About this file

This document is a set of questions and answers related to a federal contract opportunity for the replacement of a septic system at the USFS Detroit Ranger Station in Detroit, Oregon. The key details are:

The contractor is required to provide all labor and materials to replace the existing 1000-gallon concrete septic tank and drain field, including obtaining all necessary permits and inspections through the Marion County Land Management Division. The contractor must pay for and obtain all permits, with these costs expected to be included in the pricing. The period of performance has been extended from 9/30/2024 - 10/14/2024 to 9/30/2024 - 10/31/2024. There is flexibility in the timeline, as the county may not allow septic installations after mid-October due to weather. Power will be available from the existing gym building for the septic system's pump. This is a 100% Small Business set-aside with a NAICS code of 238910 - Site Preparation Contractors.

Questions and answers for Detroit Septic System Replacement

Question 1: To verify that the contractor would do all phases of the septic replacement: major repair permitting, design, permitting, transportation, parts and installation. Would we also include all County permitting fees in our bid?

Answer 1: Yes, per the solicitation the contractor is to provide all labor and materials required to replace the existing residential septic system at USFS Detroit Ranger Station. Also, per the solicitation requirements the contractor shall pay and obtain all permits and inspections to complete and make operational, the onsite Sewage Disposal System, as required through Marion County Land Management Division. All permits are expected to be built into your pricing.

As a reminder: Incidentals – All incidental costs associated with this project are to be included in the provided line-item pricing and will not be paid separately. Any and all work associated with this project not included in the listed Schedule of Items shall be considered incidental, including mobilization.

Question 2: Are companies usually expected to do much of the work prior to being awarded a contract?

Answer 2: No. Contractors are not permitted to do any work prior to award of a contract.

Question 3: Have there been conversations to have the pits evaluated in a more timely manner?

Answer 3: Digging the test pits is a one-day operation. However, the county timeline may vary. I would say that within two weeks, the awarded Contractor have test pits excavated ready for county inspection and complete an appointment set up for county inspection/approval. Waiting on the county is beyond contractor or USDA FS control but they can set and provide us with an appointment date. We will work with the contractor if they have documentation of current dates the county is telling contractors. Inspection takes one day. We did 3 test pits with a geotechnical engineer last week took one day soils were very good that he completed infiltration rate within an hour for each pit we would expect the same for this project.

Question 4: The solicitation says the work needs to be performed between 9/30/24-10/14/24. This will be a real tight timeline on getting the permits by then. Since we have to do a site evaluation and test pits with the county prior to the septic installation permit, I don’t think we will have the installation permit in time by those dates. Is there flexibility in that timeline? Usually after middle of October the county doesn’t allow septic installations due to weather. Is there a possibility for an extension on this project?

Answer 4: Yes we just have to start after 9/30 due to conflicts on the Forest, but it can go out for as long as it takes, we have no timeline rush. The period of performance is being extended to

10/31/2024. The Forest would prefer that this project be completed this year and not extend into next year if at all possible.

Question 5: For the pump we will need power. Will there be power in the general area we will be able to connect to or will we have to find power from the existing gym?

Answer 5: There is power in the gym building they can plug into.
