 MEASUREMENT AND PAYMENT

A. The measurement shall be lump sum for mobilization. Payment shall be as follows:

1. Bond premiums will be reimbursed after receipt of the evidence of payment.

2. 50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums.

3. Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums.

4. Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance.

5. Progress payments for mobilization and preparatory work shall be subject to retainage.

SECTION 017320 - SELECTIVE DEMOLITION

PART 5 - GENERAL

5.1 SUMMARY

A. This Section includes demolition and removal of the following:

1. Selected portions of a building.

2. Repair procedures for selective demolition operations.

5.2 DEFINITIONS

A. Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.

B. Remove and Salvage: Detach items from existing construction and deliver them to Government.

C. Remove and Reinstall: Detach items from existing construction, prepare them for reuse, and reinstall them where indicated.

D. Existing to Remain: Existing items of construction that are not to be removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

5.3 MATERIALS OWNERSHIP

A. Except for items or materials indicated to be reused, salvaged, reinstalled, or otherwise indicated to remain Government property, demolished materials shall become Contractor's property and shall be removed from Project site.

5.4 SUBMITTALS

A. Schedule of Selective Demolition Activities: Indicate detailed sequence of selective demolition and removal work, with starting and ending dates for each activity, including interruption of utility services.

B. Waste Manifests for materials deemed hazardous by the State of Utah including refrigerant and fluorescent lights.

5.5 QUALITY ASSURANCE

A. Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.

B. Standards: Comply with ANSI A10.6 and NFPA 241.

C. Pre-demolition Conference: Conduct conference at Project site with contractor, subcontractors and Contracting Officer’s Representative.

5.6 PROJECT CONDITIONS

A. Conduct selective demolition so Government operations will not be disrupted. Provide not less than 72 hours' notice to CO of activities that will affect Government operations.

B. Maintain access to existing building amenities, pathways, and other adjacent occupied or used facilities.

1. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the COR.

C. Government assumes no responsibility for condition of areas to be selectively demolished.

1. Conditions existing at time of inspection for bidding purposes will be maintained by Government as far as practical.

D. Hazardous Materials, Salvage for reuse

1. 4-foot fluorescent light tubes: Throughout building.

E. Storage or sale of removed items or materials on-site will not be permitted.

5.7 MEASUREMENT AND PAYMENT

A. There will be separate measurement or payment for work in this section. Payment will be included at the contract unit price for items shown on the Schedule of Items.

PART 6 - PRODUCTS

6.1 REPAIR MATERIALS

A. Use repair materials identical to existing materials.

1. If identical materials are unavailable or cannot be used for exposed surfaces, use materials that visually fully match existing adjacent surfaces possible.

2. Use materials whose installed performance equal or surpasses that of existing materials.

PART 7 - EXECUTION

7.1 EXAMINATION

A. Verify that utilities have been disconnected and capped.

B. Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

C. When unanticipated mechanical, electrical, or structural elements that conflict with intended function or design are encountered, investigate and measure the nature and extent of conflict. Promptly submit a written report to CO.

7.2 PREPARATION

A. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

1. Do not close or obstruct roads, without permission from CO. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations.

2. Erect temporary protection, such as walks, fences, railings, canopies, and covered passageways, where required by authorities having jurisdiction.

3. Protect existing site improvements, appurtenances, and landscaping to remain.

B. Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.

C. Temporary Enclosures: Provide temporary enclosures for protection of existing buildings and construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities. Provide temporary weathertight enclosure for building exterior.

7.3 POLLUTION CONTROLS

A. Dust Control: Use temporary enclosures, and other suitable methods to limit spread of dust and dirt. Comply with governing environmental-protection regulations.

B. Disposal: Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.

1. Remove debris from elevated portions of building by chute, hoist, or other device that will convey debris to grade level in a controlled descent.

C. Cleaning: Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.

7.4 SELECTIVE DEMOLITION

A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations.

1. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.

