General Information
1.0 Background and Purpose
The U.S. Department of Agriculture, Forest Service, Prairie City Ranger District in the Malheur National Forest’s mission is to sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations.
In support of these objectives, the Prairie City Ranger District is securing services for Thinning and Thinning and grapple pile. The services consist of 449 acres. There are also four options, option 1-317 acres thin and grapple, option 2-61 acres of thin and grapple, option 3-237 acres of thinning and grapple, and option 4-181 acres of thinning, with all units and options the total is 1245 acres for thinning and grapple piling all existing within the Elk 16 Project Area. No options are funded at this current time and would be available only if funding is available for Fiscal Year 2026. For specific unit requirements and specifications see the attached Detailed Unit Information Sheet (DUIS).
2.0 Definitions
• Bole – The main stem of a tree from which individual branches radiate
• Bole Canker – A disease of the bark and cambium that causes a well-defined sunken or swollen lesion on the affected tree’s bole.
• Crown – The live green foliage and foliage-supporting branches of a tree.
• DBH – Diameter at Breast Height. The diameter of the bole of a tree, measured at a point 4 ½ feet above ground level on the uphill side of the tree.
• Deficient Tree – A cut tree which should have been left to meet density/spacing requirements.
• Excess Tree – Includes any of the following:
o Trees not needed to meet density/spacing requirements, regardless of their quality, which are left uncut.
o A cut tree which is not completely severed from its stump, or a stump containing live green limbs that do not meet specifications contained elsewhere herein.
• Hang-Up Tree – A cut tree suspended 3 feet or higher above the ground surface in any way by another leave tree, stump, brush, rock, etc.
• Leave Tree – The best crop-suitable trees determined to be left to meet average density/spacing requirements, and for future management.
• Live Crown Ratio/LCR – The portion of the bole of a tree that supports healthy green foliage, expressed as a percent of the total tree height to the nearest 10 percent.
• Mistletoe/Dwarf Mistletoe – A significant parasitic problem plant of western coniferous forests.
Mistletoe develops extensive absorption systems in the host, causing injury through diversion of nutrients and growth reduction. Often causes “brooms” of abnormally prolific branching.
• Reserve Tree – Trees determined to be left uncut within unit boundaries. Includes any of the following:
o All trees less than the minimum and greater than the maximum cut tree specification.
o Any tree of a species not addressed in the Detailed Unit Information Sheet.
o Wildlife Trees – those designated as reserved for use by wildlife with orange paint and/or metal signs.
o Select Trees – those selected for participation in a Genetic Tree Improvement Program.
Marked with a wide horizontal band of orange paint and/or yellow metal signs.
o Trees marked with orange paint.
• Residual Overstory – Larger, mature, live trees comprising the uppermost canopy layer which were reserved in prior harvest activities, typically as seed trees, shelterwood trees, future snags, etc. For this contract, residual overstory shall be defined as any tree over 9” DBH.
• Slash – Vegetative material including stems, limbs, broken tops, cull logs, chunks, or naturally occurring fuels which have accumulated as the result of disturbances such as beetle-kill, fire, and snow or wind damage.
• Tree Class /Crown Class – o Dominant – A tree whose crown extends above the general level of the forest canopy, and which receives full light from above and partial light from the sides.
o Co-dominant – A tree whose crown helps to form the general level of the forest canopy, and which receives full light from above but comparatively little from the sides.
o Intermediate – A tree whose crown extends into the lower portion of the forest canopy, and which is shorter in height than the co-dominates, and which receives little direct light from above and none from the sides.
• Western Gall Rust – A disease that produces conspicuous round growths on the bole and/or branches.
2.2 Period of Performance
Base Period: October 1, 2025 to November 1, 2026. (Optional units 10/01/2025-11/01/2027) The
Government reserves the right to prioritize the order in which units are treated.
Work may be done any time during the term of the contract, except under the following conditions:
(1) Industrial Fire Precautions Level prevents work from proceeding. See Attachments F and G
Fire Protection and Suppression_R6-FS-6300-52 and 54 respectively.
(2) When snow depth creates a situation where requirements cannot be met and/or work cannot be inspected as determined by the COR.
Contractor Requirements
3.0 Technical Requirements / Tasks
Precommercial Thinning and Grapple Piling, Bugle TS Units,3, 6, 8, 138, 139, 145, and 266 totaling 449 acres.
Optional units are option #1 unit 84 = 317 acres thinning and grapple piling, option #2 units 4, 148 = 61 acres of thin and grapple, option #3 unit 173 = 237 acres of thin and grapple, and option #4 = 181 acres of thinning.
See Attachment A: Schedule of Items and C: Bugle TS Unit Maps.
