Solicitation #: 1240BH21Q0008; Amendment #1, Page 2 of 3 GAOA Lava River Cave Trail Construction

Deschutes National Forest (Deschutes County, Oregon)

Q1: I would like to request clarification on the 9ga chainlink fence called for in this project. My suppliers are telling me that this could come in the form of an 11ga chainlink that is coated to 9ga total, or a 9ga chainlink that is coated to 8ga total. Could you please clarify which product is sought for this work?

A1: The specification requires 9ga chainlink minimum, so coating to 8ga total or gauge to meet coating specifications.

Q2: Is there a specific grate that you require? I could not see that. I saw colored to match concrete, but couldn't see a particular brand or model? Wabash? Trying to color that to match concrete would be tough.

A2: There is not a specific brand requirement, FiberGrate molded grating would meet requirements, or equal. The color does not have to exactly match the concrete but no contrasting colors. Color will be decided after award during submittal process depending on color options available with specific product.

Q3: Is there water available onsite? A hose bib for water as necessary? Trying to determine if I need to supply an onsite water truck for the duration of the project.

A3: There is no water available on site as per Section C‐2 of the solicitation, contractor will need to supply water for the construction as well as to meet requirements of the fire suppression clauses. A

300‐gallon water tank (trailer with engine & hose or truck) shall be on site at all times for fire suppression only in addition to any water needed for construction. See attached R6‐FS‐6300‐53

“Additional Fire Precautionary Measure 1 – Tank Truck” for further information.

Q4: Please clarify Specification 011000‐1.5 (G). The specification forbids the use of gas powered equipment in the cave sink. Is this specific language referring to gasoline fuel or all petroleum fuels (diesel). I am thinking of small equipment for preparing subgrade such as compactors and small excavation equipment could be diesel powered, would that be acceptable? Or are you expecting that no power equipment is used in the sink area?

A4: Gas combustion engines shall be limited as much as possible within the cave sink due to air quality concerns with wildlife in the cave. Where at all possible, equipment should be operated outside of the cave sink to minimize disturbance (as the specification states, a generator in the parking lot is preferred). A vibratory plate compactor or small excavator is allowed for a maximum of 45 minutes of operation at a time with a minimum break of 30 minutes to allow air to clear, not to exceed 4 cycles in one day. Any other combustion engine is not allowed unless pre‐approved by the

Additional Fire Precautionary Measure 1 - Tank Truck

11. The Contractor shall provide a tank truck or trailer, containing not less than 300 gallons of water, during yarding, loading, land clearing, right-of-way clearing and mechanical treatment of slash. A tank truck or trailer will not be required if powersaw falling and bucking is the only operation. Such tank truck or trailer shall be maintained in a serviceable condition and located within 10 minutes, round trip, from each project area during fire period and closed seasonFire Period and Closed Season.

The tank truck or trailer shall be equipped with a pump capable of discharging 20 gallons of water per minute, using a 1/4 inch nozzle tip, through a 50 foot length of rubber line hose. In addition, 500 feet of serviceable fabric jacket rubber lined hose of not less than 1 inch outside diameter, fitted with a nozzle capable of discharging a straight stream of 1/4 inch diameter and a spray pattern shall be immediately available for use. The tank, pump and at least 250 feet of hose and nozzle shall be connected and ready for use at all times.

If a trailer is used, it shall be equipped with a hitch to facilitate prompt movement. A serviceable tow vehicle shall be immediately available for attachment to the trailer and must meet the time requirements stated above. Such truck or trailer shall be equipped to operate for a minimum of 8 hours. Tank truck or trailer shall be available from the start of work to the end of the Fire Watch / Fire Security service.
