Region Vegetations Mapping IDIQ

Q&A as of July 7, 2021

Questions:

1. The RFP refers to the use of “current imagery”. What imagery will the FS make available to the contract project team? Please generally describe the available data, the data source, the file format, the area or extent, and the file size. Does the FS have a preference for a specific primary data source?

The Forest Service does not have a preference for a specific primary data source as long as it has a spatial resolution of 1 meter or smaller and has at least four bands (blue, green, red, and NIR).

In instances where both NAIP and MAXAR imagery are available, the preference is the use of the imagery that has the most recent acquisition date. For example, for recent burn areas where post-fire NAIP imagery is not currently available, the preference is for the use of MAXAR imagery. 2021 NAIP imagery for Colorado (and possibly Wyoming) will be available this fall/winter depending on flights. If newer versions of imagery are made available during the life of the contract the contractor will not be required to go back and do any re-delineation but will use the updated version moving forward.

The Forest Service will make available NAIP imagery in a geotiff format. NAIP imagery usually includes four bands and the spatial resolution is typically between 60 cm and 1 meter. The NAIP data is delivered as DOQQs so each image covers a quarter of a 7.5” quadrangle. The geotiffs are typically between 450MB and 475MB each. A complete 1 degree by 1 degree block contains around 260 files containing approximately 115 GB. To cover one unit of National Forest of approximately 2.4 million acres would require 153 seven and a half minute quadrangles and the size of the data set would be estimated at 290 GB. Projects are a subset of the units thus a subset of the data.

For specific areas the Forest Service will make available MAXAR (WorldView or GeoEye) sub-meter multi-spectral imagery downloaded from either EarthExplorer or the G-EGD. The off- Nadir specification is < 30 degrees. The file format is GeoTIFF raster. Individual rasters (subsets of an individual strip) may average around 200 MB. WorldView imagery strips vary in size; an estimate of the sum size of rasters comprising one WorldView strip is roughly 7 GB.

2. Will the contractor have access to resource photography? Please describe. Is the data accessible? Will it require special handling such as a site visit?

The contractor will have access to the historic 2008 resource photography if requested. It would be available electronically, so no field visit required.

3. Handling large imagery datasets adds time and cost. Will the Forest Service clip, filter, or otherwise extract the project area, delivering only the data needed for the work? This saves the additional costs of data loading, hosting, filtering, and otherwise transforming large data sets to reflect only the project area.

The Forest Service can clip imagery datasets to the project area.

4. Shrub identification: Not all shrub species can be identified via imagery. Is there a minimum set such as willow and oak? Will this vary by forest? How will the Forest Service consider shrub species identification in the QASP? From the R2 Supplemental FSVeg Spatial User Guide:

“Species determination is optional for shrubs, forbs, and grasses since species identification for these lifeforms are difficult to determine from aerial photos. However, additional information and field calibration can be used to determine species, especially for shrub species. Trees and common and abundant shrubs with a taller growth form should be identified by species.”

Common shrub species may vary by Forest. Each Forest will communicate with the contractor to determine common shrubs that can be identified on imagery to genus or species level. Shrub species are included in the QASP under Species Symbol (NRCS Taxa code).

5. Rules for Anderson type will need to be defined to align the interpretation and the R2Veg loader tool. We assume this is being handled under another task order since it’s not mentioned in the RFP. Please confirm that these updates will be completed prior to the first Task Order, or describe a workaround, any notes, or specific cautions. Use the following link to access USGS Anderson codes and definitions that will be used to populate the USGS Anderson field:

Since USGS Anderson is currently not available with the R2 loader Tool, the field will have to be entered outside of the tool after the attribute data has been loaded. This can be done a few ways. 1) by doing a query selection and using the copy/paste/archive tool in FSVeg Spatial to update the field 2) by populating an Excel spreadsheet or personal geodatabase with Setting_ID and USGS Anderson and creating a template to load the data using the gdb loader.

6. The RFP asks for a price per acre based on certain conditions – fire, disease, harvest. Is this meant to imply a different level of difficulty or handling for specific conditions? Please describe and rank the level of difficulty (1-5, easiest to most difficult). Different types of disturbances were provided to give the contractor the opportunity to price them separately if they felt, from past experience, that a different level of effort was needed. For example, a harvest unit might be easier to attribute than a burn unit. We realize the difference may be minimal and the contractor may choose to provide a single price per acre.

There are two project areas that will need to be reattributed after fire: one is 92,575 acres of strictly re-attribution; the other is 5,147 acres that will need to be re-delineated and re-attributed. Together, these add up to 97,722 of re-attribution after fire.