1. The Contractor shall notify the COR when units are completed (all specifications for each unit has been accomplished and quality control plan has been implemented) and ready for inspection prior to moving out of the general area. Cut all conifers that are at least 12 inches tall and up to 9.0 inches DBH to achieve an average leave tree spacing of 20 x 20 feet. Averaging 109 Trees Per Acre (TPA).
a. Selection of leave trees shall be made in following priority order: Western white pine, Western larch, Ponderosa pine, Douglas-fir, Engelmann spruce, White fir, Lodgepole pine and Juniper.
b. Leave-trees shall be the healthiest, most vigorous, and best-formed trees of the preferred species in the stand, as evidenced by the tallest height, largest crowns and crown ratios, straightest stems, and the least amount of damage or disease.
c. Where undamaged trees are not available, select leave-trees with the least amount of damage. COR discretion.
d. The leave-tree spacing is an average and shall be varied up to 25% (+/- 5 feet) = (15’-25’) to leave the most desirable trees. It is more important to leave the healthiest trees, than to have uniform spacing.
e. Cull trees may be cut up to 12.0 inches DBH to improve the survivability of a larger tree or where it would enhance stand health and reduce fuel levels. COR discretion.
f. Species preference compensates somewhat for minor differences in size or quality. For example, a smaller, but otherwise equal quality western larch which is 2/3 the height of Douglas-fir should be left rather than the Douglas-fir. A ponderosa pine with minor bole damage would be preferred over an undamaged white fir.
g. Leave (do not cut) any trees within 100 feet of springs, bogs, seeps, or elk wallows.
h. All limbed, lopped or downed woody material shall be at least 5 feet from the boles of leave trees and any fencing in the contract.
i. Lop stems at no greater than Ten (10) feet and limb as needed getting the main stems of cut and down plant materials in contact with the ground. All created slash over 3 inches needs to be in contact with the ground. All cut material needs to be less than 2 feet above ground.
j. From May 1st to June 30th crews will watch for lone elk, deer, or antelope.
Most of these animals readily move and avoid areas of human activity.
However, if newborn fawns’ antelope, mule deer or elk calves are observed, the area should be avoided, allowing the mothers to move the young away from the project.
k. Wildlife clumps equal to 10% of the unit shall be left uncut. Clumps will be flagged and identified to contractor by COR.
Slash/Piles specifications units 6, 8,138,139, 145, and 266. (Option unit 84, 4, 173)
1. Material to be Piled
a. All created slash which is one inch to eleven inches in diameter and at least two feet or greater in length or as stated on the Detailed Unit Information Sheet (DUIS) shall be piled. All created slash as defined in all pre-commercial thinning slash, and lopped limbs, produced during Contractor’s operation or slash produced in other ways by other means.
b. Material not within the size limits specified above or as stated on the DUIS may be left un piled; however, attached limbs or top within the diameter and length limits shall be cut from the greater diameter material and piled.
c. All slash, including material from snags, that meet the piling requirements, and vegetation that is required to be piled under this contract, that originates in, and falls or rolls outside of unit boundaries, shall be pulled back into the unit and piled.
2. Pile Construction
a. Piles shall be constructed compactly by aligning individual pieces in the same direction and placing the heavier slash on top. Piles shall have a stable base to prevent toppling. The long axis of individual pieces shall be oriented up- and down- slope.
b. All piles shall be as compact as possible with a concentration of light combustible and free of non-combustible material. Height shall be no less than six (6) feet and no greater than eight (8) feet. Length shall be no less then eight
(8) feet and no greater than fifteen (15) feet. Width shall not exceed Ten (10) feet.
c. Material greater than ten (10) feet in length must be bucked to ten (10) feet or less before piling. All material shall be contained within the general contour of the pile. Material extending over two feet beyond the pile shall be bucked off and placed in the pile.
3. Pile Location
a. Unless specifically approved by the Contracting Officer or COR, piles shall be located so that later burning will not damage standing green trees, reproduction, and seedlings.
b. Piles shall not be placed on or adjacent to tree stumps, snags, or within eight feet of downed logs. Piles shall not be placed under overhanging limbs.
c. Piles shall not be located on road surfaces, in ditches and channel bottoms, on downed logs or stumps.
d. Piles shall not be located closer than twenty-five (25) feet of external boundary of treatment areas or to treatment areas such as perennial, intermittent streams or riparian buffers.
e. Alternate piling sites must be approved by the COR.
f. Piles shall not be placed within 20 ft of large (equal to or greater than 12 inch) snags.
Protection of Resources
(a) The Contractor shall be responsible for any damage caused by their personnel and/or equipment. This includes but is not limited to damage to existing structural improvements such as water developments, fences, property line monuments, bearing trees, roadblocks, road surfaces and/or drainage structures because of contract activities. The Contractor, at his expense, shall restore damaged property back to its original condition in a timely manner.
(b) If any cultural or archaeological sites, any threatened or endangered species, proposed threatened and endangered species, or sensitive plants are discovered during operation of the contract, work will be suspended in the immediate vicinity of the site(s) until a reconnaissance survey is completed by the Government.
(c) No work will be permitted within a ¼-mile radius and/or line of sight from any active nest of the following species during the listed periods.