2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

3. Do not use cutting torches until work area is cleared of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain portable fire-suppression devices during flame-cutting operations.

4. Locate selective demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.

5. Use cardboard or a drum to store fluorescent lighting to prevent breakage. Label the container clearly as ““Universal Waste Mercury-Containing Lamp(s)”

6. Demo condensing units and drinking fountain in a manner that will not release refrigerant.

7. Dispose of universal hazardous waste as required by EPA and State laws. A disposal site is listed above.

B. Removed and Reinstalled Items:

1. Clean and repair items to functional condition adequate for intended reuse. Paint equipment to match new equipment.

2. Pack or crate items after cleaning and repairing. Identify contents of containers.

3. Protect items from damage during transport and storage.

4. Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.

C. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by CO, items may be removed to a suitable, protected storage location during selective demolition and cleaned and reinstalled in their original locations after selective demolition operations are complete.

7.5 PATCHING AND REPAIRS

A. General: Promptly repair damage to adjacent construction caused by selective demolition operations.

B. Repairs: Where repairs to existing surfaces are required, patch to produce surfaces suitable for new materials.

1. Completely fill holes and depressions in existing masonry walls that are to remain with an approved masonry patching material applied according to manufacturer's written recommendations.

C. Finishes: Restore exposed finishes of patched areas and extend restoration into adjoining construction in a manner that eliminates evidence of patching and refinishing.

D. Floors and Walls: Where walls or partitions that are demolished extend one finished area into another, patch and repair floor and wall surfaces in the new space. Provide an even surface of uniform finish color, texture, and appearance. Remove existing floor and wall coverings and replace with new materials, if necessary, to achieve uniform color and appearance.

E. Ceilings: Patch and repair existing ceilings as necessary to provide an even-plane surface of uniform appearance.

7.6 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site.

B. Dispose of universal hazardous waste as required above.

C. Burning: Do not burn demolished materials.

D. Disposal: Transport demolished materials off Government property and legally dispose of them.

SECTION 081113 - HOLLOW METAL DOORS AND FRAMES

PART 8 - GENERAL

8.1 SUMMARY

A. Section includes hollow-metal work.

8.2 DEFINITIONS

A. Minimum Thickness: Minimum thickness of base metal without coatings according to NAAMM-HMMA 803 or SDI A250.8.

8.3 ACTION SUBMITTALS

A. Product Data: For each type of product.

B. Shop Drawings: Include elevations, door edge details, frame profiles, metal thicknesses, preparations for hardware, and other details.

8.4 INFORMATIONAL SUBMITTALS

A. Product test reports.

8.5 MEASUREMENT AND PAYMENT

A. Separate payment will be made for the work included under this section listed in the Schedule of Items.

PART 9 - PRODUCTS

9.1 MANUFACTURERS

A. Manufacturers: Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to the following:

1. Ceco Door; ASSA ABLOY.

2. DKS Steel Door & Frame Systems, Inc.

3. Mesker Door Inc.

4. Pioneer Industries.

5. Rocky Mountain Metals, Inc.

6. Steelcraft; an Allegion brand.

9.2 REGULATORY REQUIREMENTS

A. Fire-Rated Assemblies: Complying with NFPA 80 and listed and labeled by a qualified testing agency acceptable to authorities having jurisdiction for fire-protection ratings indicated, based on testing at positive pressure according to NFPA 252 or UL 10C.

1. Smoke- and Draft-Control Assemblies: Provide an assembly with gaskets listed and labeled for smoke and draft control by a qualified testing agency acceptable to authorities having jurisdiction, based on testing according to UL 1784 and installed in compliance with NFPA 105.

B. Fire-Rated, Borrowed-Lite Assemblies: Complying with NFPA 80 and listed and labeled by a testing and inspecting agency acceptable to authorities having jurisdiction for fire-protection ratings indicated, based on testing according to NFPA 257 or UL 9.

