Forest Service (FS) Inspection of Uninspected Passenger Vessels (UPV)
As a result of the August 1, 1990 carbon monoxide poisoning boating accident in Prince William Sound, the Alaska Region established a safety requirement that all marine vessel rentals/charters would have a pre-use inspection.
Charter Vessel Annual Inspections
Charter vessels receiving an annual United States Coast Guard (USCG) inspection do not require a Forest Service (FS) inspection. Charter vessels and operators shall meet all USCG requirements as well as FS watercraft safety policy and contract related requirements.
USCG inspection requirements provide checks for a vessel’s seaworthiness, safety equipment, and proper operator licensing. Charter vessels receiving annual USCG inspections do not require a separate FS inspection prior to employee use.
Charter vessels not receiving an annual USCG inspection do require a FS inspection prior to employee use.
Uninspected Passenger Vessel (UPV) as Defined by the USCG:
Generally, operations that carry 6 or fewer passengers for hire are referred to as Uninspected Passenger Vessels (UPV), 6 Passenger (Pax), or 6 Pack operations. These are your typical charter boat fishing guide or tour boat operations that may use a state numbered boat. UPV operations traveling on navigable waters of the United States under U.S. Coast Guard jurisdiction are not required to be inspected by the Coast Guard. They must comply with minimal federal standards for safety, navigation, pollution prevention and the vessel operator must hold (minimally) an Operator Uninspected Passenger Vessel (OUPV) license issued by the Coast Guard.
Request for Inspection for Uninspected Passenger Vessel
Inspections to be conducted by Forest Service Fleet Manager, or designee.
Contracts >$2,500 / Grants & Agreements – Contracting Officer (CO) or Grants & Agreements Officer, upon selecting a vessel for award of a charter, will notify the Forest Fleet Manager a vessel is in need of inspection, providing the following information:
o Name of Vessel o Vessel’s Official Number o Vessel’s Owner Name and Contact Information o Homeport, or Other Location to be Inspected o Contract or Agreement Reference Number o Copy of Float Plan (if available)
Contracts <$2,500 (Government Purchase Card) – The end user or immediate supervisor will be responsible for requesting UPV inspection prior to use. Fleet Manager to be notified a UPV Inspection is requested, after providing the following information.
o Name of Vessel o Vessel’s Official Number o Vessel’s Owner Name and Contact Information o Homeport, or Other Location to be Inspected o Copy of Float Plan (if available)

Letter of Inspection
Vessels which have been inspected and found in compliance with the requirements used in the Forest Service Uninspected Passenger Vessel Letter of Inspection Checklist shall be issued a completed copy to post aboard the vessel. A copy will be maintained in the issuing office's file, the contract file, and dispatch office for any float following.
The Forest Fleet Manager inspection is not considered an inspection for seaworthiness; however, a visual examination of the vessel structure will be made. If any unsafe structural conditions are observed, this fact will be reported to the CO and End User, and a Letter of Inspection will not be issued. In the event the Letter of Inspection is not issued due to the existence of such unsafe structural conditions, it is understood that the CO and End User will cancel the pending charter and locate another vessel.
