Q1: Is the building 18,000 Square feet?
A1: Yes, this is accurate to within 1%
Q2: Do you require a staffing plan as part of the offer or just as a submittal after the contract is awarded?
A2: Each offeror shall include the following information as part of the technical proposal: “7.1 Janitorial Staff: The Contractor shall provide a list of qualified employee(s) authorized to work under this contract. The list shall include all employees or subcontracted employees who will be on the premises 14 unescorted by any government personnel. The list shall be submitted at time of quotation submission and approved prior to employee(s) working unescorted within the Government facilities. (can include experience qualifications: For example, 1-year experience in janitorial services, resume is preferred.) Employees may not be substituted within 6 months of notice to proceed unless approved by the contracting officer”
Q3: Does attachment 6 need to be provided for window cleaning sub contractor?
A3: Per page 8 of the solicitation: “Offerors shall also provide Past Performance Information Sheets for all teaming partners and critical subcontractors to include five (5) relevant contracts (references) completed within the preceding five (5) year period. A critical subcontractor is defined as an entity (subcontractor, teaming Contractor) other than the offeror itself that will perform at least 20% or more of the total proposed contract. In addition to the Past Performance Information Sheet for each teaming partner and critical subcontractor, the offeror shall also provide a consent letter executed by each of its proposed partners and critical subcontractors authorizing the release of adverse past performance information to the prime Contractor to allow the prime Contractor an opportunity to respond. A sample Subcontracting/Teaming Partner Consent Form is provided as Attachment 7 to the solicitation”
Q4: Do we need to have a professional window cleaner?
A4: It is up to the contractor to determine how the work is performed as long as the requirements of the contract are met to the quality described in the solicitation.
Q5: Is the previous contract scope available?
A5: The previous contract scope will not be provided as it is not relevant to this contract.
Q6: Where do we find this information?

Q7: Are supplies included in the contract?
A7: Per section 1.23 of the statement of work: The Contractor shall provide all transportation, oversight/management, labor, equipment, supervision, materials, and supplies required for all performance elements of this contract,”
Q8: Statement of items is only a flat monthly rate, no specialty items?
A8: See updated Schedule of Items in Attachment – 7
Q9: The solicitation mentions scaffolding being required for the window cleaning, can we use other methods?
A9: The solicitation only says that if scaffolding is used, then the contractor is responsible to provide it. The contractor may use any safe and effective method to perform this task.
Q10: The terms of payment schedule are not clear.
A10: For monthly payments, the invoice may be submitted no sooner than the last day of each month and the payment will be 30-day pays.
Q11: What needs to be dusted and how often:
A11: This falls under the daily requirements. This does not mean that dusting must be performed daily, but on any given day the surfaces shall be free of dust (Statement of work 4.1.5).
Q12: Is there anything provided by the government?
A12: Per page one of the statement of work everything needed to perform the work of this contract are the responsibility of the contractor except the use of the government’s 3 yard recycling dumpster and 5 yard refuse dumpster.
Q13: How many employees work here?
A13: 85
Q14: During the performance of the site visit, the radio shop manager informed the COR that he does not want any one having access to the radio shop and he would like it to be excluded from the contract. This will require a modification.

Q15: What is required to be biobased?
A15: Contractor must comply with section 1.3.6 of the statement of work and use biobased products to the extent possible. If there are particular products that are incompatible with some of our requirements, the proposal shall describe what products and why.
Q16: How does the background check work?
A16: The government will help guide the successful offeror through that process.
Q17 The solicitation states that the background checks will take 4-6 weeks to complete, how do we perform work in the mean time?
A17: The contract is going to begin prior to the completion of these checks. The government will either accompany the contractor at all times or provide an alternate method to access the building. The contractors work schedule will not be impacted by the delay in background checks.
Q18 When is work to begin?
A18 Work is expected to begin around the second week of May.
Q19: How many employees and how many hours do you require to complete the daily cleaning?
A19: There is no requirement for this. It is the responsibility of the contractor to determine the resources (labor, equipment, time, and supplies) necessary to complete all contract requirements.
Q20: Do we have to remove bugs from lights?
A20: “4.3 Semi-Annual Cleaning (defined as above). Contact the COR one month prior to the date if implementation to schedule and coordinate any advanced preparation. It shall be the responsibility of the contractor to plan and schedule this work.
4.3.1 All exterior windows shall be cleaned in April and September of each year.
Using appropriate cleaner and cleaning methods wash and dry all windows in the outside. This includes cleaning and removing any tree sap and any other grime or build-up on the exterior windows.
4.3.2 Dust and clean light fixture. Take light panel out an clean out dust, dead insects, etc. from ceiling light fixtures.”
Q21: Do we need to wax the tile?
A21: No. Just the vinyl flooring. Approximately 500sf
Q22: What is the current contract pricing?
A22: Previously awarded contract # 1240LR22P0080 was awarded for a base + 3 years for $113,775.00, and a 3-month extension for $7,950.00. The scope of work in this solicitation differs significantly from 1240LR22P0080.
