About this file
This is an attachment to a USDA federal contract solicitation (1240LS26Q0010) that specifies contractor credentialing and training requirements for employees performing work under new service contracts awarded after November 1, 2023, and modified service contracts as applicable.
The document establishes two primary requirements: (1) mandatory contractor training and (2) background checks. All contractor employees, including subcontractor personnel, must complete five annual training courses through AgLearn (or paper-based option for USDA Records Management): Understanding and Interrupting Unconscious Bias (90 minutes, due within 90 days of assignment); Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, due within 90 days of assignment); Information Security Awareness (60 minutes, due annually); USDA Records Management (60 minutes, due within 60 days of assignment); and Section 508 (60 minutes, due within 45 days of assignment). Contractors must maintain completion records and provide them to the Contracting Officer upon request. Additionally, the document includes a USDA Credential Matrix detailing access rights based on IT and physical access requirements, with designations for LincPass, PIV-A credentials, site badges, and unescorted access privileges based on access type and duration. Background checks compliant with Presidential Directive HSPD-12 are required within ten calendar days of contract award for new employees, with employee information provided in person to the Contracting Officer Representative. The government will cover up to three background investigations within a 12-month period; additional investigations required due to excessive personnel turnover (more than three occurrences in a rolling 12-month period) will be at the contractor's expense and deducted from final invoices.
