Combined Synopsis/Solicitation – Questions and Answers PRD Boat Charter and Accommodations

This document reconciles questions submitted by offerors for solicitation 1240BF23Q0079 posted in SAM.Gov on Thursday, September 21, 2023 at 1:21 PM (AKST). Questions has been answered by the Government and provided in this document.

1. Question: It is unclear if the contractor is to provide personnel to "collect and transport" the marine debris, or if

Forest Service personnel are doing the collecting and storing aboard the mothership and the contractor transport it back to Petersburg. Please clarify.

Answer: The Forest Service personnel will collect the marine debris and transport it back to the mothership.

The contractor will transport it back to Petersburg.

2. Question: Would the government-furnished skiff be operated by Forest Service personnel, or would the contractor be required to provide an operator?

Answer: The government-furnished skiff will be operated by the Forest Service personnel.

3. Question: How many hours per day would the team be working?

Answer: The average working day will be 8-10 hours, between 7am to 6pm.

4. Question: What is the estimated distance from suitable Anchorage for the mothership, to the collection points? (Regarding how much fuel for the skiff will be needed).

Answer: The estimated distance from anchorage to work site will be less than 5 miles but will depend on weather and exposure.

5. Question: Would the contractor be responsible for providing gasoline or diesel fuel for the skiff?

Answer: The Forest Service will provide fuel for the government furnished skiff.

6. Question: Would the skiff be making occasional trips back to Petersburg to offload debris as it is collected, or will all of it come back at the end of the project?

Answer: All the debris will come back at the end of the project.

7. Question: Would the government provide soft totes to keep the debris contained aboard the ship prior to transportation?

Answer: The government will provide soft totes (aka helicopter bags) to store debris in will aboard the mothership.

8. Question: On a prior project exactly like this one, rangers collected over 2 tons of debris in 6 days. On that job the skiff made 2 runs back to Seward to dump totes and make room aboard the ship. I am concerned that your estimates on how much debris collected might be on the low side.

Answer: The estimate for the amount of debris was calculated from previous trips to this area and the amount of debris collected during those trips. Certain beaches have more southern exposure and collect more debris.

If we encounter more debris than our estimates we will deal with that debris at another time outside of this contract.

9. Question: Is this a brand new contract or is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?

Answer: This is a brand new contract.

10. Question: Can the USCG inspection or FS UPV be submitted after contract award?

Answer: A copy of your annual USCG inspection is required to be submitted with your quote. If you don’t have a current USCG inspection, contact the Fleet Manager, Keith Hedlind, to schedule your UPV inspection. His POC is 907-617-9616, 907-228-6336, or Keith.Hedlind@usda.gov.

11. Question: Regarding Boat Charter and Accommodation Services (Item #0001). Do you want a flat rate or a daily rate?

Answer: The price sheet has been updated to request offerors’ daily rates.

12. Question: Regarding the disposal of Marine Debris afterwards. The disposal rate is determined by the type of debris. Who will be responsible for the disposal cost, loading/unloading/transport, etc?

Answer: FS personnel will use the government-furnished skiff boat to collect marine debris and transport it back to the contractor’s boat. The contractor will then transport the marine debris back to Petersburg for disposal at the end of the project. Once back in Peterburg, the FS will be responsible to transport marine debris to the disposal site and for all disposal costs. The contractor will just assist loading debris onto their boat and unloading debris off their boat.
