About this file

This document is Amendment 002 to solicitation 1240LS26Q0073, issued by the Products and Services Central Team C5 in Salt Lake City, Utah, dated August 18, 2026. The amendment does not extend the deadline for offer receipt and serves to answer additional questions about the solicitation while leaving all other terms and conditions unchanged.

The Additional Q&A clarifies equipment specifications for what appears to be a water reclamation and recovery system. Key clarifications include: a minimum 300-gallon freshwater tank is required (not satisfied by dual smaller tanks); equivalent multi-stage filtration systems with fewer canisters than the specified 3-canister configuration are acceptable if they provide equivalent reclamation/recycle function; a minimum 21-inch vacuum surface cleaner is required, with larger sizes acceptable; a minimum DOT-approved 20-gallon dual-inlet waste drum is required, with larger tanks acceptable; and components that exceed listed specifications in capacity, hose length, size, or output are acceptable provided they maintain required form, fit, and function. Contractors must acknowledge receipt of this amendment prior to the solicitation deadline using one of three specified methods.

Additional Q & A

Q: Water tank requirement Attachment 2 requires a “>300-gallon Water Tank.” Would a reclamation/recycle system configured with one 200-gallon fresh-water tank and one 200-gallon gray/recovered-water tank satisfy this requirement, or must the fresh-water tank itself exceed 300 gallons?

A: Minimum 300-gallon freshwater tank is required.

Q: Filtration system Attachment 2 requires 3 canister filters and a Tri-Filter Manifold Filter System. Is that configuration a firm requirement, or would an equivalent multi-stage filtration system with fewer canisters be acceptable if it provides the same intended reclamation/recycle function?

A: Equivalent multi-stage filtration system with fewer canisters is acceptable.

Q: Vacuum surface cleaner Attachment 2 specifies a 21-inch vacuum surface cleaner. Would a larger vacuum-capable surface cleaner be acceptable if it meets or exceeds the intended performance, or must it be specifically 21 inches?

A: Yes, larger is acceptable. A minimum 21-inch vacuum surface cleaner is required.

Q: Waste tank / drum Attachment 2 specifies a DOT-approved 20-gallon drum with dual inlets. Does this need to be exactly 20 gallons, or would a larger DOT-approved dual-inlet recovery tank be acceptable?

A: Yes, larger is acceptable. A minimum DOT-approved 20-gallon drum with dual inlets is required.

Q: Equal-or-better components Where an offered component exceeds the listed specification in capacity, hose length, size, or output, is that acceptable provided the offered component maintains the required form, fit, and function?

A: Yes
