About this file
This is a Request for Information (RFI) Questions and Answers document for solicitation 1240LT26Q0106, addressing inquiries from potential bidders regarding the GAOA Kents Lake Campground Reconstruction Project at Fishlake National Forest in Utah. The RFI comprises 77 questions and answers clarifying technical specifications, project scope, scheduling, logistics, bonding requirements, and administrative details for this federal construction project on Forest Service land.
Key project clarifications include: 18-inch galvanized CMP quantity of 120 linear feet (corrected from 530 LF); 24-inch galvanized CMP quantity of 470 linear feet (corrected from 520 LF); 31 unit markers (corrected from 30); and 16 regulatory/directional aluminum signs (corrected from 15). The project encompasses a 150-day base contract period plus 45-day optional period, with flexible scheduling determined during award negotiations; winter weather shutdowns will not count against contract time. The site is accessible via State Route 153 from Junction, Utah (approximately 45-minute drive), with potential timber salvage traffic on access roads. Construction water is available from Kents Lake with no permits or fees required. The campground will remain closed during construction, with access normally available beginning early June. Bid guarantees, performance bonds, and payment bonds are each calculated at percentages specified in the solicitation (20% for bid guarantee; 100% for performance and payment bonds), and small business prime contractors must perform 15% of work with material costs excluded from subcontracting calculations. The document addresses material sourcing (commercial source for rocks; existing fence salvage and reinstallation required; shade structure 24' x 24' with manufacturer-designed footings), site staging (no cost for trailer parking; staging area available 0.25 mile up Kents Lake Road with no utilities), and specific technical requirements for water systems, landscaping, utilities, and site furnishings.

GAOA Kents Lk. CG Reconstruction Fishlake National Forest
RFI #1 – I see there is a pre-bid site visit on this project. Is the site visit mandatory or encouraged?
The site visit is not mandatory.
RFI #2 – How long of a drive is it from Junction, UT to the site visit at Kents Lake Campground traveling on the road indicated on attachment 6?
Approximately 45 minutes.
RFI #3 – Google Maps says that the back road (#153) is closed currently. Will it be open by September 6?
The route is currently open.
RFI#4 - The Schedule of Items lists 530 LF of 18-inch galvanized CMP. Drawing R18 culvert table identifies 120 LF total for the listed 18-inch culverts (2 = 40 LF, #3 = 30 LF, and #10 = 50 LF). Please confirm the required bid and installation quantity. If 530 LF is correct, please identify the locations and/or stationing for the remaining 410 LF.
120’ is the correct total.
RFI#5 - The Schedule of Items lists 520 LF of 24-inch galvanized CMP, while Drawing R18 culvert table totals 490 LF. Please confirm the required bid and installation quantity and identify the location and/or stationing of the additional 30 LF if 520 LF is correct.
470’ is the correct total.
RFI#6 - The Schedule of Items includes separate 311000 Clearing & Grubbing items, while other contract provisions indicate clearing/grubbing and excavation/embankment associated with site preparation may be paid under 312100. Please clarify the intended payment allocation and confirm whether the 311000 items are additional to, or included within, the 312100 Site Preparation and Grading items.
Clearing and grubbing the entire site will be paid with the 31100 spec. The project site prep and grading will be paid under the 312000 spec and not include the clearing and grubbing.
RFI#7 - The Schedule of Items lists 30-unit markers. The family-unit quantities total 31 units (23 single aggregate, 6 single concrete, and 2 double aggregate). Please confirm whether 30-unit markers is the correct contract quantity and, if so, identify the family unit that does not receive a marker.
31 each is the correct total.
RFI #8 - The drawings indicate an existing cattle guard to remain in one location and a cattle guard relocation/reinstallation in another. Please identify the exact cattle guard to be relocated and reinstalled and confirm whether the drawings depict two separate existing cattle guards or a single cattle guard affected by the work.
There are two separate existing cattle guards. The cattle guard to be relocated is at the campground entrance, shown on DE3. It will be reinstalled in roughly the same area but will match the new alignment of the entrance road. The cattle guard to remain in place is located on the road to the day use area, DE2.