9.3 INTERIOR DOORS AND FRAMES

A. Heavy-Duty Frames: SDI A250.8, Level 2. At locations indicated in the Door and Frame Schedule.

1. Physical Performance: Level B according to SDI A250.4.

9.5 BORROWED LITES

A. Hollow-metal frames of uncoated steel sheet, minimum thickness of 0.053 inch.

B. Construction: Full profile welded.

9.6 FRAME ANCHORS

A. Jamb Anchors:

1. Stud-Wall Type: Designed to engage stud, welded to back frames; not less than

0.042 inch thick.

2. Compression Type for Drywall Slip-on Frames: Adjustable compression anchors.

B. Floor Anchors: Formed from same material as frames, minimum thickness of 0.042 inch, and as follows:

1. Monolithic Concrete Slabs: Clip-type anchors, with two holes to receive fasteners.

2. Separate Topping Concrete Slabs: Adjustable-type anchors with extension clips, allowing not less than 2-inch height adjustment. Terminate bottom of frames at finish floor surface.

9.7 MATERIALS

A. Cold-Rolled Steel Sheet: ASTM A 1008/A 1008M, Commercial Steel (CS), Type B;

suitable for exposed applications.

B. Hot-Rolled Steel Sheet: ASTM A 1011/A 1011M, Commercial Steel (CS), Type B; free of scale, pitting, or surface defects; pickled and oiled.

C. Metallic-Coated Steel Sheet: ASTM A 653/A 653M, Commercial Steel (CS), Type B.

D. Frame Anchors: ASTM A 879/A 879M, Commercial Steel (CS), 04Z (12G) coating designation; mill phosphatized.

1. For anchors built into exterior walls, steel sheet complying with ASTM A 1008/A 1008M or ASTM A 1011/A 1011M, hot-dip galvanized according to ASTM A 153/A 153M, Class B.

E. Inserts, Bolts, and Fasteners: Hot-dip galvanized according to ASTM A 153/A 153M.

F. Power-Actuated Fasteners in Concrete: From corrosion-resistant materials.

G. Grout: ASTM C 476, except with a maximum slump of 4 inches (102 mm), as measured according to ASTM C 143/C 143M.

H. Mineral-Fiber Insulation: ASTM C 665, Type I (blankets without membrane facing).

I. Glazing: Section 088000 "Glazing."

9.8 FABRICATION

A. Fabricate hollow-metal work to be rigid and free of defects, warp, or buckle. Accurately form metal to required sizes and profiles, with minimum radius for metal thickness.

Where practical, fit and assemble units in manufacturer's plant. To ensure proper assembly at Project site, clearly identify work that cannot be permanently factory assembled before shipment.

B. Hollow-Metal Doors:

1. Exterior Doors: Provide weep-hole openings in bottoms of exterior doors to permit moisture to escape. Seal joints in top edges of doors against water penetration.

C. Hollow-Metal Frames: Where frames are fabricated in sections due to shipping or handling limitations, provide alignment plates or angles at each joint, fabricated of same thickness metal as frames.

1. Provide countersunk, flat- or oval-head exposed screws and bolts for exposed fasteners unless otherwise indicated.

2. Floor Anchors: Weld anchors to bottoms of jambs with at least four spot welds per anchor; however, for slip-on drywall frames, provide anchor clips or countersunk holes at bottoms of jambs.

3. Jamb Anchors: Provide number and spacing of anchors as follows:

a. Stud-Wall Type: Locate anchors not more than 18 inches (457 mm) from top and bottom of frame. Space anchors not more than 32 inches (813 mm) o.c.

and as follows:

1) Three anchors per jamb up to 60 inches (1524 mm) high.

2) Four anchors per jamb from 60 to 90 inches (1524 to 2286 mm) high.

b. Compression Type: Not less than two anchors in each frame.

4. Door Silencers: Except on weather-stripped frames, drill stops to receive door silencers.

a. Single-Door Frames: Drill stop in strike jamb to receive three door silencers.

b. Double-Door Frames: Drill stop in head jamb to receive two door silencers.

