About this file

This document is Amendment 0002 to Solicitation 1240BJ24R0008 for the GAOA Thorne Bay Compound Water Quality Mitigation project. The amendment addresses questions and answers submitted by contractors regarding the project scope and requirements. Key details include:

The project requires replacing all water fixtures and potable water plumbing with PEX tubing in the Duplexes, Quads, and Bunkhouse at the Thorne Bay Ranger District in Alaska. The Government estimates the project value to be between $250,000 to $500,000. The amendment clarifies the specific fixtures to be replaced, notes that no underground or excavation work is required, and provides details on water shutdowns, testing, and insulation requirements. The amendment also states that a written plan for protecting the buildings during any roofing work is not needed. Contractors must acknowledge receipt of the amendment as specified prior to the offer deadline.

Questions and Answers #2 Solicitation 1240BJ24R0008

Project Name: Thorne Bay Water Mitigation Project

1. Will tenants vacate the living unit during working hours each day? Some may, but it is not guaranteed.

• What assurances do we have that work corridors will remain unobstructed at the onset of the day and through the duration of the workday? For the job to flow smoothly and efficiently it will be imperative to have these areas left clear. This will be coordinated on site with COR and tenants. Egress shall be maintained for all occupants.

2. Will homeowners move all their valuables out of the construction areas? Art, decoration, personal items, motorcycles, shop equipment, etc?

Yes

3. Under solicitation number 1240BJ24R0008, Part No. #1, Section C.1, scope of contract it states, "The work performed under this contract is to replace all water fixtures and potable water plumbing with PEX tubing in the Duplexes, Quads and Bunkhouse on the Thorne Bay Ranger District."

• This conflicts with H.8 General Requirements Bullet Point #2. C.1 is an overall broad scope of the project. H.8 General Requirements reflects the specific requirements.

• Does this include underground service piping? No excavation work is required.

• This states “all water fixtures”, please clarify does this include tub/shower bodies, shower valves, laundry/utility tubs, laundry/utility faucets, hose bibbs, water closets, wash machine boxes, kitchen sinks, kitchen faucets, etc. Only the water fixtures laid out in Table 1 shall be replaced. All others shall remain in place.

4. H.8 General Requirements conflicts with Section C.1 of the scope of contract.

• Bullet Point #2 of H.8 calls to replace just the copper to the bathroom and kitchen sinks.

It makes no reference to the mains, branch mains or other fixtures in the system. Please clarify. The scope includes replacement of all copper premise plumbing from the supply line to the bathroom sinks and kitchen sinks, including mains, branch mains etc. The plumbing is concealed so the exact routing will not be known until commencement of the work, but the intent is that all plumbing is replaced such that water serving the bathroom and kitchen sinks never contacts copper premise plumbing. Lines that exclusively serve other fixtures (i.e. toilets) need not be replaced.

• Bullet Point #3 of H.8 conflicts with Bullet Point #2 of H.8, saying to “Replace existing system with new construction.” Please clarify. Replace water line as described and work shall use new materials as specified.

• H.8, Bullet Point #3 also instructs to “keeping existing in operation until ready for change over.”

o Whether it is just the potable water for the lavatories and kitchen sinks or all of the potable water, there will be times during work hours where the tenant will have to go without potable water. Anticipate 2–4-hour shutdowns and up to 8 hours without water on the day the system is fully changed over. Will these time frames for testing, and conversions be acceptable? Yes. Please include constraints and sequencing in Technical Approach.

5. H.8, Bullet Point #8, calls for Culligan Big Blue 10” filter housings. This is a very large filter and is designed for a whole-house filtration application. It is likely it will not fit with the existing drainage below the sink. Would Culligan model# US-600A be acceptable? This model is designed specifically for under sink applications. Yes, alternatives and substitutions will be considered.

6. H.8, Bullet Point #11, instructs water sampling to be done on all residences. Due to the water testing laboratory being in Ketchikan and the timing of the lab results being both weather dependent for shipping and lab operational hours, it could be up to a week before test results are obtained. Please be advised. Noted. Please include constraints and sequencing in Technical Approach.

7. Can a fixture schedule be provided for the fixtures to be replaced? Please see Table 1 in Statement of Work and Specifications Section 224100.

8. Do any of the buildings have hot-water recirculation? No

9. Project specifications 22 11 01 -3, 3.5 Connections, B, states “Run new hot and cold piping lines to the bathroom and kitchen faucet along direct route to fixtures.” This is in conflict with Solicitation Part No.

#1, C.1, previously referenced. Please clarify. Please refer to Question 3 response.

10. Project specifications 22 11 01 -4, 3.6 Field Quality Control, B.4, states “Cap and subject piping to static water pressure of 50 psig above operating pressure, without exceeding pressure rating of piping system materials.” Assuming the neighborhood pressure is 50-60 psig, that puts test pressure at 100- 110psig. Angle stops, shower valves, faucets, hose bibbs, etc. are not designed to be operated or tested at those pressures, they are designed to operate in standard water pressure delivery ranges. There is a strong chance those devices sustain damage and even a higher likelihood that they do not hold pressure and become a failure point during pressure testing. The contractor can not afford time invested in troubleshooting/resolving leaks in existing materials/equipment/devices.

Pressure test according to IPC. Cap new piping and pressure test new water lines and new components.

11. Project specifications 22 11 01 -3, 3.5 Connections, F, states “Connect domestic water piping to water-service piping with shutoff valve, and extend and connect to the following:

1. Water Heaters: Cold-water supply and hot-water outlet piping in sizes indicated, but not smaller than sizes of water heater connections.

2. Plumbing Fixtures: Cold- and hot-water supply piping in sizes indicated, but not smaller than required by plumbing code.

3. Equipment: Cold- and hot-water supply piping as indicated, but not smaller than equipment connections. Provide shutoff valve and union for each connection.”

• This directive conflicts with project specifications 22 11 01 -3, 3.5 Connections, B, that directs just hot and cold water lines to the kitchen and bathroom faucets to be replaced. Please clarify.

Just replacing hot and cold water lines to bathroom and kitchen sink faucets.

12. 1” wall insulation is required on all crawlspace piping, but there is no specification for interior domestic water piping. By code, hot-water and cold-water need to be insulated. Please provide a specification for domestic water insulation. Would ½” wall, cellular foam insulation be acceptable?

Insulate hot water supply lines per Section N1103.5.2 of the IRC. Interior cold water lines do not need to be insulated.

13. To avoid high mobilization costs we see a need to have a minimum of three buildings at a time to be fully opened for re-plumbing. This will allow carpentry demo, plumbing rough-in, plumbing finish, and carpentry finish to all stay in a seamless rotation. Otherwise, if only one building can be accessed at a time it will exponentially compound mobilization costs for mechanical and architectural trades. Noted.

Please include constraints and sequencing in Technical Approach.

14. In the solicitation docs, H.7 Section N It states, Contractor shall submit a written plan for the protection of the building from the elements during roofing removal and installation.

I didn’t see anything about removal of roofing, could you please clarify?

It is a legacy item that should have been removed from the specs

In other words… ignore this requirement.