RFI #9 - Section 221100 addresses payment for the Water Distribution System/pipeline, but a separate 221100 base-bid pay item does not appear in the Schedule of Items. Please confirm under which Schedule of Items line item(s) the base-bid 2-inch HDPE piping, fittings, trenching, connections, pipe-zone/special bedding, testing, flushing, and disinfection are to be priced and paid.
This line item has now been included; a new SOI was incorporated via amendment 0002.
RFI # 10 - Please identify any mandatory seasonal shutdown periods, inactive dates, winter restrictions, access closures, wildlife/resource restrictions, or other dates during which contract work cannot be performed. Please also confirm whether any such restricted or inactive periods count against the 150-day base contract time and/or the 45-day option contract time.
There may be a shutdown period during Winter months, when construction is impractical. However, restricted or inactive periods due to weather or acts of God, will not count against contract performance period.
RFI #11 - The Schedule of Items lists 15 regulatory/directional aluminum signs. The quantities shown in the Drawing D15 sign list total 16 signs (2 + 4 + 1 + 1 + 5 + 1 + 1 + 1). Please confirm the required contract quantity. If 15 is correct, please identify which sign shown on Drawing D15 is excluded from the Schedule of Items quantity.
16 each is the correct total.
RFI #12 - The specifications indicate that contractor work trailers or housing trailers may be staged on site with written Contracting Officer approval. Please identify whether an area at or near the project may be approved for B&B employee housing trailers/RVs and clarify applicable requirements for occupancy, generators/power, potable water, sewage/wastewater disposal, parking, fire prevention, and duration of use.
Approximately ¼ mile up the Kents Lake Road, the contractor may use an existing staging area, which is situated just at the base of Upper Kents Lake Reservoir. There is no power, potable water, or sewage disposal there. Fire prevention precautions would need to be implemented as delineated in the contract package. The contractor may use the area while construction activities are taking place.
RFI #13- The contract documents indicate that construction water is not normally available at the project site. Please identify any Government-approved or nearby water source that may be used for construction, compaction, dust control, testing/flushing, and related work. Please identify any required permits, permissions, metering, fees, withdrawal limitations, or access restrictions associated with that source.
The contractor may take water out of Kents Lake. No permits, metering, fees, withdrawal limitations or access restrictions apply.
RFI #14 - Past Performance – Foreign/Affiliated Company The solicitation requires three similar projects completed by the firm within the last three years. Would a substantially similar commercial construction project completed in Brazil by an affiliated company of the Offeror qualify as one of the three required past performance projects, provided that the project was performed by substantially the same ownership and management team?
Please see the details in the solicitation under Non-Price Factor 2 Past Performance.
RFI #15 - Past Performance – U.S. Projects Would the following types of projects be considered acceptable as similar past performance for this solicitation:
a) a $550,000 commercial design-build construction project completed in the United States; and
b) a $400,000 residential construction/renovation project completed in the United States?
Please see the details in the solicitation under Non-Price Factor 2 Past Performance.
RFI #16 - Bid Guarantee Amount The solicitation states that the Bid Guarantee shall be 20 percent of the bid price.
Please confirm whether the required Bid Guarantee is calculated as 20% of the total proposed contract amount and clarify whether optional bid items are included in this calculation.
The bid guarantee is 20% of the bid price. The offeror shall bid all items listed on the SOI to be considered responsive.
RFI #17 - Performance and Payment Bonds Please confirm the required amount for the Performance Bond and Payment Bond under this solicitation. Are both bonds required to be 100% of the awarded contract price?
Are there any circumstances under which a different percentage or amount would be accepted?
The performance and payment bonds shall be 100% of the offered price.
RFI #18 - Acceptable Bid Guarantee Forms In addition to a Standard Form 24 Bid Bond, would the Government accept any of the alternative forms of bid guarantee identified in FAR 52.228-1 for this solicitation, such as an irrevocable letter of credit or cashier's/certified check?
The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.
RFI #19 - Limitations on Subcontracting Please confirm how the Government will apply FAR 52.219-14 to this solicitation, including the percentage of contract performance that must be performed by the prime small business contractor and whether material costs are excluded from the calculation.
