About this file

This document is a Questions and Answers (Q&A) attachment for a federal contract opportunity involving boat launch gate replacements in national forests and grasslands. The document addresses four key contractor inquiries: (1) concrete supply and mixing requirements, (2) gate and lock post locations, (3) gate inspection accessibility, and (4) gate repainting needs. The contractor is responsible for supplying concrete and any materials not explicitly listed as government-furnished, which include 5 metal gates, yale locks, and seed mix. The government notes that concrete mixing on-site is likely not acceptable due to extensive testing requirements. Gate locations for at least 3 gates are referenced in attached maps, and the government staff plans to stake ground locations. The on-site staff will handle gate painting, and the contractor must supply any missing hardware for the gates.

Text version

1) Does the contractor supply the concrete for the gates and lock posts? If so, is site mixed 5,000 psi bag mix acceptable?

The Contractor shall supply the concrete, and any other materials not explicitly listed under “Government Furnished”. The Government Furnished items are 5 metal gates, yale locks, and seed mix. The concrete must meet specific criteria, while 5,000 psi is standard, there are many other intricacies that would most likely rule out mixing on site. I am attaching the specific criteria from FSSS 03 30 00. I will follow up with an answer to whether concrete can be mixed on site – I would say probably not since it requires extensive testing.

2) The location of the lock posts is not shown. Will this be decided by mutual agreement in the field?

The locations of at least 3 gates show up on the maps that were attached with the SOW or the Requisition form. I will attach them again for your convenience and I will try to get out on the field and stake the locations on the ground.

3) Are the gates at a location they can be inspected prior to the bid?

They should be in an easily accessible location, but I will follow up to confirm.

4) Will the gates require re-painting prior to or after installation?

There is no mention of paint in the SOW or the plans, however, any missing hardware from the gates shall be supplied by the Contractor. Our sta on-site will worry about the painting.
