About this file
This is a Questions and Answers document for federal contract opportunity 1240LP26Q0143 for Mystic and GPC Janitorial Services issued by the USDA.
The solicitation covers janitorial services at two locations: the Mystic Ranger District Office (approximately 24,300 square feet total, with 16,742 square feet carpeted, 3,415 square feet tile/linoleum, and 1,658 square feet porcelain tile) and the Great Plains Interagency Dispatch Center. Research spaces (rooms 144-160) consisting of tile/linoleum floors are included in scope and will receive daily spot cleaning and annual waxing services. The base year period of performance is November 1, 2026 through October 31, 2027. Pricing is structured as firm-fixed monthly CLINs that must include all weekly, monthly, quarterly, semiannual, and annual services such as floor stripping and waxing, chair cleaning, window cleaning, and carpet extraction, with service timelines negotiable. The incumbent contract number is 1240LP24P004 (Mystic Ranger District only); the current solicitation expands scope to include Great Plains. Offerors may rely upon past performance from proposed subcontractors and may use working supervisors as Primary Janitors if resumes and signed contingent letters are submitted. One additional weekly service day may be required at Great Plains on weekends with three days' notice (estimated two to three times annually); pricing for such services should match the daily service rates outlined in the SOI Breakdown attachment. Exterior windows are ground-accessible for semiannual cleaning. Contractor personnel need not obtain USDA LincPass credentials before start date (November 1, 2026) but should initiate the process immediately upon award; approved personnel may work during normal business hours while credentialing is pending. Site visits will be offered to prospective offerors at multiple scheduled times.

Questions and Answers: 1240LP26Q0143- Mystic and GPC Janitorial Services:
1. Research wing scope. The Attachment 2 composite floor plan for the Mystic Ranger District Office identifies rooms 144 through 160 as research spaces, including the Herbarium Room (144), Potting Room (146), Equipment Room (147), Growth Chambers (149), Dry Lab (150), Wet Lab (151), Drying Room (152), Wet Room (158), and Dry Lab (160). The Performance Work Statement task list addresses restrooms, kitchen/break room, lobby/visitor area, hallways, outside areas, office areas and rooms, and the Mystic District Warehouse, but does not separately address laboratory or research spaces. Are these rooms within the serviced scope of this requirement? If so, at what frequency, and to what performance standard?
Answer: Rooms 144-160 are all tile/linoleum and will require cleaning floors only.
This area will be a part of the annual service of waxing and daily service of spot cleaning.
2. Unaccounted floor area. The Statement of Requirement states the Main Office contains approximately 24,300 square feet, of which approximately 16,742 square feet are carpeted, 3,415 square feet are tile or linoleum, and 1,658 square feet are porcelain tile, totaling approximately 21,815 square feet. Would the Government clarify the flooring type and service requirement for the remaining approximately 2,485 square feet?
Answer: The remaining 2,485 square feet not accounted for in the Statement of Requirements are rooms/areas that are not required for the contractor. These are rooms that stay locked due to PII, and also include rooms like the janitor’s closet which do not require cleaning. Total square footage subject to quarterly stripping and waxing is 3,415.
3. Great Plains additional service day. Under the Cleaning Schedule, the PWS provides that one additional daily service per week may be required at the Great Plains Interagency Dispatch Center to account for increased activity, to be performed on a weekend day with three days' notice. The Schedule of Items reflects CLINs 0002, 1002, 2002, 3002, and 4002 priced on a monthly basis with no separate line item for this additional service. Should offerors include the cost of this potential additional weekly service day within the monthly unit price for the Great Plains CLINs?
Answer: If the government determines that the extra service will be required the contractor will be required to follow the daily cleaning schedule as stated in the PWS.
Pricing should be reflected as the same amount as listed in the schedule of items for the current year that the contract is in. The pay rate will be for the daily services that has been identified in the SOI Breakdown attachment. Amendment will be created to include this document.
4. Site visit. FAR 52.237-1, Site Visits, is included among the applicable provisions. Does the Government intend to schedule a site visit for prospective offerors? If so, would the Government provide the date, time, and point of contact for coordination?
Answer: Yes, as prospective offerors submit interest in the contract, the Government will make time for a Site Visit within a reasonable timeframe during open office hours.
Prospective offerors will be offered multiple dates and times and select what would work for them. Contact COR Cecilia Lepa at Cecilia.lepa@usda.gov
5. Basis of monthly payment. The Schedule of Items prices each CLIN at a monthly unit cost for an estimated quantity of 12 months. The Payment section of the PWS states that the Government will pay monthly as determined by the occurrence of the services stated in the schedule of items, and provides an example calculating payment from the count of daily, weekly, monthly, and quarterly services performed. Would the Government confirm that each CLIN is a firm-fixed monthly price, with the occurrence-based methodology applying only to the calculation of deductions for nonconforming or unperformed services?
Answer: Each CLIN is a firm-fixed monthly price with any deductions for non-performance or non-conforming services.
6. Period of performance discrepancy. On page 1 of the SF 1449, the period of performance for CLIN 0001 is shown as 11/01/2026 to 10/30/2027. On page 2, the period of performance for CLIN 0002 and the base year generally is shown as 11/01/2026 to 10/31/2027. Would the Government confirm the correct base year end date?
Answer: The Base Year Period of Performance will be 11/01/2026 to 10/31/2027
7. Please confirm whether the fixed monthly CLIN prices must include all weekly, monthly, quarterly, semiannual, and annual services, including floor stripping and waxing, chair cleaning, window cleaning, and carpet extraction.
Answer: Fixed monthly CLIN prices must include weekly, monthly, quarterly, semiannual and annual services outlining in which months those services will be completed. Timelines can be negotiated.
8. May an offeror rely upon and submit relevant past performance performed by its proposed janitorial subcontractor?
Answer: Yes
9. May a working supervisor employed by the proposed subcontractor serve as the Primary Janitor, provided the offeror submits that individual’s resume and signed contingent letter?
mailto:Cecilia.lepa@usda.gov
Answer: yes
10. Are the exterior windows included in the semiannual service safely accessible from the ground, or will lift equipment be required?
Answer: Outside windows are safely accessible from the ground.
11. Must contractor personnel receive USDA LincPass credentials before beginning performance? If credential processing remains pending on November 1, may otherwise approved personnel perform services while escorted?
Answer: The employee will not have to have a LincPass credential before beginning but should start the process of obtaining a LincPass credential as soon as the award has been made. The approved personnel will be allowed to perform services during normal business hours until the LincPass is obtained.
12. If available, please provide the incumbent contract number and current annual contract value
Answer: Contract Number = 1240LP24P004, Please refer to FPDS for accurate value. This contract is also just for the Mystic Ranger District. This solicitation is for the Mystic Ranger District and added Great Plains Interagency Dispatch Center.
