About this file
This is Amendment 0002 to Solicitation 1240LT26Q0013 for the Greybull Work Center Renovations project in Greybull, Wyoming, issued by the USDA Forest Service Intermountain Region on January 26, 2026. The amendment extends the proposal due date from March 3, 2026, at 10:00 AM CST to March 17, 2026, at 11:00 AM CDT due to the volume of contractor questions received. The amendment incorporates consolidated questions and answers, revisions to Attachment 3 (Schedule of Items RV1), and revisions to Attachment 1 (Solicitation Terms and Conditions RV2) with changes highlighted in red. A site visit sign-in sheet is also incorporated. Questions regarding amendments and changes should be directed to Contract Specialist Holly Hlavac at Holly.Hlavac@usda.gov.
The consolidated Q&A addresses 29 contractor inquiries covering technical specifications, scope clarifications, and design details for the renovation project involving crew quarters, office spaces, and hot shop improvements. Key responses clarify work responsibilities (contractor performs demolition and flooring removal; Government handles furniture and appliance removal), approve a shower model substitution, specify roofing and EPDM membrane requirements, address gutter and downspout specifications per SMACNA standards, and provide guidance on discontinued flooring products with acceptable manufacturer equivalents. The amendment confirms that a Divisional Statement of Items format will be utilized for bidding purposes, consolidates line items to reduce complexity, and increases the maximum technical proposal page limit from 10 to 15 pages. The maximum technical proposal email attachment size is approximately 150MB per email and 20MB per attachment. The Government confirms funding availability but notes the RFQ does not constitute a contractual award. Site visit sign-in sheets document attendance by 15 contractors at the February 11, 2026 pre-bid meeting.

SUBJECT: Summary of Changes, Amendment 0002, Consolidated Questions and Answers, Greybull Work Center Renovations, Greybull, Wyoming
Contractor Questions:
1. After going through all the attachments in Amendment #1 only Attachment #1 had changes with Amendment 0001. Did we miss any other changes in Attachments 2-6 in Amendment #1?
U.S. Forest Service Response:
Amendment 0001 only includes the revisions found in Attachment 1 – Solicitation Terms and Conditions RV1 dated January 30, 2026.
2. What line item do we put carpet replacement for the crew quarters, plans sheet AB1.5 note 2 calls for it, but we do not see a pay item in pay schedule for it?
U.S. Forest Service Response:
Work associated with carpet replacement for the Crew Quarters should fall under Base Item Base Item B-1, Division 09 - Finishes.
3. Attachment #3 B-1 Clin 0001 pay item 006 Detach & Reset Siding - Stepped Flashing Area (Division 7) 35 LF, where is this indicated on the drawings for the crew quarters?
U.S. Forest Service Response:
Work associated with the referenced line item for the Crew Quarters is in error, disregard.
4. Plan Sheet AB1.2 details PH7 thru PH9 show pictures of a shingled roof but plan sheet AB1.4 note 1 is indicating the existing roof is a standing seam metal roof, please indicate which is correct.
U.S. Forest Service Response:
Refer to sheet AB1.2, General Note 4:
• PH7, PH8 AND PH9/AB1.4 INDICATE PREVIOUS ASPHALT SHINGLE ROOF
ASSEMBLY, WHICH WAS REPLACED WITH STANDING SEAM METAL
PANEL ROOF ASSEMBLY SINCE EXISTING CONDITION PHOTOS SHOWN.
An existing standing seam metal roof assembly is correct.
5. Can the specified shower SH-2 Freedom model APFQ3682BF625 be replaced with Freedom model APFQ3637BF3PR. The specified shower is a one-piece model and will require the removal of door framing and trim to get into the building and shower room.
The proposed model is a three-piece model, and about 1'' wider.
U.S. Forest Service Response:
No exceptions taken.
6. Who is demoing the existing flooring?
Work associated with the demolition of existing flooring/finishes affixed to the existing concrete slab for the Crew Quarters is the responsibility of the Contractor. Sheet AA1.1 Demo Note 4.
7. Who is moving the furniture, including kitchen appliances?
Work associated with the removal of furniture and appliances (FFE) for the Crew Quarters and Office is the responsibility of the USDA FS.
8. Will the partitions be removed in the bathrooms?
Refer to sheet AB1.2, Note 6:
• REMOVE AND STORE TOILET PARTITIONS, GRAB BARS, AND
DISPENSERS FOR REUSE.
9. Could you please clarify the scope of the office renovations portion of this bid as we plan on working with one of our local furniture distributors on this project and want to know if the “remodel to accommodate six employee workstations” is new furniture that needs to be added or does the distributor need to reconfigure existing furniture?
U.S. Forest Service Response:
Furniture, including workstations, constitute FFE that is not provided as a part of this Contract. Not applicable.
