The contractor must provide a complete HVAC system replacement including: removal and disposal of existing equipment, sizing and installation of a condenser with digital thermostat capable of ±2 degree Fahrenheit accuracy with 1-degree increments, indoor evaporator fans/coils, refrigeration lines, centrifugal humidifier maintaining 85–95% humidity, and environmental controller with warning alarms. The compressor must be compatible with R-404A or R-448A refrigerant. Key personnel required include a certified HVAC technician and certified electrician. Deliverables include submittal sheets with offer and maintenance plans and technical manuals after commissioning. No Government Furnished Equipment is provided. The contractor must coordinate site access with the government, comply with all federal and state codes including proper refrigerant disposal, and provide owner training for system operation and maintenance.

Project Libby District Priority Planting Tree Cooler Repair
General Information
1.0 Scope of Work
This project is to replace the HVAC systems for two tree coolers located at the Libby Ranger District on the Kootenai National Forest. Both tree coolers have dated HVAC systems that cannot be easily repaired and do not meet modern energy efficiency standards. The goal of this project is to provide fully functioning tree cooler HVAC systems with associated evaporator fans and necessary materials for the refrigeration system.
The tree coolers will be in use through the end of June 2026. It is anticipated that work for this project can begin 7/1/2026, and proceed through early fall, weather permitting.
Base Item: Tree cooler 1 is located at the Libby Fire Cache within a mile outside of town at 1263 Highway 37, Libby MT 59923.
Option Item 1: Tree cooler 2 – Canoe Gulch - is located at the Libby District office complex, 13 miles out of town, at 12557 Highway 37, Libby MT 59923. Cell service is available at the Fire Cache but there is no cell service at the Libby District office complex.
2.0 Background
The USFS has a tree planting program to replant seedlings in the forest after tree harvest or wildfire events.
Seedlings are grown at the nursery in Coeur d’ Alene Idaho and transported frozen to forests across the Northwest. Tree coolers located at Forest Service Districts are utilized to keep tree seedlings frozen until they are ready to be slowly thawed. It is critical to keep seedlings frozen so they do not come out of dormancy before they are ready to be planted. Thawing too early negatively impacts survival rates.
Tree coolers are utilized for a few months out of the year, usually in spring and fall. Below freezing temperatures are needed for a few weeks of the year between seedling arrival until thawing begins. Seedlings do not begin thawing until tree planting crews are scheduled and prepared to plant them in the woods.
Contractor Requirements
3.0 Technical Requirements / Tasks
Two separate tree coolers are at two locations, about 12 miles apart. Tree coolers are referenced as Tree Cooler 1 (Base Item) at the Libby Fire Cache and Tree Cooler 2 (Option Item 1) at the Libby District office complex Canoe Gulch. Both tree coolers have the same requirements.
• Prepare all required permits.
• Remove and dispose of existing equipment and associated parts/pieces of infrastructure that will not be used.
• Size the condenser needed to establish a reliable cooler and related system.
o Able to maintain even temperature (plus or minus 2 degrees F) that can be set and adjusted, at a minimum, between 28-degree F and 40 degrees F o Provide a digital thermostat mounted on the interior wall by the door. Adjust and set temperature accurately by a maximum of 1 degree F increments.
o Preference given to systems that are able to control temperatures remotely o Compressors must be compatible with and utilize R-404A or R-448A Refrigerant
• The tree coolers are the same size, 18.5 feet wide, 20.5 feet long and 10.8 feet high.
• The walls and ceiling of the tree cooler are Bally Case and Cooler. A picture of the wall plate is within the attachments.
• Provide indoor evaporator fans/coils sized to work with the compressor.
• Install drain lines from evaporator coils/fans to an exterior drain.
• Install refrigeration lines to manufacture’s specifications.
• Provide centrifugal humidifier. Before planting, seedlings (especially bare-root) require 85–95% humidity to keep them alive and dormant, particularly if stored at 33–40°F.
o Humidifiers must be able to maintain humidity between 85%- 95%, not be located above doorway, and not create ice buildup on cooler surfaces.
o Connect humidifier to existing water line.
• Install environmental controller for temperature and humidity.
o Warning alarm when temp is outside of a settable acceptable range, (need to be able to set range by increments of 1 degree).
• Utilize existing electrical panels. Everything from the panel to the compressor can be replaced as needed.
• Start, test, and commission all new equipment to confirm refrigeration capabilities within proposed work.
• Cleanup site work area and perform any need restoration for ground disturbance from installation efforts.
• Provide owner training for new system operation and maintenance.
• The proposed work will comply with all Federal and State codes, including removal and proper disposal of freon or other coolant.
• The personnel needed to complete the work will include an HVAC mechanic and electrician.
4.0 Government Furnished

5.0 Deliverables / Schedule
