About this file
This document is an attachment detailing contractor credentialing and training requirements for a janitorial services contract (1240LS26Q0043) at the Soda Springs Ranger District, Caribou-Targhee National Forest.
The attachment establishes mandatory training requirements applicable to new service contracts awarded after November 1, 2023, and modified service contracts as applicable. Contractors must ensure all employees, including subcontractor personnel, complete five annual training courses through AgLearn or paper-based methods: Understanding and Interrupting Unconscious Bias (90 minutes, due within 90 days of assignment); Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, due within 90 days of assignment); Information Security Awareness (60 minutes, due within 1 year of last completion); USDA Records Management (60 minutes, due within 60 days of assignment); and Section 508 (60 minutes, due within 45 days of assignment). Additional courses may be required as approved by the Contracting Officer. Contractors must maintain completion records and provide them to the Contracting Officer or Representative upon request. Background checks are required to comply with Presidential Directive HSPD-12 for unescorted facility access. Within ten calendar days of contract award, contractors must submit employee information (name, address, social security number, date of birth, work phone) to the Contracting Officer Representative in person, not via email. The government will fund no more than three background investigations within a 12-month period; additional investigations beyond three occurrences within a rolling 12-month period are at the contractor's expense and will be deducted from the final invoice. No contract price adjustment is permitted for costs associated with background check submission or LincPass acquisition.