The prime must perform ≥15% of the work, and material costs do not count toward the subcontracting percentage.
RFI #20 - Option Items and Bonding Are the optional bid items included in the contract amount for purposes of calculating the required Bid Guarantee, Performance Bond, and Payment Bond, or are the bonds calculated based only on the base contract award amount?
See RFI #17.
RFI #21 - Affiliated Company Experience If the Offeror submits a project completed by an affiliated company under common ownership and management, what documentation would the Government require in order to credit that project toward the three-project past performance requirement?
Name and location of the project;
• Project Point of Contact’s name, phone number, email address; Total cost of the project;
• A brief narrative of the project (include size, i.e. acres, square feet; date of start, and completion or anticipated completion date).
RFI #22 - Estimated Contract Value The solicitation identifies the magnitude of the requirement as between $1,000,000 and $5,000,000. Is the Government able to provide a more specific estimated price range or Independent Government Estimate (IGE) for this project?
No
RFI #23 - Can you tell me if this is a federal project? Is it on federal property? Will contractor licenses from other states be acceptable or will this require a WY license?
This is a federal project on federal land. The contractor will have to determine what licenses; permits are needed and what is valid within the state.
RFI #24 - Am I to understand that during the design process you do not know who the utility companies are or how they plan to deal with this project? Water, electrical, or others? I also see the electrical will need to be designed. That will push the start of this project out a bit. We will not be able to start Oct. 1st as it is already mid-September.
The existing water system and host’s septic system are owned by the USFS. No electrical design will be necessary.
RFI #25 - Will the State help out with grading the switchbacks coming up State Route 153 due to the additional heavy equipment and loads that will be coming up due to this project?
UDOT has indicated it has increased maintenance operations on the Junction side of SR #153 due to additional heavy truck traffic due to current logging operations and the Eagle Point Ski Area reconstruction. This additional maintenance effort will continue through next summer. This is not a guarantee that the state will help with the grading of the switchbacks.
RFI #26 - What is the magnitude of this project?
Please see page one of the solicitation.
RFI #27 - When can work begin on this project?
The scheduling of the work will be determined during the submittal process with the awardee.
RFI #28 - Will time count towards the project during a shutdown due to winter conditions?
See RFI #10
RFI #29 - Will there be water available for what will be necessary for construction activities?
Yes, water may be taken out of Kent's Lake. The Forest Service has water rights to accommodate use for construction activities.
RFI #30 - May RVs or similar equipment park in Kent Lake Campground during construction?
Yes, however, any other staging activity should take place about 1/4 mile up the road just below Upper Kent's Lake not too far from the Kent’s Lake campground.
RFI #31 - Will the Kents Lake Campground be closed the whole-time construction is taking place?
Yes
RFI #32 - Will the potable drinking water system be on during construction?
Not this year, but it will be turned on next summer.
RFI #33 - Will timber salvaging activities be taking place on the access into Kent's Lake next year?
Yes, there will be some timber salvage related traffic on that access.
RFI #34 - Is an SWPPP required?
Yes, as part of obtaining an NPDS permit, which is required, an SWPPP will be required as well.
RFI #35 - What is the CORs phone number?
Will be provided upon contract award.
RFI #36 - How will the requirement to disinfect the water system be able to be executed?
Will be able to coordinate with Beaver District personnel to get it completed.
RFI #37 - When will there be access into the Campground next spring?
Normally, about the beginning part of June. It may be earlier, depending on snowfall.
RFI #38 - The issue with ready-mixed concrete delivery time was brought up. This could be more of a challenge if access is only from the Junction side.
UDOT indicated they would allow concrete trucks from the Beaver side of SR #153. The contractor is responsible for assessing and determining the best way to access the site with the concrete trucks.
RFI #39 - The issue regarding some of the existing sharper turns on the Kents Lake Road, possibly being too tight for longer trucks, was raised.
If the road becomes impassible due to an act of God, the USFS will do what it can to reopen the access but USFS cannot widen switchbacks.
RFI #40 - Will dust control efforts be necessary?
No
RFI #41 - Is there a place near the work site where dirt, rock, wood, and/or vegetation can be disposed of?
