Solicitation #: 1240BH21Q0008; Amendment #2, Page 2 of 2 GAOA Lava River Cave Trail Construction
Deschutes National Forest (Deschutes County, Oregon)
Q5: Will the cave be open to the public? If not, can construction begin earlier?
A5: As stated in the solicitation (Section C-6: Project Schedule) the cave is planned to be open to the public until August 23. Bid according to timelines stated in solicitation.
However, in the event the cave is again closed for the season due to COVID, construction may be allowed to start earlier as approved by the CO.
Q6: Will existing wood fence posts at entrance station exit gate be replaced along with the wooden gate being replaced with chainlink?
A6: Yes, replace wood gate posts with new posts, utilizing existing post holes.
Q7: From my fencing subcontractor - per OSHA anytime there is a vertical drop of more than 6' with no guardrail, fall protection is required. Once the existing fence is removed, that situation will occur. The options for tie-offs/anchor points would be trees or drill and set steel posts in concrete, in the rock. The question is whether tying off to trees will be allowed or whether anchors in the ground will be allowed or some combination thereof. And if anchors in the ground are allowed, what will be the rehab requirements? Cutting of posts and leaving in place?
Removing all post and concrete? Something else?
A7: None of the existing fence posts around the top of the sink are being removed.
Your fencing subcontractor will be required to meet OSHA requirements for a tie point. Tying off to trees (outside of the cave sink) is preferable to installing permanent or temporary anchors to keep ground disturbance to a minimum.