10. Would you be open to utilizing a mechanically attached insulation and fully adhered 60mil EPDM?
U.S. Forest Service Response:
Provide 75mil EPDM per Specification Section 075323 - EPDM Membrane Roofing.
11. Would you accept Metal Era Versitrim Fascia/ Anchor Tite Fascia instead of coping?
U.S. Forest Service Response:
Provide coping/cap as indicated on sheet(s) AA2.3 and AA2.4, Keynote 5, per detail
1/AA5.1.
12. Would you accept 6” Seamless gutter and 2”x3” or 3”x4” downspout?
Per SMACNA requirements, provide 7” wide gutter, with (4) 3”x4” downspouts, installed at the inside corner of the north face of every other brick pilaster on the east elevation.
13. Would you accept Metal Era Versitrim Fascia/ Anchor Tite Fascia instead of coping?
U.S. Forest Service Response:
Provide coping/cap as indicated on sheet(s) AA2.3 and AA2.4, Keynote 5, per detail
1/AA5.1.
14. During the site visit, the Government advised that no staging plan had been established. However, Page 3 of the drawings identifies the “Boneyard Area” as a potential staging location. Will the Government confirm whether this area is intended for contractor staging and, if so, whether it will be cleared and made available for contractor use prior to the start of project activities?
U.S. Forest Service Response:
The Contractor shall provide a Site Logistics/Phasing/Staging Plan for review by the USDA FS. Materials in the “Boneyard Area” will be removed prior to mobilization by the USDA FS and the space will be available for Contractor use.
15. The drawings/plans indicate the addition of approximately 6 inches of aggregate to the existing grade for parking and drive areas. We are concerned that this grade increase may create potential drainage or sloping issues toward adjacent buildings in the absence of valley gutters or other drainage systems, which do not appear to be included in the drawings. Will the Government clarify whether additional drainage provisions are intended or if modifications to grading or drainage design are anticipated?
U.S. Forest Service Response:
The Contractor shall bid the work as indicated in the Solicitation attachments.
16. The drawings/plans indicate the addition of aggregate to the existing grade without removal of existing soil, which may result in potential grading or drainage concerns. Will the Government clarify whether removal of existing soil to maintain proper elevations and drainage is anticipated, and if so, whether this work should be included in the contractor’s pricing or will be addressed through revised plan sets or contract modification?
U.S. Forest Service Response:
The Contractor shall bid the work as indicated in the Solicitation attachments.
17. Please confirm whether funding has been fully secured and is currently available for this project.
U.S. Forest Service Response:
The Government has funding however; the Request for Quote (RFQ) does not constitute a contractual award.
18. Will contractor personnel have access to existing restroom facilities at the site, or will temporary restroom facilities be required? If temporary restroom facilities are required, please confirm whether there is a designated location for their placement?
U.S. Forest Service Response:
Refer to Specifications Section 010150 General Requirements 5.2.B.
• Sanitary Facilities: Contractor is required to provide portable sanitary facilities for all workers, including subcontractors. Use of Government sanitary facilities will not be permitted.
Contractor to provide/recommend location(s) within a Site Logistics/Phasing/Staging Plan for review by the USDA FS.
19. Would the Government be open to contractor-proposed design enhancements, and if so, does the Government anticipate allowing corresponding pricing adjustments and specification modifications to accommodate such enhancements?
U.S. Forest Service Response:
The Contractor shall bid the work as indicated in the Solicitation attachments, as to competitively evaluate those bidding for best value to the Government.
The USDA FS will consider suggestions for modifications to this Scope offered to improve the efficiency and/or cost of this Scope of Work, and ask, if proposed, that the modification(s) be listed aside from the populated Schedule of Items. Suggestions shall include a description of the deviations to this Scope of Work, and the resulting change in cost to the relevant line item(s).
20. Will the solicitation be modified to align the task order pricing barrack and Hot Shot shop to align with best industry practices for building and remodeling contracts, especially those that involve major system components and specialized trades. The current format using over 350 separate construction CLINs creates unnecessary complexity, inefficiency and additional cost in the bidding, pricing, and construction process. The overall structure should be limited to a manageable number of CLINs that correspond to major trades and systems. This approach is widely adopted in the construction industry and will facilitate more accurate bidding, efficient project delivery, and transparent cost accounting?.
U.S. Forest Service Response:
A Divisional SOI will be utilized for bidding purposes, see Attachment 3, Schedule of Items Revision 1.
21. Will the government expand the maximum number of pages allowed for the technical proposal to enable offerors the ability to fairly and effectively describe design changes and the building modification that will reduce inefficiencies in the current buildings design configuration and maximize functional utilization. To convey design plans, sketches, pictures and other illustrations may be needed to assist the government in its best value evaluation.