Yes, there is a site about 0.6 of a mile down Kents Lake Road where this material may be disposed. The site is approximately 150 yds off Kents Lake Road. Material must be deposited away from dispersed camping activity and pushed off, down an embankment.
RFI #42 –Per sheet D2 it says to remove existing concrete slab and restroom vault. Question: Has waste material been removed?
Old toilet has been removed. Slab and vault remain.
RFI #43 –For the Shade Structure can you please provide drawings, so we can bid it apples to apples.
The USFS design team over this project does not have the capability to provide this information. The Shade Structure needs to meet the requirements described in Section 136000. These requirements remain consistent with each bid.
RFI #44 – On sheet-S2 There is a statement that says, “Existing restroom fill up to floor elevation with waste material?” Does that mean that all the restroom’s waste material needs to be empty?
The existing ground elevation around the outside of the restroom has subsided and eroded. The statement means to bring the existing ground elevation up level with the floor elevation using material that is generated from other areas of the project that would otherwise be wasted.
RFI #45 – Need clarification on sheet D12 “Note”: Item 8 states that Utility Tables shall be Government Furnished. Is that only furnishing the Government is providing?
The Government will not provide the Utility Tables. These shall be furnished by the Contractor.
RFI #46- For the wood fence, can the timbers be nominal size or must they be actual size?
The post’s actual diameter shall at least be the average of the diameter annotated on Sheet D17. The rails’ actual diameter shall be at least the minimum annotated on Sheet D17.
RFI #47 - Amendments 2/ Per C05a RFI QA 1240LT26Q0106 ---Item - RFI# 10 Answer states “There may be a shutdown period during Winter months, when construction is impractical. However, restricted or inactive periods due to weather or acts of God, will not count against contract performance period.”
So, my question, should we include in our proposal to add cost to demobilize and to remobilize.
The government will not tell a potential offeror how to price the proposal.
RFI #48 – Please confirm if access to the site is or inaccessible the contract will be modified to accommodate the time; we cannot access the site.
The site is not blocked or inaccessible. Once a Notice to Proceed is issued, the USFS will unlock the gate. During winter, the site may become inaccessible.
RFI #49 – Please confirm the general contractor needs to include taxes in our proposal.
That is confirmed.
RFI #50 – Please confirm if there is a cost to using the campground for our trailers.
No cost.
RFI #51 – Issue. The Schedule of Items requires 90 Government-furnished rocks salvaged on site and 80 rocks from a commercial source. Section 322205 instead describes payment for rocks from a Government source and identifies the Gates Lake Pit, without defining a commercial-source category. Question. Please confirm the source and payment basis for item 322205-2. If the 80 rocks must come from a commercial source, delete or clarify the Gates Lake Pit reference and confirm that purchase, loading, hauling, permits, and royalties are included. If the Gates Lake Pit is to be used, provide access and material-removal requirements
The Gates Lake Pit reference is an error. Please delete that reference. The source for rocks under payment line item 32205-2 shall be a commercial source and all costs associated with the installation of said rocks shall be included.
RFI #52 - Issue. The Scope, Section 136000, and Schedule of Items identify a 24-foot by 24-foot shade structure. Drawing D10 calls for a 25-foot by 25-foot steel shade structure on the 25-foot by 25-foot slab. Question. Please confirm the required shade-structure footprint and revise the conflicting document. If the structure is 24 feet by 24 feet, provide the required edge offsets and footing layout on the 25-foot by 25-foot slab.
The shade structure shall be 24’ x 24’. The footings shall be of the size recommended by the manufacturer. The design of said footings should consider the existence of the 25’ x 25’ slab.
RFI #53 - Where will salvaged items be placed for salvage?
On the other side of Kents Lake Road opposite Kents Lake CG entrance.
RFI #54 - It was stated at the site visit that site furnishing will be salvaged. Please clarify how much will be salvaged and what items.
All the existing expanded metal picnic tables, half of the existing fire rings, and half of the utility tables.
RFI #55 - Will there be a cost for the contractor to stage trailers on site?
No.
RFI #56 - Will this work be started this fall and continue through the winter, or will this project be shut down when winter hits and continue in the spring?
