About this file

This document is Amendment 003 to solicitation 1240LS26Q0028 for Libby Tree Cooler HVAC Replacement services, issued by the Products and Services Team - C5 on May 12, 2026, with an effective date of 5/12/2026. The amendment serves to answer questions about the solicitation, with all other terms and conditions remaining unchanged. Offerors must acknowledge receipt of this amendment prior to the May 18, 2026 deadline at 10:00 AM MT by completing items 8 and 15 and returning the form, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment includes a comprehensive Questions and Answers section addressing technical requirements for replacing HVAC systems in two tree coolers used for storing frozen tree seedlings. Key clarifications include: offers are due May 18, 2026 at 10:00 AM MT via email; no bid, payment, performance bonds, or insurance are required as this is a commercial service requirement; replacement services are needed for non-functioning compressors at two locations (Fire Cache and Canoe Gulch); equipment nameplate and electrical specifications are available in attached pictures; seedlings arrive frozen and must be maintained at approximately 30 degrees Fahrenheit for initial storage periods with above-freezing temperatures acceptable for most of the year; coolers operate at full capacity when completely filled with boxes of seedlings (300 seedlings per box) stacked floor to ceiling; existing electrical panels will be reused; no additional load information beyond cooler dimensions is available; no wifi is available at the sites; and only the non-functioning compressor at the fire cache location requires replacement and disposal.

Q & A

Q: Could you advise how you would like your proposal to be submitted?

A: Per page 3 of attachment 1, offers are due at this email address no later than May 18, 2026 at 10:00 AM MT. Please also review page 10 of attachment 1 for instructions on submission of offers.

Q: Are bid bonds, payment bonds, performance bonds, insurance etc required for this opportunity?

A: No, this is a commercial service requirement.

Q: What are the make, model and serial numbers of the units you are requesting the replacement services for?

A: See Attachment 2 Pictures B and C for make and model information.

Q: Is this a brand-new contractor or was there an incumbent performing these services?

A: This is a new requirement.

Q: What is the current/previous contractor name? Prior contract number? Awarded contract value?

A: This is a new requirement.

Q: 1240LS26Q0028 Libby Tree Cooler HVAC Replacement_Attachment 2_Statemen of work is missing pages. It says pages 1 of 27 but only goes to page 8. Where are the missing pages?

A: See amendment 001, the PDF statement of work has been updated to a word document with all pages included.

Q: The word document it too large to download at 75.61 MB.

A: See amendment 002, the large document has been split into 4 documents to allow for easier download.

Q: What electrical service is available at each cooler location?

o Voltage o Phase o Amperage/capacity available for the replacement equipment

A: The fire cache tree cooler has two compressors, here are the plates.

The Canoe Gulch tree cooler is the same size and the compressor is located inside the building. There is no picture of the name plate on that compressor, See compressor picture in Attachment 2 Pictures C

Cooler wall plate- The tree cooler boxes are the same quality.

Q: What is the estimated quantity or volume of tree seedlings/saplings expected to be stored in each cooler?

A: The seedlings come in boxes and tree coolers are completely full, on racks, usually floor to ceiling.

Q: At what approximate temperature do the seedlings/saplings typically enter the cooler?

A: The seedlings enter the cooler frozen and need to stay frozen until they are ready to be planted. The seedlings are slowly thawed before planting on a schedule that aligns with the contractor performing the tree planting.

Q: Is the cooler intended to pull the seedlings down to the required storage temperature, or are the seedlings already pre-cooled before being placed in the cooler?

A: The seedlings will arrive frozen.

Q: Are there any existing equipment nameplates, model numbers, or electrical panel information available for the current refrigeration systems?

A: Yes, see pictures in attachment 2 pictures A, B, C, and this amendment.

Q: Are offerors expected to size the replacement system based only on the cooler dimensions and required temperature/humidity range, or will the Government provide additional load information?

A: No, additional load information is not available.

Q: Could you please provide Existing electrical circuit information for both tree cooler refrigeration systems?

A: Pictures of the existing system are provided.

Q: Could you please provide Panel schedules and breaker sizes ?

Q: Could you please provide Voltage and phase information?

Q: Could you please provide Available amperage/capacity at the existing panels?

Q: Could you please provide Any existing electrical drawings or one-line diagrams

A: A one-line diagram does not exist.

Q: Electrical Specifications: The SOW mentions reusing the existing electrical panels but does not specify the voltage or phase for the new HVAC units. Could you confirm the available specifications at each location (e.g., 208V/3PH, 230V/1PH) and let us know of any constraints we should keep in mind?

Q: Storage Volume: While the documentation notes that tree seedlings will be stored, it doesn't provide details on the typical quantity or load for the coolers. To properly size the system and maintain appropriate humidity levels, could you provide an estimate of the usual storage volume?

A: The seedlings come in boxes and tree coolers are completely full, on racks, usually floor to ceiling.

Q: Seedling Arrival Temperature: It's mentioned that seedlings arrive frozen, but the specific temperature isn't detailed. Can you share the typical arrival temperature and any particular storage temperature requirements during the initial phase?

A: The coolers need to maintain 30 degrees for a few days to weeks until the seedlings are ready to be thawed. Most of the year, above freezing temperatures inside the cooler are acceptable.

Q: Does the current system keep with the load?

A: Yes but the tree cooler has not been at full capacity in recent years.

Q: Does the site have wifi?

A: No, the sites do not have wifi. Wifi capable controls are acceptable but not required.

Q: What would be full capacity for trees?

A: When tree coolers are in full use, they are full of boxes top to bottom. The seedlings are frozen upon arrival. Each box holds 300 seedlings.

Q: Do both compressors on the tree cooler at the fire cache need to be replaced?

A: No. The compressor that does not work shall be replaced and disposed of.