D. Hardware Preparation: Factory prepare hollow-metal work to receive templated mortised hardware; include cutouts, reinforcement, mortising, drilling, and tapping according to SDI A250.6, the Door Hardware Schedule, and templates.

1. Reinforce doors and frames to receive nontemplated, mortised, and surface-mounted door hardware.

2. Comply with applicable requirements in SDI A250.6 and BHMA A156.115 for preparation of hollow-metal work for hardware.

E. Stops and Moldings: Provide stops and moldings around glazed lites and louvers where indicated. Form corners of stops and moldings with butted or mitered hairline joints.

1. Single Glazed Lites: Provide fixed stops and moldings welded on secure side of hollow-metal work.

2. Multiple Glazed Lites: Provide fixed and removable stops and moldings so that each glazed lite is capable of being removed independently.

3. Provide fixed frame moldings on outside of exterior and on secure side of interior doors and frames.

4. Provide loose stops and moldings on inside of hollow-metal work.

5. Coordinate rabbet width between fixed and removable stops with glazing and installation types indicated.

9.9 STEEL FINISHES

A. Prime Finish: Clean, pretreat, and apply manufacturer's standard primer.

1. Shop Primer: SDI A250.10.

PART 10 - EXECUTION

10.1 INSTALLATION

A. Hollow-Metal Frames: Install hollow-metal frames for doors, borrowed lites, and other openings, of size and profile indicated. Comply with SDI A250.11 or NAAMM- HMMA 840 as required by standards specified.

1. Set frames accurately in position; plumbed, aligned, and braced securely until permanent anchors are set. After wall construction is complete, remove temporary braces, leaving surfaces smooth and undamaged.

a. At fire-rated openings, install frames according to NFPA 80.

b. Where frames are fabricated in sections because of shipping or handling limitations, field splice at approved locations by welding face joint continuously; grind, fill, dress, and make splice smooth, flush, and invisible on exposed faces.

c. Install frames with removable stops located on secure side of opening.

d. Install door silencers in frames before grouting.

e. Remove temporary braces necessary for installation only after frames have been properly set and secured.

f. Check plumb, square, and twist of frames as walls are constructed. Shim as necessary to comply with installation tolerances.

g. Field apply bituminous coating to backs of frames that will be filled with grout containing antifreezing agents.

2. Floor Anchors: Provide floor anchors for each jamb and mullion that extends to floor, and secure with postinstalled expansion anchors.

a. Floor anchors may be set with power-actuated fasteners instead of postinstalled expansion anchors if so indicated and approved on Shop Drawings.

3. In-Place Metal or Wood-Stud Partitions: Secure slip-on drywall frames in place according to manufacturer's written instructions.

4. Installation Tolerances: Adjust hollow-metal door frames for squareness, alignment, twist, and plumb to the following tolerances:

1. Notify Contracting Officer no fewer than [seven] <Insert number> days in advance of proposed interruption of electrical service.

2. Do not proceed with interruption of electrical service without Contracting Officers written permission.

3. Coordinate interruption with systems impacted by outage including, but not limited to, the following:

a. Exercising generators.

b. Emergency lighting.

c. Elevators.

d. Fire-alarm systems.

21.4 QUALITY ASSURANCE

A. The installation shall conform to the latest edition (based on published year) of the National Electrical Code (NFPA 70) and to the requirements specified herein.

1. When conflicting with locally adopted electrical code, the most stringent shall apply.

B. The Contractor shall perform all work necessary and required to accomplish the task as detailed on the drawings and discussed in the installation notes. All work shall be done by a state licensed electrician.

C. Electrical equipment, general: Listed and labeled in accordance with NFPA 70, by qualified electrical testing laboratory recognized by authorities having jurisdiction, and marked for intended location and application.

21.5 SUBMITTALS

A. Product Data:

1. For any substitutions for equipment referred to by name in Division 26 specifications or the drawings submitted and approved before installation. See Article 2.1.