Either scenario could take place.
RFI #58 - Sheet D9 note indicates camp site 27 is to have a concrete pad similar to Accessible sites but this is not called out to be an accessible site. Please clarify.
This is an error. It should read Site 28 and that site should have been called out to be a concrete family unit on Sheet S3.
RFI #59 – The solicitation states the table must meet ADA requirements. The model listed does not. Some have requested extending the top to make the model Pilot Rock’s XT/CW-8VW, and a couple of contractors have requested WXT/cw-8vw, which is the same as the XT except it has wheelchair accessibility on the ends.
The Pilot Rock Model XT/CW-8VW or approved equal, shall satisfy the requirement.
RFI #60 - 2-inch HDPE Waterline Pay Item: Drawing W1 shows several sections of new 2-inch HDPE waterline, including approximately 180 LF, 30 LF, 25 LF, 35 LF, and 10 LF. Specification 221100 states that buried waterline is paid separately by linear foot; however, the Schedule of Items does not appear to contain a 221100 waterline pay item. Please confirm under which Schedule of Items line item the new 2-inch HDPE waterline, trenching, bedding, fittings, connections, testing, and disinfection are to be paid.
As part of Amendment 2, an updated SOI was posted that includes a new item 221100, Potable Water Pipeline, that includes all the work and materials to install this item.
RFI #61 - Double Tent Pad Dimensions: The Schedule of Items and Specification 322100 identify the double tent pad as 16 ft x 24 ft, while Drawing S1 identifies the double tent pad as 16 ft x 20 ft. Please confirm the required dimensions for all four double tent pads.
16’ x’ 24’
RFI #62 - Day Use Picnic Table Type: The optional Schedule of Items and Drawing S2 call for four expanded-metal picnic tables at the Day Use Picnic Area, while Specification 129400 states that the Day Use Picnic Area includes four 8-foot wooden plank picnic tables. Please confirm the required table type, material, and approved model for the optional Day Use Picnic Area.
The number of picnic tables is four. They shall meet the specifications indicated in Section 129400, part 2.1.
RFI #63 - Base Bid vs. Optional Day Use Scope: Drawing S2 depicts the Day Use Picnic Area, aggregate/concrete paths, shade structure, rockery walls, and associated improvements. The Schedule of Items identifies several of these elements as optional, while Group D base-bid work includes the Day Use Road, parking stalls, and turnaround. Please provide clarification or a marked plan identifying exactly which Day Use Area improvements are included in the Base Bid and which are included only in the Optional Bid Items.

Please provide the approximate wall length, average/max height, and estimated SF quantity at each location, or confirm that this information will be established entirely by field staking after award. Also please confirm whether the 3,400 SF quantity includes the below-grade portion of the wall.
The height used to design the walls was 3 feet. This does not include the below-grade portion of the wall. The information should be established by field staking after award.
RFI #65 - Rockery Material Source/Match: Specification 321210 requires commercially furnished basalt or lava stone matching the existing wall at Site 6, with individual stones greater than approximately 18 cubic feet / 2,700 pounds. Does the Forest Service have an approved or previously used quarry/source for this material, or may the Contractor propose any commercial source provided the material is approved and visually matches the existing Site 6 wall?
The USFS does not have an approved or previously used quarry/source for this material. The Contractor shall propose a commercial source and the USFS will evaluate said source.
RFI #66 - Existing Fence / Composite Fence Requirements: The Schedule of Items calls for reinstallation of the existing stock wood fence, and Drawing D17 is titled Post & Pole Fence and Stock Fence - Reinstallation Detail. Specification 323125, however, is titled Composite Wood Fence, references Trex or approved equal, requires product submittals and a 25-year manufacturer's warranty, while also stating that the existing fence is to be reinstalled. Please clarify whether the Contractor is to salvage and reinstall the existing fence or furnish and install new composite/Trex fence material.
Contractor is to salvage and reinstall existing fence and gate. Please ignore references to Trex related materials.
