About this file

This document is Amendment 001 to solicitation 1240LS26Q0054, issued by the Products and Services Central Team C5 in Salt Lake City, Utah, effective July 8, 2026. The amendment addresses questions submitted by prospective offerors regarding a janitorial services contract and clarifies requirements outlined in the underlying Statement of Work (SOW) and attachments.

The solicitation is a total small business set aside for janitorial and facility cleaning services at approximately 12,000 square feet, requiring routine cleaning three times weekly (Tuesdays, Thursdays, and Fridays) between 7:00 a.m. and 5:00 p.m., plus periodic services occurring semiannually. The previous contract number was 1240LR21P0015, awarded to Rebecca Hulings for $51,940.00 over 5 years and 6 months. Key clarifications in the amendment include: the contractor must supply chemicals for urinal cleaning while the government provides disinfectant and other specified items; window cleaning tasks in Sections 3.3.2 and 3.3.3 are separate and may overlap in frequency; if a federal holiday falls on a scheduled service day, cleaning should be rescheduled for the day before or after; the computer room will be locked and excluded from cleaning; one janitor is anticipated to perform routine services with two potentially required for semiannual periodic services; a site visit is strongly encouraged but not mandatory; and personnel requiring unaccompanied facility access must obtain a LincPass following government background investigation. Prospective offerors must acknowledge receipt of this amendment by completing items 8 and 15 and returning copies, or by separate letter or electronic communication referencing the solicitation and amendment numbers, prior to the offer deadline.

Q & A

Q: What was the previous awarded contract amount for this project?

A: $51,940.00 over 5 years and 6 months.

Q: What is the maximum procurement or budget allocated for this opportunity?

A: This information is never releasable.

Q: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A: The previous contract number is 1240LR21P0015.

Q: Who is the current contractor?

A: Rebecca Hulings

Q: What is the current contract amount?

A: See answer above.

Q: If you are unable to provide the current contract amount, what is the current budget your agency has for this project?

A: This information is never releasable.

Q: Square footage of each facility?

A: Per attachment 2, approximately 12,000 Square Feet.

Q: Frequency of Services?

A: Per attachment 2, sections 2 and 3; 3 times weekly and periodic services.

Q: Number of custodians required?

A: This is a business decision that prospective vendors must make. However, per attachment 2, it is anticipated that one janitor will be sufficient to perform all routine services. Periodic services occurring semiannually may require the assignment of two janitors.

Q: Time frame to clean? Between hours?

A: Per attachment 2, before 7:00 am and after 5:00 pm.

Q: Mandatory walkthrough?

A: Per attachment 1, the site visit is not mandatory, prospective offerors are strongly encouraged to be present.

Q: Is this a DVBE only set aside solicitation?

A: This is a total small business set aside.

Q: Is this a new requirement, or is there an incumbent contractor currently performing these services?

A: See answers above.

Q: Could you please provide the current annual cost of the contract or the total award amount of the previous contract?.

A: See answers above.

Q: Federal Holidays vs. Fixed Schedule: The SOW states that the contractor is not required to perform services on Federal Holidays, and the routine cleaning schedule is set for Tuesdays, Thursdays, and Fridays. If a Federal Holiday falls on one of these scheduled days (e.g., Juneteenth on a Friday or Thanksgiving on a Thursday), should that service day be rescheduled for another day of the week, or will it be omitted without any price deductions to the monthly invoice?

A: If a federal holiday (or the day it is observed) falls on a service day, the cleaning should be scheduled for the day before or the day after the holiday.

Q: Cleaning Chemicals Boundary: Attachment 2, Section 4.2 states that the Government will furnish "Disinfectant," while Section 3.2.3 states the contractor must provide the required chemicals to clean urinals.

To ensure accurate pricing, could you please clarify exactly which cleaning chemicals are government-furnished and which ones must be provided by the contractor?

A: The contractor shall supply the chemicals to clean urinals. The government will supply the items listed in section 4.2

Q: Window Cleaning Frequencies: There seems to be an overlapping frequency regarding window cleaning in Attachment 2. Section 3.3.2 requests periodic window cleaning "every four months," while Section

3.3.3 requests washing inside and outside windows semi-annually in "April/September." Are these independent tasks to be priced separately, or does the April/September service replace/absorb the four-month frequency?

A: Section 3.3.2 specifies inside window washing, and dusting of sills and frames every four months. Section

3.3.3 specifies washing windows inside and out in April and September, and removing insect nests within 3 feet of the window on the outside. These are separate tasks that may fall on the same frequency.

Q: Background Checks & Personnel Turnover: Since background investigations are required to obtain a LincPass for unaccompanied entry, what is the average turnaround time for the Government to clear an employee? In the event of unexpected personnel turnover, will the contractor be allowed to bring a temporary replacement under "accompanied/escorted access" to prevent service interruption while the new background check is processed?

A: There is no average turnaround time for the clearance as it is dependent on many factors. In the event of unexpected turnover, a solution to prevent service interruption will be discussed with the contractor.

Q: Computer Room Access: The SOW notes that the computer room is exempt from this contract. Will this specific room be physically locked by Government personnel, or is the janitor simply expected to skip it under their own responsibility?

A: The computer room will be locked.

Q: How often does the building need cleaned?

A: See section 5.1.1 of the statement of work. 3 times weekly

Q: What items does the government provide and what items does the contractor provide.

A: See section 3.4 for Contractor provided items and Section 4 for government provided items.
