About this file

This document is an amendment to a solicitation for the Big Smoky Hybrid Electrical System Upgrade and Building Foundation Improvements project. The amendment makes several changes to the original solicitation, including:

  • Changing the requirement to remove and salvage the existing generator to a requirement to remove and dispose of it.
  • Changing the new diesel generator that was called for to a propane generator that will better suit the site's needs.
  • Extending the period of performance from November 15, 2024 to May 30, 2025, and requiring the existing generator to remain operable through October 18, 2024.
  • Updating various drawings and specifications to reflect the changes to the generator requirements.

The solicitation number is 1240LT24R0040, and it is being issued by the Department of Agriculture Forest Service. The original solicitation included a base bid for the electrical system upgrade and two optional items for building foundation work. The amendment provides additional details and clarifications related to the project.

Solicitation # 1240LT24R0040

Meeting notes/comments shown below

1. Introductions

2. Project Overview

Base Bid: North Site hybrid electrical system installation Option #1: North Site building foundation construction Option #2: South Site hybrid electrical system installation

Base Bid Overview:

Create new concrete solar panel site pad & install poles and conduit, install new panel array Install new generator pad and weather enclosure outside existing generator shed, remove & salvage old generator and exhaust system, and install new diesel generator with associated appurtenances

Desire is to remove & dispose of generator, this will be clarified in an Amendment

Install new battery charging station and batteries, and appropriately connect electrical system to solar array, generator, existing double throw disconnect, and distribution panel board

Install required signs, new luminaire, GFCI receptacle, breaker for new lighting, new grounding, etc.

Option #1 Overview:

Verify existing building dimensions, adjust plans as necessary Prepare, form, and pour 2 concrete foundations for 2 existing buildings After waiting appropriate cure time, disconnect all utility systems from existing buildings

(electrical, gas, water, sewer), then move buildings onto new foundations Reconnect all utility systems and clean up existing building sites, and hauling away excavated materials

Option #2 Overview:

Create new concrete solar panel site pad & install poles and conduit, install existing panel array salvaged from north site Install new generator pad and weather enclosure outside existing generator shed, remove & salvage old generator and exhaust system, and install new diesel generator with associated appurtenances

Desire is to remove & dispose of generator, this will be clarified in an Amendment

Install new battery charging station, and appropriately connect electrical system to solar array, generator, existing double throw disconnect, and distribution panel board

Install required signs, new luminaire, GFCI receptacle, breaker for new lighting, new grounding, etc.

Inspections, advance notices, etc.

Give at least 2 days notice in advance of proposed utility interruptions Give at least 2 days notice before placement of concrete to allow for form & steel reinforcement inspection Give proper notice for concrete sampling & testing by independent testing agency Have cold weather plan in place for concrete pouring

3. Project Specifications

Standard Specifications – FP-14 (available online) Forest Service Special Provisions – Included in contract. These supplement the FP-14 CSI Supplemental Specifications – Included in contract. These supplement the FSSS

4. Government-Furnished Items

Existing solar panel array at North Site

5. Work Breakdown & Schedule

Start date September 23, 3024 End date November 15, 2024

6. Questions?

Q: What is the weight rating of the bridge in place between the North Site and South Site?

A: 44.1 Tons.

Q: When are the fire plan, stream/groundwater protection plan, quality control plan, etc.

required for the contract? During bid submission, or after award?

A: These should be after award, but confirm with CO.

Q: For the generator housing/enclosure, will it have or need a snorkel placed up to whatever snow height this site experiences in winter?

A: No, this system is not operational during the winter.

Q: The specification call for heaters to be used to keep the concrete warm during cure time.

Can blankets be used instead?

A: The specification does not call specifically for heaters to be used, as long as the concrete is kept above freezing during the cure time to reach the required strength blankets will suffice, but the contractor is responsible for ensuring the concrete remains at the proper temperature during the cure period.

7. Clarifications:

At the Big Smoky Work Center North Site – the South Building for which the foundation is to be constructed has the following utilities running into the building which will need to be temporarily disconnected and reattached while the building is raised and the foundation constructed: sewer (for washing machines), water, electrical power, propane gas line.

At the Big Smoky Work Center North Site – the North Building for which the foundation is to be constructed has the following utilities running into the building which will need to be temporarily disconnected and reattached while the building is raised and the foundation constructed: electrical power, propane gas line. There is also a radio tower that will need to be left in place and disconnected from the building then reattached while working around it during foundation construction.

At the Big Smoky Work Center North Site South Building, the space existing underneath the building to crawl underneath and disconnect utilities is limited, but it is possible to remove the existing subfloor (no flooring is present inside the building) to access underneath the building and can be reinstalled as necessary.

The Big Smoky Work Center North Site North Building, South Building, and Generator Shed have items stored in them which will be removed by Forest Service personnel prior to work commencing in each building. Contractors must coordinate with the COR/Fire Staff on site to ensure enough time is given for personnel to remove the items.

Two trailer pads are available for the contractor to use during construction. The pads have water hookups (no sewer or electrical hookups), but there is a dump station located less than ½ mile from the Big Smoky Work Center.

Water for construction use is available, but toilets and power will need to be supplied by the contractor for their own use on site.

The Forest Service will identify the utility locations at each building before construction begins.

Final building locations shall match existing