U.S. Forest Service Response:
Please be advised that the maximum page limit for the RFQ response has been increased from 10 to 15 pages. Offerors are reminded of the technical constraints regarding email attachment sizes (Approximately 150MB per email and approximately 20MB per attachment). It remains the sole responsibility of the Contractor to ensure that their proposal is formatted and transmitted in a manner that complies with these limitations to ensure timely delivery prior to the submission deadline.
22. During the site visit, several of the contractors and specialty trades indicated they would not be bidding on this project due to the structure of the pricing proposal.
Breaking pricing down to the level of detail, such as an individual bathroom robe hook, is not consistent with standard building remodeling.
U.S. Forest Service Response:
See answer to question 20.
23. As part of the best value analysis, a complete redesign of the HVAC system for the barracks, to include a re-engineering the space for a central HVAC system versus the current design of numerous split units would be needed. However, CLIN pricing structure and scope detail do not align nor support this approach?
U.S. Forest Service Response:
The Crew Quarters HVAC modifications, as currently designed, include replacement of the existing furnace and condensing unit with a new higher efficiency gas-fired furnace and condensing unit and modifications to the existing ductwork to create the necessary transitions to accommodate the new furnace. The existing split system HVAC units serving the crew sleeping rooms are existing and are in good working order and shall remain in service. No redesign of the proposed HVAC system is necessary.
24. Can a contractor submit more than one bid proposal?
U.S. Forest Service Response:
No, however, refer to question 21 for increase in pages.
25. The SOW referenced exterior building modifications and improvements to the Hot Shop, can this be further defined? For example, remove existing cedar plank siding and replace with fiber cement siding, metal, or vinyl or brick/stone as preferred by the government?
U.S. Forest Service Response:
Refer to sheets AA2.1-2.4, Keynotes 6 and 8 respectively for selective demolition and infill scope.
26. Can you use a cove base with a toe instead of the straight cove base? There is no cost difference. Please note, the color specified is dropped.
U.S. Forest Service Response:
No exception taken to the proposed. Successful Contractor to submit Product Data submittal for review by USDA FS for alternate to discontinued finish.
27. Question regarding the 20 psf rating for ceiling joists.
· What does the 20 psf represent? (limited access attic/storage/maintenance live load vs other use)
· Deflection criteria for the ceiling (common ask: L/240 vs L/360, especially if gypsum).
· Spans / bearing layout they expect the joists to run (or confirm your intended layout).
· Whether “decking” means structural sheathing over joists, or if the 1x6 T&G / gyp is the only layer intended.
· Any species/grade assumptions required/allowed.
U.S. Forest Service Response:
• 20 psf indicates the minimum dead load for the ceiling/mezzanine framing. Minimum live load shall be 125 psf per IBC Table 1607.1.
• The deflection criteria for the ceiling/mezzanine framing shall be L/240 for total dead and live load per IBC Table 1604.3.
• The ceiling/mezzanine framing shall run plan north-south, as indicated in section 1/AA3.1. Bearing walls will be plan east-west existing exterior walls (provide rim ledger at inside face, typical) and east-west interior partitions at the north side of Copy 102 and Hall 107, and the south side of Office 101, File Cabinet 103 and Hall 107.
• ‘Decking’ indicates structural sheathing over ceiling/mezzanine joist framing.
• For Joist/Beam (Interior), species and minimum grade shall be Hem Fir #2.
• For Structural Sheathing, 23/32” APA Rated Sheathing (48/24) Exposure 1 minimum.
28. We are currently reviewing the Site Improvements portion of the solicitation and would appreciate clarification on several CLIN items that appear similar or potentially overlapping.

• ‘Line 029 - General Site Grading for Accessibility - 1 LS’ refers to the scope associated with achieving the ABA 2% cross slope requirements that pertain to the individual accessible parking stalls and the respective routes into adjacent buildings per C1.4.
29. The Mohawk rep got back to me regarding the Mohawk Super Fresh Tile-A Premonition II Carpet tile that was specified and said the product is no longer available.
I have sent the information into my Shaw rep regarding the Casa Frutta luxury vinyl plank, and no one knows what that is so I guess I will just bid the Floorte click product?
Finally, in the tile specs it calls for a 3x6 from the Daltile Keystones line and the Keystones line doesn’t have a 3x6.. They have a 3x6 in their Color Wheel line. Please provide guidance.
U.S. Forest Service Response:
• The awarded Contractor shall submit Product Data, Samples, etc. prior to/during Construction for Shaw (or other manufacturer) commercial equivalent in place of the following specified ‘Basis of Design’ products. This workflow applies to other Products where/if discontinued, typical.
o Mohawk Super Fresh Tile-A Premonition II carpet tile, o Shaw Floorte Casa SA-355-00609 Frutta luxury vinyl plank.
• The Daltile Color Wheel line is an acceptable substitute for the Keystones line.
