About this file

This document is Standard Form 30 Amendment 002 to Solicitation 1240LS26Q0054, issued by Products and Services Central Team C5 in Salt Lake City, Utah, with an effective date of July 9, 2026. The amendment's purpose is to answer additional questions about the solicitation, with all other terms and conditions remaining unchanged. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication that references the solicitation and amendment numbers.

The attached Additional Q&A section addresses facility-related questions for a janitorial and facility maintenance contract. The scope includes a connected building with approximately 11,000 square feet of carpeted areas, restrooms with specific fixture counts (3 toilets in women's restroom; 2 toilets and 2 urinals in men's restroom; 2 sinks in each restroom), one drinking fountain, a kitchen sink, 15-20 trash receptacles building-wide, and 35-40 exterior windows accessible by ladder. The contractor must perform vacuuming, dusting, restroom cleaning, trash removal, and semi-annual strip/seal/polish/wax cycles on both VCT and ceramic tile floors. Easily moveable items include chairs and trash receptacles, but not desks or filing cabinets. The Government will provide a ladder reaching all fixtures. No recycling program is required, and no secured storage is available for large periodic equipment. The O&M Plan approval timeline is 30 days after award. SF-1413 may be submitted post-award if not completed with the initial proposal.

A: Yes

Q: Does the connected building have its own entry doors, restrooms, or cigarette receptacles within scope?

A: It does have an exterior entrance in addition to breezeway access. Unknown if the connected building has restrooms or cigarette receptacles.

Q: Any area rugs?

A: Unknown, but area and throw rugs are listed in the SOW and shall receive the same service as carpeted areas.

Q: Does "easily moveable items" include desks and filing cabinets, or only chairs and small bins?

A: Per the statement of work Chairs, trash receptacles and other easily moveable items are included.

Desks and filing cabinets are not easily moveable items.

A: Approximately 11,000 square feet of the building is carpeted.

Q: Are restroom ceramic tile floors subject to the full semi-annual strip/seal/polish/wax cycle, or VCT only?

A: Yes

Q: Approximate window count? Are all exterior windows ground-accessible for the April/September outside wash, or does any require equipment beyond the GFP 6-ft ladder?

A: unknown

Q: Does the GFP ladder reach all fixtures, or will the contractor need to supply additional equipment?

2 sinks in each restroom.

Possibly three fixtures per restroom.

Q: Approximate number of trash receptacles building-wide? Is there an active recycling program requiring separation?

A: 15-20 small to medium trash receptacles. No recycling program, dump doesn’t take it.

Q: Is there secured storage for large periodic equipment (carpet extractor), or must it be removed from site after each periodic visit?

A: No room for large equipment to be stored.

Q: Approximately how many schedule deviations per year occurred under the prior contract?

A: This information is not available.

Q: What is the Government's target approval timeline for the O&M Plan? If not approved before August 1, will the start date be delayed without penalty?

A: The timeline is 30 days after award.

Q: Must SF-1413 be submitted with the proposal? Must the subcontractor be named now or can they be confirmed post-award?

A: It is ideal for the SF1413 to be complete, and submitted with an offer, but it may be completed post-award.
