About this file

This document contains questions and answers regarding a solicitation for the Yellowstone Shortline Trail #611 Rails-to-Trails Project. The project involves converting 8.75 miles of abandoned railroad grade to an accessible trail between West Yellowstone, MT and the Idaho/Montana border, including reconstructing the subgrade, constructing three steel truss bridges and one timber bridge provided by the Government, installing a 10-foot-wide paved trail, and reconditioning approximately five miles of access roads. Questions addressed bidding requirements for surveying, decommissioning an old railroad grade, bridge plans, road and trail items, and equipment access for bridge installation. The related federal contract opportunity notice indicates the Forest Service will issue an invitation for bid for a firm-fixed-price contract to complete this work, with options to pave additional sections. The total small business set-aside project is estimated between $1-5 million and is subject to limitations on subcontracting and differing site conditions clauses.

Question and Answer Document

As of 3/2/2022

Q1. Survey- Solicitation C.4 – General Specification pg. 14 i) states “Construction Staking – staking shall be accomplished by the Government.” No bid item for survey in the Bid Items for Trails and Roads. The three (3) bridges have bid items for the bridge survey, and is clearly defined, But the trail specification states: a. 908.02 General. The Government will set initial construction stakes or flagging, and control points, and furnish the contractor with all necessary information relating to lines, slopes, and grades. These stakes and flagging constitute the field control.

Furnish and maintain additional stakes, flagging, templates, batter boards, and other materials and supplies necessary for marking and maintaining points and lines established. Do not perform work in the absence of control points. If any construction control points are destroyed, displaced, or erroneous, notify the CO. Uniformly contour alignment and construct grade from control point to control point.

FP-14 Section 152- Construction Survey and Staking provide the trail requirements. How much of this staking is to be performed by USFS and how much by the contractor?

A1. The project has 4 segments, the roads and trails and three bridges.

The roads and trails will be staked by the government, therefore no bid item. The amount of staking will be determined by the conditions on the ground and will be sufficient for the contractor to accomplish the work.

The three bridges are staked by the Contractor using control points on the trail set by the Government.

Q2. Bid Item 91116 – Obliteration of Abandon Trail w/ Hydraulic Excavator – sheet 4 of 22 calls out the description of 2300 LF of old RR grade to be decommissioned. How deep is the existing trail, how much borrow is expected to be generated? If the trail is 4’ deep to be removed, the equipment required to do this in 40 HR would be enormous. Please clarify.

A2. Two Items contribute to the decommissioning. Item 91104 Borrow will generate 1540 CY of the borrow from the decommissioned sections for use in other locations along the trail and roads. Item 91116 Obliteration will used as “clean up” of the site following the borrow removal.

Q3. Sheet 5 of 10 of Bridge Drawings, (MP. 2.27, MP 3.37, MP 6.08) show crushed rock and asphalt with notations for start and stop trail work about 50 LF from bridge ends, but there is no bid item for “Crushed Rock or ACP” in the bridges. Is the crushed rock and asphalt to be included in the Trail Bid Item?

A3. All asphalt and aggregate quantities are included in Items 91302 and 91311A of the Trails and Roads, not in the bridges.

Q4. Bid Item 91101 – Excavation & Embankment, 2,920 LF – How much excavation is required in this item? ID TFS-2 on the trails calls for some sort of cut and embankment. And TFS-1 calls for this to be flat, with no excavation or embankment. This work could be substantial, not knowing the existing conditions.

A4. Item 91101 are for segments where the existing subgrade requires reshaping from previous work or from work, like grubbing, where subgrade reworking will be required. Any material required to fill extensive voids is included in Item 91104 Borrow.

Q5. The bridges weigh @ 49,000, 45,000, and 40,000 Lbs from largest to smallest.

A crane to do this set at each location will have to access off the Pre solicitation Site Vist Map from the suggested Access points. But from these points is the existing RR Bed as its base if cleaned off, improved somewhat, suitable for a 220 Ton truck crane to drive in on to the site for new bridges ?

We will have to build a staging area and possibly a Turnaround for this crane also. If so, It will be removed after setting the bridges.

A5. Each Bridge schedule has two Items (62201A,B,C and 62202A,B,C) that are equipment rental hours provided to modify the site to construct and remove a temporary crane platform. Following bridge installation, each site will be reconstructed as shown on the final bridge drawings.