RFI #67 - Construction Water Source: The specifications state that construction water will not be available at the project site, but that water may be available nearby when the seasonal water system is shut down. Please identify the proposed construction-water source/location and clarify whether there are any permits, meters, fees, quantity restrictions, filling-hour restrictions, or Forest Service coordination requirements associated with its use.
Please see RFI#13.
RFI #68 - Anticipated NTP / Winter Work: The specifications identify a Late Summer/Early Fall 2026 start, with 150 calendar days for the Base Bid and 45 additional calendar days for the Optional Bid Items. Please provide the anticipated Notice to Proceed date and confirm whether calendar days continue to run through winter conditions. If seasonal/weather shutdowns are expected at Kents Lake, please clarify whether contract time will be suspended during those periods. NTP will be issued when it is practicable for the contractor to begin work. Issuance will be mutually agreed upon by contractor and Contracting officer. See RFI #10.
RFI #69 - Optional Mobilization: The Schedule of Items includes a separate lump-sum mobilization item for the optional work, and the solicitation permits options to be exercised within 120 calendar days after award. Please clarify whether the optional mobilization item will be paid in full whenever any optional work is exercised, including when the Contractor is already mobilized and performing the Base Bid work, or only when an actual remobilization is required.
Payment of the optional mobilization item will be paid according to Section 011900 and the associated amount of optional contract work that is completed.
RFI #70 - Existing Utilities / Contractor Locating: The demolition drawings state that existing utilities are approximate and that the Contractor is responsible for making a substantial effort to locate utilities before demolition. Please confirm whether the Forest Service has any existing utility as-builts, survey data, or private utility-locate information that will be furnished after award and clarify whether potholing/private locating of Forest Service-owned water and sewer utilities is incidental to the related bid items.
The known utilities in the area are the USFS Campground water system and the host’s septic system. The locations for these systems are shown on the plans. Any potholing/private locating of USFS owned water and sewer utilities is incidental to related bid items.
RFI #71 - Disposal / Approved Landfill: The drawings require removal of existing furnishings, demolition debris, and other non-salvageable material to an 'approved landfill.' Please confirm whether the Forest Service has a designated disposal facility or approved landfill for this project. If not, please confirm the Contractor is responsible for selecting an appropriately permitted disposal facility and that all hauling and tipping fees are incidental to the applicable bid items.
The Forest does not have a designated disposal facility or approved landfill for this project. Yes, the contractor is responsible for selecting an appropriately permitted disposal facility, all hauling and tipping fees are incidental to the applicable bid items. This would be for demo materials such as concrete, metal, plastic, asphalt, garbage, etc. Please also see RFI#41.
RFI #72 - Water System Daylight Drain Slope: Specification 221100 contains an unresolved bracketed requirement stating the minimum daylight-drain slope as [1%] [2%]. Please confirm the required minimum slope.
2%
RFI #73 - Seed Mix Confirmation: Specification 329206 contains the note 'Forests need to get a seed mix from their botanist for use in this specification,' followed by a seed table requiring a minimum of 10 pounds per acre using at least eight listed varieties. Please confirm that the seed table included in the solicitation is the final approved mix/basis for bidding and that no different botanist-provided mix will be issued after award.
Confirmed.
RFI#74 - Sheet 42 has some cut fill quantities. Is there more information for cuts/fills for the rest of the site? No.
RFI #75 - Winter conditions: Are there hard dates to pause work during the winter. And whowill decide when we pause for winter conditions? (We don’t want a machine to get snowed in.)
There are no hard dates. Contractor will confer with COR. However, it is the Contractor’s responsibility to clearly communicate with the Contracting Officer as soon as a work stoppage or delay is encountered for any reason. The Contracting Officer will then issue written communication to suspend work. If the Contracting Officer does not sign and issue written consent; consent is not given.
RFI #76 - Rock excavation: Is there a clause for solid rock?
No.
RFI #77 - Are Pilot Rock fire rings an acceptable alternate?
Alternate products will be reviewed during the submittal process with the awardee.
The Betenson Flat Pit, located at 38.234288°, -112.366260° may be used to obtain material that is required for the project. The existing stockpiles of crushed material may not be used and shall not be disturbed. All other requirements of the solicitation/contract package remain unchanged with no adjustments or accommodations.
