About this file

This document is an attachment outlining mandatory contractor training and credentialing requirements for contract 1240LS26Q0019 for janitorial services at the Bridger-Teton National Forest, Big Piney Ranger District.

The attachment specifies that all contractor employees and subcontractor personnel must complete five mandatory training courses annually through AgLearn (or paper-based for USDA Records Management): Understanding and Interrupting Unconscious Bias (90 minutes, completion within 90 days of assignment), Anti-Harassment Training (60 minutes, completion within 90 days of assignment), Information Security Awareness (60 minutes, completion within 1 year of last completion), USDA Records Management (60 minutes, completion within 60 days of assignment), and Section 508 (60 minutes, completion within 45 days of assignment). The contractor must maintain records of all course completions and provide them to the Contracting Officer or Contracting Officer Representative upon request. Additionally, the document includes a USDA Credential Matrix detailing IT access and physical access requirements based on role and duration, with specified badge types (LinPass, PIV-A, Site Badge, or No Badge) depending on access classification levels. Background checks complying with Presidential Directive HSPD-12 are required within ten calendar days of contract award, with employee information (name, address, social security number, date of birth, work phone) submitted in person to the Contracting Officer Representative. The contractor bears the cost for background check information submission and LincPass acquisition. Excessive personnel turnover is defined as more than three occurrences within a rolling 12-month period, with the government covering the first three background investigations and the contractor responsible for costs of additional investigations, which will be deducted from final invoices.
